The GP-AKDN partnership seeks to develop a product evidence base on which to catalyse a market for parametric risk transfer solutions to natural disasters in Central Asia.

To understand the opportunity for such a product in Pakistan, GP and AKAH are proposing to conduct a market assessment. This study will encompass research into the institutions as potential future clients, distribution partnerships and potential sectors of demand for such a product and discuss plans of similar projects in Pakistan. 

The outcome of the study will provide an evidence base on which to understand the current level of knowledge of parametric risk transfer solutions and will gauge interest from identified institutions to deploy such a product. It will also provide initial information on the potential impact and scale of parametric risk transfer solutions. 

Market Assessment objectives

1.   The market assessment is designed to gain understanding of relevant institution’s current knowledge base of financial risk transfer solutions to natural disaster, including parametric solutions. 

2. Assessment is to gauge demand of such products from identified institutions/ partners and sectors. 

3.      Documenting similar practices already available as well as any plans.

Draft outline of activities

The market assessment will be conducted in Pakistan.

Relevant activities for the assessment include:

  • Design and draft of a remote questionnaire in collaboration with Global Parametrics. Questions will be regarding knowledge of parametric risk transfer and disaster risk finance at the meso level.
  • Identification and selection of relevant stakeholders within AKDN institutions and outside in Pakistan for questionnaire. Further stakeholders to be included if necessary.
  • Distribution of remote questionnaire for data collection among key stakeholders
  • Results and analysis.
  • Further remote interviews for more in-depth analysis as required to follow up.

The final output of the assessment will entail a brief report detailing the current knowledge base and interest in a disaster risk transfer product from identified stakeholders.

The report will be used to inform the partnership before the product remote session in March.

  • Current levels of perception of the risks associated with natural disasters on operations of institution.
  • Identification of specific perils which are perceived to have the most risk to institution.
  • Actual information on the impact of natural disasters on operations of institution
  • Information on current risk mitigation strategies in place for natural disaster risks
  • Understanding of financial risk transfer solutions; understanding of parametric solutions and their uses
  • Potential interest in the development of a parametric risk transfer solution for institution
  • Conditions for institution in participating in such a product.
  • Availability of similar projects and success ratio etc.
  • Price of similar products
  • Delivery/distribution mechanism – how would pay-outs or relief be delivered to end beneficiaries?  Or are we targeting a payout at the institution level to cover the institution’s risks only?

-    What are those risks/what are the potential impacts?  How frequent/how severe

The desired outcome of the market assessment will be a report to inform the partnership of the current levels of knowledge and interest amongst AKDN institutions and other key stakeholders in Pakistan for parametric risk transfer solutions.

This market assessment will give the partnership information before the product showcase webinar in March, allowing Global Parametrics to tailor the product offering and information as per the feedback of the market assessment participants.

Aga Khan Education Service, Pakistan (AKES,P) is a network of educational institutions that combines the operation of 159 schools and 5 hostels with the management of programmes to enhance the quality of teachers, academic resources and learning environments in Pakistan through community partnerships and long-term interventions. It is one of the largest third-sector networks of educational institutions in Pakistan and part of an international network of over 200 schools spread in 8 countries of the world under the Aga Khan Development Network (AKDN). Reaching out to the remotest areas of the country, AKES,P has been providing quality education in the region for the past 110 years. It is a direct provider of education for nearly 36,000 students from pre-primary to higher secondary levels and facilitates access to higher education through the provision of scholarships, hostels and other educational support services.With more than 2,000 employees, of whom over 1,500 areteachers, AKES,P is also supported by over 2,000 volunteers. In Gilgit-Baltistan and Chitral, the first AKES,P schools were setup in the 1940s; since then they have contributed significantly toincreasing the literacy rates and social development in theremote, mountainous, harsh and ecologically fragile regions ofNorthern Pakistan. AKES,P currently operates 151 schools inGilgit-Baltistan and Chitral, providing education to over 27,000students, of which 54% are girls. Through these efforts, AKES,Pis continuing to play a critical role in women’s development inthe region. In the Southern Region, AKES,P operates four schools in Karachi,three in Hyderabad and rural Sindh and one in Hafizabad,Punjab, with over 8,900 students. All AKES,P schools follow theNational Curriculum but place special emphasis on the teachingof English, Mathematics, Science and the increasing use ofInformation and Communication Technologies (ICT).
