Position Objective:

Under the responsibility of the Country Director, the incumbent has the responsibility for ensuring the safety and security of ACF operations in Pakistan; while leading on the provision of a safe and secure access allowing ACF to be at the cutting edge of the operational implementation.

Mission 1: Define and implement ACF security management system

The Head of HA & Security Department is responsible for:

·       Collect and analyse qualitative and quantitative data on the context; support CD/Field Coordinators in their context follow up and analysis through evidence-based analysis; share evidence-based analysis with the Coordination team, Regional Director of Operations and Regional Security Advisor

·       Alert the CD, Coordination team, the Regional Director of Operations and Regional Security Advisor on contextual developments and when necessary/requested develop likely forthcoming scenarios and contingency plans

·       Lead on the update/writing process of the Mission National and Local Security plans

·       Ensure that NSP & LSPs are constantly updated, disseminated and are available on NHF;

·       Ensure that minimum standards as defined in the 2018 Security and Safety Policy are respected and known by security team and focal points

·       Closely collaborate with the Country Director and the Regional Security Advisor, to ensure that the security plans are updated, and meet the ACF standard policies and tools

·       Ensure that the above security plans are effectively disseminated and implemented

·       Monitor the implementation of the security action plans, mitigation measures and SOPs

·       Lead and support field teams in providing security assessments for each ACF area of intervention, and before any deployment in a new area.

·       Support the Field Coordinators and equivalents (PH-S, SPM KP) in designing their security management systems (context analysis, security plan writing, operational security management, internal communication etc.) and organizational structure (role & resp, job descriptions, position title, time size etc.)

·       Contribute to senior in-country coordination mechanisms (SMT etc..) to ensure that access, safety and security considerations are always part of the decision making mechanisms

·       Evaluate the operational management of security and provide appropriate support

·       Participate actively in the project management cycle, from the design to the closing

·       Develop the IMT, and ACF employees skills for the management of incidents

·       Manage incidents and crises in collaboration with Field Coordinators and the Country Director, the Regional Security Advisor and/or the designated HQ Crisis Cell

·       Ensure that all security incidents affecting ACF operations and major contextual developments are reported in SIRO within maximum 24h after they occur

·       Ensure that SIRO parameters are updated; incident affecting ACF and major contextual developments were reported comprehensively and validated by the Capital.

·       Provide the necessary guidance/tool/policies for security assessment of new area of intervention

·       Lead on the update of the no strike list is updated and implementation of the deconfliction process

·       If requested by the CD/Field Co/Human Resources team ensure that relevant background checks are completed on new hires; and that no member of staff is without discussing its implications with the Coordination Team (SMT)

·       Ensure that access, safety and security costs are covered by the Mission projects; update/manage the budget/financial lines allocated to security/safety/access; provide inputs to the Finance/HR/Log HoD during the Financial plan design and revisions to ensure the correct staffing / equipping of the security team;

·       Ensure good collaboration and liaison all stakeholders

·       Ensure that all reporting deadlines are met on time

·       Contact lists/staff tracker of national and international employees, including visitors and consultants, are updated and available on NHF.

·       Ensure that all documents/policies/tools produced are available on NHF

·       Ensure that contact lists/staff tracker of national and international employees, including visitors and consultants, are updated and available on NHF.

·       Develop and maintain a sensitive information management policy and tools

·       Ensure gender and inclusion considerations within all security planning and implementation;

·       Establishment and maintenance of regular security and HA working group that includes security and management personnel.

Mission 2 : Evaluating and monitoring risk levels,locations and associate actors in Islamabad; mitigating risks for the base and managing security incidents for the base

The Head of HA & Security Department is responsible for:

·       Premise selection and management for Islamabad, including direct supervision of any security personnel

·       Track movement of staff originating from Islamabad, as well as direct management of all expatriate movement;

·       Training of Islamabad staff as per security management;

·       Permissions for all Islamabad based security activities and initiatives are provided in a timely manner.

·       Evaluating the risks through BSMT for Islamabad and keep this evaluation up-to-date

·       Suggesting and leading on mitigating measures to the identified risks and monitoring the implementation of mitigation actions or procedures

·       Providing advice and guidance on how to reinforce AAH access, safety and security systems;

·       Provide recommendations to the CD on security issues; Supporting the CD during and after a security incident

·       Following a security incident, collect information, analyse causes and actions to implement, write the report, implement and monitor the actions

Mission 3: Lead on the development of the Mission humanitarian access strategy, its implementation, monitoring/impact assessment, reporting and review/update

The Head of HA & Security Department is responsible for:

·       Lead on the design, writing process of the ACF humanitarian access strategy and make sure it is in line with the program strategy, ACF policies and security systems,

·       Lead the negotiations on humanitarian access with all the involved Government and other actors at federal level and in provinces where we do not have a provincial office;

·       Lead preparation and submission of all necessary reports and approvals from federal level and for provinces where we do not have a provincial office;

·       Technically support the negotiation on humanitarian access with all the involved Government and other actors at provincial and subprovincial level where we have a provincial office;

·       Technically support the negotiation with communities for humanitarian actors with the relevant field coordinators or equivalent;

·       Proactively build, document and maintain a network with external stakeholders

·       Capitalize all data in appropriate tools such as actor mapping;

·       Produce regular analysis notes on access specifying possible impacts on operations

·       Plan, implement, supervise with the security managers trainings on access; ACF security policies for national and international staff; Humanitarian Principle, ACF Charter/Values;

·       Support field coordinators in access related issues

Mission 4: Ensure a high level of situational awareness and security culture among visitors and the Coordination team, guided by the humanitarian principles

The Head of HA & Security Department is responsible for:

·       Lead on the organization of regular simulation/drill exercise / trainings , prepare teams to incident, to test the security management systems in place and improve them

·       Ensure that staff requested to follow a PFST/HEAT are registered and will attend it within 3 months after their 1st contract's day; develop a local opportunity

·       Ensure that the all non-respect of SOPs are reported to/addressed by the Country Director and in serious cases to the Regional Director and Regional Security Advisor

·       Ensure a briefing note, procedures and security management for visiting expatriates of ACF and our guests/ consultants.

·       Briefing/training staff and making them aware of the context, trends, political and security environment, procedures and rules

·       Briefing and debriefing every ACF staff on security events, political & security contextual developments

·       Identify training needs and conduct training for staff

·       Plan regular training session on Humanitarian Principle, ACF Charter/Values

·       Collecting and recording information related to local political & security contextual developments

·       Closely follow up contextual developments on social, local, national and international media

·       Producing evidence-based reports built on qualitative and quantitative analysis

·       Communicating information and analysis at the CD, RSA & Coordination team

·       Develop and update access & security maps for Islamabad

·       Participate in security meetings with different parties and organise meetings every time it is necessary (with external partners and/or ACF staff)

Mission 5: Management of the security team and focal points

The Head of HA & Security Department is responsible for:

·       Management of the Humanitarian Access and Security Officer and Expert;

·       Functionally supervise the security team in the different bases including capacity building, clarification of roles etc.

·       In close collaboration with the country director and under the supervision of the Regional Security Advisor; develop and lead on the implementation of an annual work plan for the Access and Security Department and security focal points

·       Recruitment, performance appraisal and evaluation of Security personnel have been conducted as per HR policies.

·       Ensure that the Security Focal Points/team actively participate in the program strategy definition, proposal writing, project kick-off and ending meetings.

·       Ensure that the Security Team/focal Points have actively participated in external Coordination meetings and networking activities.

·       Supervise the movements, line management of the Security Guards, technical management of the Logistician Manager and Drivers on security & safety aspects

·       Planning and movements follow up

·       Validating every movement in/out from the office during working hours

    • Providing technical support and briefings to the Log Manager & drivers
    • Taking part in the recruitment of the guards & drivers, or procurement process for guards/drivers services
    • Coordinating with the guards' and services providers in term of planning operations and task sharing
    • Organise and lead weekly team meeting with guards & drivers
    • Participating in performance appraisal of drivers & guards
    • Identifying the training needs, and conducting regular training sessions on Humanitarian Principle, ACF Charter/Values for drivers & guards

The position requires 50% travel in the field.
