Introduction

Action Against Hunger Pakistan has a strong development portfolio as well as extensive experience working in complex humanitarian settings. We have a strong vision and high capacity team. This position is aimed to support the mission further develop their resource mobilisation and partnership capacity. With this in mind, it is intended as a short term position (6 months) with a potential extension.

Objective 1

To develop and implement cross departmental systems for partnership identification, due diligence and management

Tasks & responsibilities

·         Develop SOPs for partnerships in Pakistan mission contextualising HQ manuals and SOPs;

·         Uphold partnership development strategy and policies and revise and update them as and when required

·         Conduct pre-qualification and due diligence of partners for key focus areas;

·         Establish strategic partnerships to support implementation of country strategy and resource mobilisation;

·         Lead on contracting of partners;

·         Manage ongoing partnerships.

Objective 2

To strengthen internal coordination mechanisms

Tasks & responsibilities

·         Support operations coordinator in scheduling, documenting and following up on internal coordination meetings such as kick off meetings, project closure meetings, project review meetings;

·         Play an oversight role regarding the ongoing donor funded projects

·         Host weekly coordination meetings at country office;

·         Host quarterly coordination meetings of ESMT;

·         Coordinate quarterly review calls with HQ pool.

Objective 3

To improve and diversify resource mobilisation

Tasks & responsibilities

·         Uphold ressource mobilisation and fundraising strategy of Action Against Hunger policies and revise and update them as and when required.

·         Explore local and international funding opportunities with the various donors, trusts and foundations etc.

·         Development of competitive concept paper and project proposal in accordance to the donor requirements and guidelines with getting effective feedback and support from the Programmes and other related units of Action Against Hunger

·         Ensure effective contract management of th various donor projects and ensure timely and quality reporting to donors.

·         Ensure updating of concept notes, proposal and reports on Contract Management Intelligence System of Action Against Hunger

·         Ensure proactive and effective donor relationsships and profiling of Action Against Hunger’s work with donors

·         Conduct extensive donor analysis;

·         Conduct analysis of available grants and coordinate submission, including reviews;

·         Prepare and submit proposals and concept notes thereby increasing our portfolio;

·         Conduct external coordination to increase stakeholder engagement with donors and partners

Objective 4

To oversee grants department within the mission, and its strategic use for resource mobilization

Tasks & responsibilities

·         Oversee the communications functions within the mission including development of communications strategy;

·         Supervise reporting to donors and partners;

·         Ensure comprehensive filing of all contractual and grant related documents in soft and hard copies;

·         Further develop systems across the grants department.

Objective 5

To manage and support personnel related to grants, partnerships and communications

Tasks & responsibilities

·         Ensure capacity building of various levels of Mission’s staff on project proposal development, resource mobilization, logical framework analysis and budgeting

·         Capacity build grants team enabling them to progress in their careers;

·         Recruit, manage performance of and supervise grants team;

·         Conduct capacity building across the mission related to portfolio.

POSITION REQUIREMENTS

EXPERIENCE & QUALIFICATIONS

·         Master degree in related field

·         Minimum 08 years of overall experience with 04 years in relevant management role in development sector

OR

·         Bachelor's degree in relevant field with minimum 10 years overall expereince with 06 years in relevant management role in development sector

     

 

 

SKILLS

 

ESSENTIAL

·         Excellent written and verbal communication in English;

·         Excellent orientation and command of proposal development as per various donor requirements

·         Understanding of preparing, results framworks, budgets and work plans

·         Knowledge and skills in strategic planning, budgeting and implemntation

·         Understanding of funding mechanisms, funding environment, donor priorities etc.

·         Experience in capacity building and training;

·         Management and identification of partnerships;

·         Proposal development and donor relations experience;

·         Strong organizational skills;

·         Excellent interpersonnel skills

·         Good resource and time management skills

·         Understanding of the context in Pakistan;

·         Supervisory and managerial skills with proven ability to manage a demanding workload

·         Computer literate, knowledge of MS Word and Excel required

 

PREFERRED

·         Experience in the field;

·         Experience in Pakistan;

·         Experience with EU grants;

·         Experience and flexibility in working with complex/big Organograms

·         Experience working in development fields.
