ABOUT ACTED PAKISTAN:

ACTED is a non-governmental organization with headquarters in Paris, founded in 1993. Independent, private and not-for-profit, ACTED respects a strict political and religious impartiality and operates according to principles of non-discrimination and transparency. ACTED has been present in Pakistan since 1993 and currently supports communities in Sindh, Khyber Pakhtunkhwa, the Federally Administered Tribal Areas and Azad Jammu Kashmir. ACTED Pakistan programmes range from short-term emergency responses to recovery and rehabilitation, as well as longer-term development initiatives. ACTED strategy is to target vulnerable communities affected by natural and conflict-related disasters as well as lack of socio-economic development.

JOB SUMMARY:

The Security & Liaison Officer is the primary source of information pertaining to security & Liaison and will work with senior management and field offices to establish and implement an effective security & Liaison system as well as train and support staff to ensure that security risks are minimized. This will include monitoring and constant assessment of security & Liaison conditions, and making recommendations to the Country Security Manager to ensure corrective measures.

The Security & Liaison Officer will work closely with national staff to raise their knowledge and awareness and ability to deal with security & Liaison issues. This will include but not be limited to establishing curfews where needed, money management policies and practice, dealing with checkpoints, transport policies, and planning for acts of violence.

The Security & Liaison Officer will report to the Country Security Manager, and work closely with FLATS (especially logistics, human resource management, and procurement) as well as programme, area coordination and field managers.

Responsibilities: SECURITY: Security Management:

  • Disseminate and regularly update written security plan and tools in accordance with the ACTED Security Plan. This is to include threat assessment, standard procedures (personnel movement & transport, telecommunication, incidents reports, etc.), physical security, contingency plans including evacuation. These tasks will be undertaken in close collaboration with administration.
  • Update security information monitoring database and produce reports on a weekly basis (minimum) and more frequently if required. The reports should summarize key incidents, analyse trends and provide detailed recommendations for follow up.
  • Record and report immediately all significant threats to staff and security.
  • On-going surveillance and analysis of political, social, and military situation.
  • Build links and coordination structures with other NGOs, the UN, and other key stakeholders and implementers as well as ACTED staff to collect and analyse security information.
  • Represent ACTED and coordinate amongst all actors (government, UN, NGO, military, etc) on all security related issues.
  • Ensure all regulations as per the ACTED Security Plan are implemented and followed
  • Work with administration to ensure procurement of any items needed to upgrade physical security measures is in accordance with the local risk level. This includes but is not limited to guards, fencing, locks, lighting, communication, alarm systems, and first aid equipment.
  • Supervise/advise on site selection for office/residential accommodation.
  • Work with the Human Resources Management Section to ensure individual records of emergency data and information are kept in personnel folders for permanent national and all international staff members.

Security Training and Awareness Rising.

  •  Provide ongoing training and mentoring for all staff on a regular basis, but particularly guards, drivers and managers.
  • Work with Human Resource Management Section to ensure the coordination of training such as driver training, self-driver training, guard training, first aid training, and any other relevant security training.
  • Develop and provide security orientation for all visitors.
  • Establish and implement a formal system to ensure that field staff are aware of security threats and fully advised on means to reduce staff vulnerability to these.
  • Set the standards for security and develop an individual and collective sense of security awareness and responsibility, including ensuring that security planning becomes an integrated part of day-to-day operations.
  • Hold regular security meetings, and provide an opportunity for staff to voice security-related concerns

LIAISON:

  • Making external meeting appointments for CSM/CD and other Expatriate team members if requested.
  • Assist to program Expatriate Staff from Time to time as per their requirement (preparing cases, searching specific information, Liaison with the coordination regarding all the external affairs)
  • Responsible for all the Movement NoCs.
  • Responsible for all the Program NoCs.
  • Having Good Public Relations Within the local/federal government authorities like DCO,DPO which expedite work process.
  • Liaison with the coordination regarding the external affairs.
  • Making NOC for Expatriate and National Team and getting approval for their movement towards any restricted areas in Pakistan.
  • Strong coordination with Field Security & Liaison Officers for better liaisoning with Local Government.
  • Training of Field Security & Liaison Officer that how they can improve acceptance of organization in local communities.
  • Handling all issues arise in field regarding liaisoning.
  • Strong coordination with Area Coordinators and Country Coordination regarding area or country information sharing with law and enforcement department of government and designing a perfect liaison system on area bases.
  • To liaise with Govt. and non-government organizations i-e Ministry of Economic Affairs Division, Ministry of Interior, SAFRON, CCAR, Immigration Office, Federal Board of Revenue, Federal Board of Statistics, WAPDA, CDA, PCP, districts government and other Embassies etc.

·         Field visits to facilitate teams for establishment of new ACTED offices and the facilitation includes meetings with local government if needed, and security review.

  • Responsible for processing of Foreign visas for expatriate staff.
  • Updation of visa follow-up table.
  • Responsible for processing of foreign visas of national staff.
  • Responsible for processing of Pakistan visas/extension for expatriates staff.
  • Filling/typing/maintenance of proper records with proper retrieval system.

Outputs:

  • A security system for each field office established and in use.
  • Trained staff and an institutionalized practice for maintaining and upgrading security knowledge and practice as necessary.
  • Formal coordination links with other actors (NGOs, UN, etc) established and in use
  • Security reporting procedures established and used.
  • Strong coordination with Field Liaison Officer for better liaisoning with Local Government.
  • Training of Field Liaison Officer that how they can improve acceptance of organization in local communities.
  • Handling all issues arise in field regarding liaisoning.

Strong coordination with Area Coordinators regarding area information sharing with law and enforcement department of government and designing a perfect liaison system on area bases.
