CARE International in Pakistan (CIP) is seeking a dynamic Program Manager-DRR to lead the planning and implementation of all its KP-based projects, overseeing aspects such as programmatic, financial, administrative and personnel, as well as supervising Peshawar field office. S/he will be responsible for the timely achievement of various projects’ objectives and will ensure that all project interventions are of high quality and lead to a measurable impact. This includes, but is not limited to, overseeing the projects’ detailed work-plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and that the monitoring and evaluation systems are being used to provide timely information. The role requires ensuring accurate analysis, improvising and innovating for creative problem-solving, attention to detail, managing people with priority in achieving results, as well as capacity development and support. The role also requires that the field team ensures compliance with CARE’s policies, including CARE’s Safety and Security protocols. The Program Manager-DRR is expected to maintain good working relationships with donors, partners, government officials, PDMA, FDMA, FATA Secretariat, TDP Secretariat, law enforcement authorities, civil society organizations, and other stakeholders.

Responsibilities and Tasks

1. Staff management

  • Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong and effective team to deliver project results.
  • Address performance issues in a timely manner through regular, constructive and honest feedback and coaching and utilize CARE’s HR Policy for performance management measures which must be documented.
  • Ensure the proper implementation of CARE’s performance management system for CARE staff direct reports, including job descriptions and IOP development, regular feedback, mid-term reviews and annual performance appraisals
  • Identify staff capacity building needs and provide staff capacity building support/recommendations on how to address identified needs
  • Oversee the recruitment and orientation process of new staff and external consultants.

2. Program Management

  • Critically review and revise each project implementation plan to ensure timely and quality completion.
  • Oversee and submit weekly progress reports (for each line of the project implementation plans) to the ACD and CD every Friday, including identifying any specific areas of support required from the Head Office in Islamabad.
  • Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner;
  • Ensure that all CARE and industry program quality standards are followed, with sufficient quality assurance records maintained for each project activity.
  • Where there is a deficit of technical guidance in a particular sector, arrange appropriate resource as additional consultants/fixed term staff in a timely manner after checking budget availability and getting prior approval by the ACD-P, (or CD if ACD-P absent).
  • Ensure timely and accurate and high quality donor reporting of each project, including narrative and financial reporting.
  • Ensure overall direction and coordination of the projects;
  • Ensure effective communication with partners and relevant CARE staff;
  • Plan and organize, in cooperation with project staff and other CARE staff, meetings/conferences/workshops;
  • Ensure compliance with relevant CARE and donor policies and procedures (on Project Standards and Program Principles, Finance, Procurement, Donor visibility, Staff Safety and Security etc.);
  • Train/brief project staff and partners about CARE and donor requirements;
  • Ensure project documentation is in place;
  • Ensure Monitoring and Evaluation plan and systems are in place for all project activities to ensure accountability; monitoring of efficiency, effectiveness and impact.

3. Financial Management

  • Overall responsibility for budget expenditures
  • Carefully and regularly monitor the project budgets to increase the budget utilization rates in line with expediting the project implementation speed.
  • Ensure compliance with donor guidelines and CARE financial management and Procurement policy/protocols, for the effective financial management of each project.
  • Manage the budget and ensure monitoring of monthly expenditures, make adjustments as required
  • Ensure budget management complies with CARE and donor requirements
  • Oversee Plans developed.

4. Partnership Management, External Liaison and Representation

  • Supervise the work of external consultants/trainers as required.
  • Provide oversight, technical and management support to partners to ensure successful implementation of project and donor compliance.
  • Establish and maintain good relations with relevant counterparts, including FDMA, PDMA, TDP Secretariat, FATA Secretariat, and LEAs, etc.
  • Network and liaise with other NGOs or INGOs working on related issues in KP
  • Facilitate donor monitoring visits and evaluations, as appropriate 

5. Field Office Management

  • Act as in-charge of the Peshawar field office, being the senior-most person to take decisions for the field team.
  • Ensure that CARE’s Safety and Security Protocols are fully understood and followed by all staff; enable staff to understand them and report any instances of non-compliance to the CD and ACD-P.
  • Establish an effective working relationship with and coordinate closely with the Safety and Security staff in the Peshawar field office and Islamabad head office.
  • Oversee the day-to-day administration and logistics of the office to ensure smooth and efficient business continuity, in line with CARE’s policies.
  • Lead by example and cultivate a workplace culture that upholds CARE’s core values and respects Gender Equity and Diversity (GED). Proactively encourage staff to adhere to CARE’s standards on the same and resolve/address issues on such matters as they arise.
  • Convene regular all-staff meetings to build greater collaboration and communication.

6. Thought Leadership in DRR

  • Lead the DRR segment within the project focusing on  knowledge management and process facilitation
  • Participate in project steering committee meetings and disseminate minutes and action plans
  • Ensure the institutionalization of DRR and build capacity of FATA and FDMA as envisaged
  • Technically lead the development of DRM plan for FATA and Bajaur Agency
  • Provide technical assistance to FDMA on the finalization of tools, road map, etc.
  • Lead and develop the FDMA situational/needs analysis on DRR, DRM integration, preparedness, mitigation and response capacities
  • Design of formal and informal capacity building tools for project, gov’t and partners and deliver specific trainings contributing towards DRR integration within FDMA and departments
  • Contextualize the CBDRM model in FATA context and provide cadre of govt. staff at FDMA and Political Agency levels with sufficient skills, knowledge and capacities to run the CBDRM process at FATA level
  • Works towards continuing personal learning and development DRR as well as DRR specific institutional development of partners and stakeholders
  • Development of training modules on DR, CBDRM, Resilience etc. and ensure that relevant strategies are adopted to build the capacity of staff and partners on DRR including all the training package for officials in FATA secretariat and Bajaur Agency.

Qualifications (Know-How)

Education/Training:

  • University degree in social sciences, development studies, environmental sciences or relevant area

Experience:

  • At least 10 years’ experience in project management in development, particularly in DRR programmes, environment or climate change;
  • Demonstrated ability to effectively manage a diverse team of employees, including local technical experts, consultants, staff and local partners;Demonstrated ability to create and maintain effective working relationships with donors, partners, government officials, civic society organizations, local community-based organizations, and other stakeholders.
  • Contemporary knowledge of and linkages with key external stakeholders relevant in the sector.
