Assignment

Under the supervision of the Project Manager and with the technical support of the Area Coordinator, the Deputy Project Manager (DPM) is responsible for hiring and managing the field staff, resources, time managment, ensure quality of work, daily reporting and managing the logistics of the field  staff, ensuring that they achieve targets and quality of data collection and capturing/recording data in ACTED database system. He is the link between the Project Manager (ACTED R&D and Project Manager and  project specific) and field staff.

 

The ideal candidate shall have strong technical skills & knowledge of conducting nutritional survey and management skills  in hiring/supervising  staff & surveyors, managing logistics, manage staff contracts, regularly monitoring and evualtion of project activities/data collection, regular managing field activities/workplan, daily project reporting, conducting interviews, focus groups discussion, case studies and surveys, as well as recording qualiy data in database systems. Moreover the candidate should also coordinate with the community leaders to conduct interviews directly and via phones and be aware of the minimum standard that have to be ensured in data-collection used for research. The candidate needs to be willing and able to travel regularly to project sites and to other districts, and or where needed.

Functions/Responsibilities

Objective 1: Data-collection activities

  • Manage, supervise and coordinate with the surveyors staff, arrange logistics, manage HR contracts, manage resources, manage field workplan and Monitor project activities on daily basis and report to project Manager on regularly basis.
  • Manage and conduct the training and piloting phase of the survey procedure.
  • Arrange logistics, resources, tools and develop workplan for field tests and piloting of tools and provide feedback on their improvement as well as
  • Coaching supervisors, surveyors on improving their skills and ensure they are correctly performing their data-collection task to ensure high quality data-collection: ensure that enumerators properly understand all questions and ask to respondents in the correct way and give appropriate feedback if not the case
  • To formulate an efficient and effective field work plan for data collection and team’s movement to conduct the survey.
  • To support Surveyors in planning and conducting a survey in various locations in district  of Sindh (for North Sindh: Kashmore and South Sindh (Badin).
  • To ensure quality through regular checks of data collected and will randomly visit to check the interviewed HH/individual. Develop and manage regular montring spot checklist and share with the Project coordinator regularly basis .
  • To ensure that the teams plan their activities to achieve the targets in survey data collection before the given deadlines
  • To ensure that Surveyors obtain informed consent and respect confidentiality of information received.
  • Report regularly to the project coordinator on the progress towards targets, facilitate the team and manage activities in the field, including risks and delays with support from local area coordination and the project coordinator in Islamabad.
  • To ensure the daily progress, maintain the control sheet on the daily basis and share with project coordinator.
  • To ensure that the Surveyors are adequately supported to carry out interviews planned for a day. This included the logistics as well as other necessary support.
  • Ensure the stationary items and printed forms to the teams on daily basis before starting the field work.

·         Should technically strong to apply validation checks on data entry/database at field level.

·         Provide training to Data entry operators on MIS while orientation to enumerators on the MIS functionality, data validation process and MIS process in the field.

·         To ensure accurate and timely entry of data into database, supervise and facilitate data entry process.

·         To ensure proper filing of data and keep both hard and soft records of files;

·         To work closely with the other R & D and MIS staff to regularly (meeting frequency require by database manager) enter, cross check data and ensure quality of data being produced.

·         To communicate any technical or administrative issues/ problems with the project coordinator.

·         To undertake a village level area analysis before deployment of enumerators so that the survey is conducted evenly in the villages.

·         The district field coordinate will ensure the quality checking of 100% filled questionnaires on the daily basis with proper signature on each filled questionnaire after check.

·         The district field coordinate will also be responsible for the arrangement of accommodation and facilitation to the enumerators in each district if they need.

·         The district field coordinate  will ensure the safe and secure stay of all the enumerators who are out of district while working.

Objective 2 – Beneficiary accountability

  • Ensure that all relations with the communities we work with are conducted in a respectful and consultative manner.
  • Ensure that communities are adequately consulted and informed about programme objectives, activities, selection criteria, and methodologies
  • Orient community members about programme accountability mechanism and disseminate the telephone number
  • Maintain and develop database of all the filled tools, data entry log, monitoring logs, mannuals, tools/questionaires, training materials, field work plan, logistics logs etc .
  • Manage all the daily logs, filled tools, project files/folders/documents, logistics contracts, HR contracts, financial contracts, staff leaves record, database records, tools and equipments.
  •  The district field coordinator will be accountable for managing and securing all the projects related contracts, documents, equipments etc.       
  • The district field coordinator will also be accountable for timely completion of the project activities such as qualitative and quantitative data collection and udner the intellectual property right will handover all the prject material to the R&D department.

 

Objective 3 - General objectives

 

  • Carry out all activities according to the objectives of the programme and the beneficiary involvement strategy.
  • Ensure on timely  completion of the tasks in line with the workplan;
  • DPM will be in charge of interviewing and hiring during  2 days per district. DPM will take care of logistics (hire cars, packs nutrition measurement tools and ensure that the number match) .
  • DPM will do some checks of data entry and of questionnaires. DPM will be in charge of setting up interviews with community leaders via phone. Field visits to be expected.
