The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking a professional media & communication Consultant/Consultancy firm with specific project-related expertise for the following short-term consultancy in Gilgit and Chitral:

“Consultancy to Produce a Video Documentary and Closeout Documentation for the Access to Quality Care through Extending and Strengthening Health Systems (AQCESS) Project in Gilgit-Baltistan and Chitral”

Background:

Aga Khan Foundation Pakistan (AKF (P)) is executing a multi country Maternal, Newborn and Child Health (MNCH) project in Pakistan – Access to Quality Care through Extending and Strengthening Health Systems (AQCESS). The project aims to improve MNCH outcomes, specifically women of reproductive age, men, girls and boys under the age of five (05). AQCESS is being implemented by Government Department of Health and local agencies that are institutional members of the Aga Khan Development Network (AKDN). The Project seeks to accelerate the reduction of maternal and child mortality in targeted regions through focusing on three key components: improved delivery of essential MNCH health services; improved utilization of essential MNCH services by communities; and improved dissemination and use of MNCH information and evidence by key stakeholders in target regions. The aim of consultancy is to develop a comprehensive package of gender responsive documentation on MNCH, Non-Communicable Diseases (NCD) and nutrition. In addition, produce a video documentary to illustrate interventions, success, contribution and impact of the AQCESS project. This content will be disseminated through the AKDN website, end of project dissemination and shared with internal and external stakeholders.  

Objective

To develop documentary script, screenplay, shoot, edit and produce high quality ten (10) minutes documentary along with Information, Education & Communication (IEC) material for AQCESS project. While making the documentary it is also recommended to design in a way that a shorter version of five (5) minutes can be produced.

Scope of Work

The consultant/consultancy firm will provide technical and related human resources service for the completion of the following tasks: 

·         Participate in an inception meeting to discuss various themes of the end-of-project communications package and the documentary video. Subsequently submit an inception report detailing the agreed methodology and tools, schedule of activities highlighting tasks and responsibilities of team members.

·         Desk review existing IEC/Behavioural Change Communication (BCC) materials and project reports review existing documentary videos and photographs.

·         Visit to Gilgit Balistan and Chitral prior to developing IEC material and documentary, to analyze the impact and remaining needs of the targeted population and context specific to the closeout material and to capture information, project outcomes and benefits of the project.

·         Submit the draft documentary and IEC material to AKF(P) for feedback and approval.

·         Revise the videos and IEC material as per the feedback and comments of AKF(P).

·         All materials will be developed in English/Urdu.

·         Hold a final meeting with AKF(P) on outcomes of the production along with sharing experiences and learnings for future.

The consultant/consultancy firm will be responsible to follow the guidelines of AKF(P). All deliverables to be approved by AKF(P). All materials produced during the consultancy will be treated as AKF(P)’s property and cannot be used elsewhere without prior approval.

Work Specifications

The consultant/consultancy firm will produce a video documentary that will showcase the below mentioned aspects of the AQCESS Project, including:

·         Situation analysis of MNCH, NCDs and nutrition in GB and Chitral in general and the target district in particular

·         Identify potential interviewees, including government officials, health practitioners, local media and AKDN and project staff and members of the community 

·         An analysis of the quotes and responses gathered from the interviewees

·         Overview of the AQCESS project and its various interventions in the field

·         Key project achievements and effectiveness of various project interventions including:

i)        Improved delivery of essential MNCH services

ii)      Improved utilization of the essential MNCH services by the communities

iii)    Improved dissemination and use of MNC information and evidence by key stakeholders

·         Translate the project beneficiaries' voice into Urdu/English for subtitles.

·         Closeout documentation of the Project will include:

i)        Thematic case studies, success stories, learnings, best practices and recommendations from the districts in consultation with partners, subject area experts. to present a basic yet comprehensive idea about the impact the project has created so far

ii)      The consultant/consultancy firm will present a communications package in printed and digital form, tailored for various audiences.

Specific Deliverables:

The consultant/consultancy firm will meet with a team from AKF(P) and Aga Khan Health Service, Pakistan (AKHS,P) on a periodic basis to discuss the theme, process, progress, and outcomes during the consultancy contract tenure. Following are the more specific deliverables for both documentary and media campaign, which the contractor must carry out/submit during and at the end of the project: 

·         Theme/concept note developed in consultation with AKF(P) and AKHS,P.

·         Framework of the film, including the shoot plan along with timelines for each activity.

·         Full script developed in consultation with AKF(P) and AKHS,P.

·         Outdoor and indoor shooting in the targeted areas on high definition cameras.

·         Complete editing and post production.

·         3-D animation of logo and interludes, as required.

·         Background scores.

·         Background voiceover.

·         All interviews will be conducted in Urdu with English subtitles.

·         Master copy of the digital video files for the entire documentary project and all interviews.

·         High Resolution Printed packs of DVD, each containing documentary in MPEG4, AVI, MOV and WMV format.

·         Video documentary of ten (10) minutes along with its five (5) minutes adaptation.

Time line of the Consultancy

The time period of this consultancy is from December, 2019 to January, 2020 (tentatively).

Roles and Responsibilities of the Consultant/Consultancy firm are as follows:

·         Provide a documentary and b-roll, as outlined above, to AKF(P) within 2 weeks after post-production.

·         Scripts for the documentary will be developed prior to filming in coordination with AKF(P) and AKHS,P.

·         All raw master tapes and DVD disks of all the footage/b-roll filmed on location will be delivered to AKF(P) on DVD/ External HD.

·         The production will adhere to AKF(P), AKHS,P and Global Affairs Canada’s branding guidelines. This will include adding a written disclaimer.

·         The producers will act faithfully to AKF(P) and will at all times use their best endeavors to promote AKF(P)’s interests and shall at all times provide the service in accordance with the wishes of local AKF(P) and/or AKHS,P representatives.

·         Written consent of all the featured beneficiaries must be obtained by the producers with assistance from AKF(P) and/or AKHS,P staff traveling with them to the field.

·         The producers will not use said material for any purpose or in any way which would disparage, discredit, embarrass or cause concern to AKF(P).

·         Ownership and copyright in all material prepared as part of the service shall vest in AKF(P). Written consent and approval will be required at all times from AKF(P) to use their work for any purpose.

AKF(P)’s Roles and Responsibilities

·         AKF(P) will cooperate with the media firm to such an extent as shall be reasonably required to enable the producers to carry out the service.

·         AKF(P) will assist in developing the script for the documentary.

·         AKF(P) will assign staff to facilitate the work of the producers during field visits and will provide background material and daily shooting schedules in advance.

Terms and Conditions

·         The first cut will be provided within a week after completion of shooting.

·         AKF(P) and AKHS,P will work closely during production and post production to ensure all aspects of the documentary are in line with their objectives and requirement.

·         Government Taxes will be applicable on services amount.

Payment Plan

The following payment plan is proposed for the consultancy:

i)      30% of the contract value as advance on signing of the contract.

ii)      40% of the contract value on submission of first video documentary.

iii)     30% of the contract value on submission of the final video documentary.

Withholding Tax will be deducted at source.

Qualification Requirements:

The consultant/consultancy firm must have:

·         The prospective consultant/consultancy firm should have extensive experience in producing public information video films or TV programs and must have excellent technical capacities to ensure smooth and high quality production.

·         The prospective consultant/consultancy firm is expected to have a degree and preferably   post-graduation in mass media and communication, journalism and related fields and at least 8 years experience in the respected fields.

·         Experience in using multimedia and social networking and demonstrated technical knowledge and skills in producing documentaries based on results, achievements and learning of various social sector projects particularly focused on health sector.

·         Should have demonstrated skills and experience in formulating concepts, ideas, writing scripts, preparing story boards, shooting films, editing of technical content film editing.

·         Be fluent in English and Urdu, and able to simplify complex concepts in to simple language and translate when necessary.

·         Familiarity with the policies, programmes, operating modalities and branding protocols of the Government, AKDN and the donors.

Qualified and interested parties are asked to submit the following:

·         A copy of curriculum vitae (CV) of core team members which should outline qualifications and relevant experience of consultants/key team members. Each of the core members should have at least five (5) years of experience in the relevant sector.

·         Proposal clearly demonstrating a thorough understanding of the ToRs.

·         A financial proposal with a detailed breakdown of costs for developing video documentary, including:

  • Itemized Consultancy fees/costs
  • Itemized Administrative expenses
