Project Description:

The USAID Training for Pakistan project provides turn-key participant training and capacity development services that are uniquely specialized for USAID/Pakistan Mission teams and public and private implementing partners. The primary purpose of this program is to provide participant training and capacity development services to USAID/Pakistan’s contractors, grantees, and partners under Government to Government assistance programs, and at times to the Mission directly. This Mission-wide program will support all USAID sector teams interested in exchanges or training of host-country Pakistani nationals.

Job Purpose:

The Finance and Administrative Associate, reports to the Finance/Small Grants Officer. The Finance and Administrative Associate supports the finance team with day-to-day activities and liaise with other departments when required.

Key Responsibilities:

  • Assist the Finance & Operations Director on the financial reporting to the World Learning DC office and USAID; conduct financial analysis and prepare detailed financial reports and statements on monthly basis to share with Finance & Operations Director and WL Headquarter.
  • Complies with state and federal tax filing requirements by studying regulations; adhering to requirements; advising management on required actions; calculating monthly estimated tax payments and furnishing of monthly statements of tax deducted.
  • Monitoring compliance with USAID Rules & Regulations i.e. Operations Policy (ADS) USAID, US Code of Federal Regulation, Federal Travel Regulation GSA , US office of Management & Budget etc.
  • Assist Finance & Operations Director in the review of internal controls over accounting/finance functions by studying operational issues; applying financial principles and practices.
  • Assist Finance/ Small Grants officer in monitoring grant expenditures and grant funded activity to ensure compliance with federal regulations and specific terms and conditions of grant award
  • Preparation of financial reports for various trainings as per ADS and other requirements
  • Assist in Managing the Financial Management Matters of the Project.
  • Assist in maintaining Designated Bank Accounts and other treasury related matters of the project.
  • Provide assistance to internal personnel and external auditors for reviews, annual audits and other requirements.
  • Financial Review of payment vouchers before payment is made to ensure that payment is justified and is according to approved policies.
  • Review, investigates, and corrects errors and inconsistencies in financial entries, documents, and reports. Ensure any errors are reported in a timely fashion
  • Maintaining inventory controls over non-expendable goods that have been acquired via direct purchase, grants or by another means
  • Physically counting of inventory on an annual basis to verify the accuracy of the inventory list and ensure inventory management procedures are being followed.
  • Assist Finance & Operations Director in submission of Asset & Inventory Report to WL Headquarter and USAID
  • Accomplishes finance and organization mission by completing related results as needed.
  • Other activities as required by the Finance Team

Reporting:

  • This position will be based at the Training for Pakistan Project office Islamabad. The Finance/Admin Associate will be working under and report to the Finance/Small Grants Officer.

Key Qualifications:

  • Three years of practical experience in working with USAID or other donor-funded training and development programs, in a finance capacity;
  • A relevant bachelors degree;
  • Strong computer skills (word processing,, spreadsheets, databases and presentations);
  • Strong interpersonal, coordination and project management skills;
  • Strong written & oral communications;
  • Team player, able to work respectfully and cooperatively with colleagues or different national and cultural backgrounds; and
  • Demonstrated personal commitment to peace, tolerance and development.
