WASH Officer (Emergency Response)

Disclaimer: The position is advertised for emergency roster pool generation only.

• Shortlisted candidates will be kept in the pool and will be contacted for the role in case of any emergency project.
• Management will update the list every three months.

Position Objective

• Lead in  the  implementation of Water, Sanitation and Hygiene (WASH) interventions in conformity with the  Action Against Hunger standards, international standards and national policies; ensuring the technical quality and relevance of the interventions.

Mission 1: Provide technical leadership and ensure effective implementation of WASH Component

•  In charge overseeing the WASH interventions in Emergency Response Project operations in the target areas.
•  Responsible for updating of detailed implementation/ work plan.
• Responsible for overseeing the management of program, HR, Finances, and Logistics in project target districts.
•  Responsible for all aspects of delivering a high quality, effective and accountable WASH program implementation, programmatic and operational matters 
•  Responsible for achieving program compliance with quality and accountability international standards.

Mission 2: Effective Team Management and Networking:

• Representation and liaison at field and stakeholder management at provincial/district level
• Ensuring effective reporting and communication in accordance with the HQ and donor reporting requirements and standards.
• Responsible for base safety and security management.
• Oversee link between Islamabad Country office and field base.

Mission 3: Project Monitoring, Archiving and Reporting:

• Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results.
• Maintain ACF accountability standards.
• Ensure that all of the project data related to WASH is timely and efficiently archived during at end of the project period as per ACF SOPs.
•  Ensure preparation of periodic reporting and facilitating end of project report as required.
• Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.

Mission 5: Ensure timely procurements:

• Ensure timely procurements of services for WASH interventions
• Have excellent coordination with the Logistic department.
• Ensure timely payments to all vendors.

 Mission 6: Proactively support ACFs commitments to gender equality and child protection sensitivity

• Read and ensure a full understanding and promotion of ACFs Gender Minimum Standards & Child Protection Policies
•  Implement all work-related activities with a gender, inclusion, and child protection lens, taking into account the different needs, concerns, and ideas of our staff and beneficiaries
• Ensure and encourage the incorporation of gender equity principles in all policies and activities

Skills and resources needed to perform the function

• Strong project management skills
• Substantial experience in integrated emergency response programs and managing partners
• Excellent coordination and interpersonal skills
• Able to analyze and summarize complex technical  and contextual information
• Fluent in English, reading writing and speaking. Fluency in local language of the program implementation area will be preferred
•  Excellent computer skills
• Team management skills
• Ability to handle stress and pressure
• Master's Degree in Public Health Engineering or relevant field.
• Minimum 05 years of overall experience and 03 years in relevant field in development sector
