Position Objective

  • Support the HAS HOD in the definition and implementation of access, safety and security systems, while monitoring the national political and security environment of Pakistan and compiling and sharing relevant information with HAS HOD and ACF staff.

Mission 1: Collect, analyse and share information about the national political and security situation as well as contextual developments in Pakistan

The HASO is responsible for:

  • Collecting and recording information related to security and contextual developments
  • Analysing the information, qualitative and quantitative analysis
  • Communicating information and analysis to HAS HOD
  •  Briefing/training staff and making them aware of the context, trends, political and security environment, ACF’s mitigation measures and SOPs
  • Participating and representing ACF in security meetings
  •  Develop and update access maps for ACF in Pakistan

Activities:

  • Maintenance of an effective network to gather information from reliable sources on contextual and security matters
  • Closely follow up social, local, national and international media
  • Preparing monthly security reports
  • Plan briefing on every new ACF employee & visitors
  • Keep sensitising every ACF employee on security SOPs and procedures and conduct training sessions
  • Regularly physically visit ACF activities and compounds
  • Participate in security meetings with other INGOs/UN
  • Convey every necessary information and analysis to the HAS HOD (and CD when HAS HOD is absent)

Mission 2: Evaluate and monitor risks levels through security risk assessments and analysis, updating of security management plans and ensure implementation

The HASO is responsible for:

  • Evaluating and monitor the risks for ACF staff and operations, and keep this evaluation up-to-date
  • Suggesting mitigating measures to the identified risks and monitoring the implementation of mitigation actions or procedures
  • Providing advice and guidance on reinforcing ACF access, safety and security systems
  • Supporting the HAS HOD during and after a security incident
  • Supporting the writing of security incident reports
  • Provide advice and recommendations on security issues

Activities:

  • Conduct periodic security risk assessment and analysis (including spot checks) of the areas of operations, devise mitigation measures to provide support in updating local security plan and ensure implementation to enable effective security and safety management.
  • Support development/revision of security management, hibernation and evacuation plans, systems, SOPs and data consolidation and dissemination of relevant security information to staff as per analysis of the security situation
  • Undertake site assessment and regular visits of ACF physical properties and assets, report on findings and advise necessary improvements.
  • Propose security rules to mitigate the risks, these rules being specific to every activity and area of operation, and ensure their implementation
  •  Following a security incident, collect information, analyse causes and actions to implement and participate in the report writing on SIRO
  • Following a security incident, implement and monitor the actions decided

Mission 3: Expand and maintain ACF’s network and engage with all relevant stakeholders to gain access through acceptance, within the respect of humanitarian and ACF principles

The HASO is responsible for:

  • Liaise with external stakeholders, including Federal government, MOI, EAD, LEAs, security focal points of I/NGOs and UN for understanding security situation and facilitate access for ACF staff and implementation of ACF programmes.
  •  Maintain project details of ACF and record of NOCs, MoUs updated all the times for timely submission to authorities & LEAs in consultation with HAS HOD and PD department.
  • Organising regular field trips to expand ACF network

     Activities:

  • Meeting with the different stakeholders at different levels
  • Maintain relationships with all contacts made from the different actors
  • Keep updated the contact list from all relevant focal persons
  •  Make sure all those contacts are adequately archived
  • Field trip to be organised to meet different stakeholders
  • Produce reports on contextual and security changes with regards to access

Mission 4: Ensure mechanism of security clearance of all travel requests, day-to-day field movements tracking, supervising security guards and compliance to ACF security protocols.

The HASO is responsible for:

  • Validation of movements of all ACF Islamabad based staff
  • Movement tracking of staff during field visits
  • Ensure compliance of security protocols during travel and movements
  • Establishing and supervising shifts management and duties of security guards in collaboration with security supervisor
  • Providing technical support to the logistics team and drivers for tracking vehicles and movements and on ACF security SOPs

Activities:

  • Orientation and capacity building of all ACF staff including drivers and security guards on ACF security policies and procedures and give security briefing to all ACF/rental vehicle drivers.
  • Security clearances of all travel requests
  • Travel tracking of staff during travel through sms, whatsapp and vehicle trackers
  •  Ensure all movements follow ACF security and travel protocols
  •  Taking part in the selection of security supervisor and security guards to be deployed at premises
  • Evaluating performance of security supervisor and guards on regular basis and suggest necessary replacements if required.

Mission 5: Proactively support ACFs commitments to gender equality and child protection sensitivity

  • Read and ensure a full understanding and promotion of ACFs Gender Minimum Standards & Child Protection Policies
  • Implement all work related activities with a gender, inclusion and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure and encourage the incorporation of gender equity principles in all policies and activities
  •  Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Skills and Resources needed to perform the function
