The American Refugee Committee (ARC) is an entrepreneurial humanitarian organization that assists displaced people to move from vulnerability to resilience, from impoverishment to well-being, and from exclusion to inclusion. Since 2002 ARC has been providing humanitarian relief and development assistance in Pakistan through meaningful engagement with refugees and internally displaced people, innovative human-centered programs, and rigorous attention to outcomes. ARC provides multi-sectorial programs that include primary and reproductive health, health clinic management, GBV programming, water and sanitation, shelter, and emergency response.
Through the EAC project and with local partners, ARC strives to help enroll one million out-of-school children in quality primary education schools while strengthening and building on existing formal and alternative education systems in Pakistan.
PRIMARY PURPOSE OF THE POSITION
The job of Manager Monitoring Evaluation and Reporting (MER) is extremely demanding. The Manager MER will provide technical direction to the program within monitoring and evaluation practice and will ensure donor reporting and compliance. Manager MER will also be responsible to provide technical expertise and strong project management to ensure high-quality design and delivery of monitoring and evaluation activities. Manager MER will ensure that program is progressing according to the timeline described in the project plan and in compliance with the defined quality standards.
The incumbent will provide oversight for a program’s planning, evaluation, knowledge management and monitoring. She/he will identify performance indicators, develops quality assurance strategies, trains program employees maintains contact with program partners and ensures all program aspects comply with institutional requirements.
The M&E Manager is responsible for achieving four main functions:

PRIMARY DUTIES/RESPONSIBILITIES
a) The Manager MER will be responsible for overall monitoring, evaluation and reporting of the project.
b) Support program staff in development of weekly, monthly, quarterly and annual work plans
c) The incumbent will establish the M&E system in accordance with project objectives and activities
d) The incumbent will be responsible to develop a pro-active approach on M & E.
e) To design, develop and enforce M & E mechanism.
f) The incumbent will be responsible to ensure smooth monitoring and evaluation processes on weekly, monthly, quarterly and annual basis.
g) The incumbent will be responsible to manage M&E staff and processes in an effective manner.
h) The incumbent will be responsible to provide an overall direction to M & E department and organize, conduct and de briefing of the M & E activities in the project to the program lead
i) To conduct quantitative and qualitative research on project activities
j) Manage data collection from the field for survey, case studies/success stories, baselines/endline
k) To provide supervision and technical inputs into M & E activities and processes.
l) To provide mentoring and guidance to staff on matters related to M & E and to contribute knowledge and understanding of M & E practices.
m) Coordination with support departments for M&E related activities.
n) Review reports submitted by programs for compliance and quality assurance.
o) Guide and ensure donor compliance in activities as well as in donor reporting.
p) Establish monitoring indicators and develop M&E Plans for project interventions.
q) Capacity building of M&E staff on M&E related matters on regular basis.
