Objective:

To lead and Coordinate the Project Activities with Consortium and local partners for smooth implementation of Localization Program (AA).

Introduction and background

The localization project funded by the German Federal Foreign Office (AA) is a project implemented globally through a Consortium of 4 German INGOs (WHH, Caritas, Diakonie and Malteser). It focuses on strengthening local capacities for emergency preparedness and response. In Pakistan, WHH will execute the project and coordinate the project activities together with 5 local partners.

Project Coordinator responsible to facilitates the cooperation at country level between the 5 participating Local Humanitarian Partners (LHPs) in order to enable a productive and transparent joint capacity strenghtening process which is beneficial to all participants. The CPC assures the implementation, reporting and financing requirements by AA (including queries by the AA, audit companies, evaluators, PMU, Programme Steering Committee are met in quality, time and language) for submission to the Consortium Focal Point and thereafter to the PMU and AA. In addition, the PC   assures that all requirements and actions concerning Code of Conduct compliance and audits are met in Pakistan.

Duties (general)

The Project Coordinator will be focal point for all involved stakeholders and facilitate the exchange of information. He/She is the main addressee within the project in Pakistan and represents the project to the Consortia Focal Point on HQ level as well as to others. He/She will oversee and follow-up on all planned activities in close co-operation with the Head of Programmes in Pakistan and the Consortia Focal Point in HQ and take measures to support the project progress and secure the quality of implementation.

He/She will be responsible for the introduction and the following-up of all capacity strengthening activities for the 5 local partners, harmonized approaches in the project implementation, joint approaches on main streaming issues like gender or emergency preparedness, and joint formats in monitoring and evaluation, same as in visibility. In addition, he/she will coordinate with the relevant Finance and MEAL staff assigned to the project to ensure their support to the local partners as well as WHH and AA compliances and programmatic approaches. Composing reports to donor via HQ in Germany and German headquarters with high quality and keeping deadlines will be one of the core duties.

Responsibilities/Duties:

1.   Acting as focal person between/for the five local partners, lead the Country Project in Pakistan and co-ordinate overall project activities such as MEAL, dealing with requests for change, reporting, organization of meetings

2.   Representing the Project to HQ focal point/consortium leader, authorities and other stake holders in Pakistan

3.   Introducing and following-up on procedures for harmonization within Consortium such as joint reporting formats, standardized MEAL tools, standards for technical implementation

4.    Securing reporting to Head of Programmes, HQ focal point/consortium leader, the donor (AA), Welthungerhilfe Headquarter Germany.

RESPONSIBILITIES/DUTIES (Details)

1.    Acting as focal person between/for the five local partners, lead the Country Project in Pakistan and co-ordinate overall project activities such as MEAL, dealing with requests for change, reporting, organization of meetings

·         Act as addressee for the local partner organizations in all daily matters

·         Share information on progress, lesson learned, good practices and challenges of the project with HQ Focal Point/Consortium Leader and Head of Programmes.

·         Organize regular meetings of all partners for general project co-ordination

·         Coordinate with Finance and MEAL to ensure the compliance of WHH and AA guidelines and programmatic approaches (including narrative and financial reporting)

·         Provide timely, high quality activity report to the HQ Consortium Focal Point (/PMU).

·         Project Coordination (under the guidance of the PMU/ Consortium Focal Point):

-          Facilitate a participatory and transparent cooperation of the 5 LHP, providing them equal access to opportunities and resources offered under the project;

-          Lead the selection process for the LHPs in the country and operationalize the Country Steering Committee (CSC);

-          Facilitate the application of the common project standards provided by the PMU in the local context;

-          Drive & shape the project activities based on the Pakistan priorities identified by the CSC; and report to Head of programs and HQ

-          Lead the project implementation through the development of country specific work-plans;

·         Enable in country workshops and conferences on the Localisation Programme.

·         Prepare, organize and oversee the external evaluation of the project

·         Prepare and co-ordinate the internal mid-term and final reviews of the project

-          Prepare and support visits from Welthungerhilfe headquarters

-          Participate in regular field visits for monitoring in coordination with the relevant MEAL teams

-          Deal with requests for change (e.g. on the budget, targets etc.)

2.    Representing the Project to HQ focal point/consortium leader, authorities and other stake holders in Pakistan

·         Represent the project towards HQ and AA, ministries and other authorities, the partner organizations, other I/NGOs and other stakeholders

·         Develop and maintain contacts with all relevant stakeholders

·         Participate in relevant Cluster meetings and report on them to local partners and Consortium focal points

3.    Introducing and following-up on procedures for harmonization within Consortium such as joint reporting formats, standardized MEAL tools, standards for technical implementation

·         Co-ordinate harmonized procedures for monitoring, evaluation in coordination with WHH MEAL unit

·         Co-ordinate joint approaches on main streaming issues like gender or Emergency preparedness and response

·         Co-ordinate joint PR work of Consortium (co-ordinating and sharing PR products for efficient utilization) if, applicable

4.    Securing reporting to Head of Programmes, HQ focal point/consortium leader, the donor (AA), Welthungerhilfe Headquarter Germany.

·         Provide regular reporting on project implementation status to Head of Programmes and focal point of consortium in HQ

·         Compose interim and final report to the donor respecting set deadlines, based on inputs from focal person in HQ for consortia

·         Organize and follow up on local Partners reporting on project implementation

·         Monitor and support budget related reporting of local partners in close coordination with finances section of Welthungerhilfe

Qualification and Skills required:

·         Excellent professional track record with at least 5 years of experience in the NGO sector working in program/project implementation, preferably in humanitarian assistance or related fields.

·         Completed degree in a relevant field.

·         High interpersonal skills with a strong analytical approach in problem solving & management

·         Strong intercultural and social competences with regard to communication & interface

·         Ability to manage partnerships and relationships with a range of stakeholders (LHPs, Non–traditional actors, local authorities, UN agencies etc.)

·         Ability to facilitate/guide/moderate change at an operational and strategic level

·         Willingness to travel inside the country and visit partner initiatives on the ground, sometimes in complex environment.

·         High resilience, improvisation talent and flexibility

·         Excellent proficiency in English and the local working language

Desirable

·         Specific experience of managing capacity strengthening (CS) projects

·         Experience conducting organizational capacity assessments and design CS plans

·         Knowledge in organizational development

·         Ability to transfer/multiply lessons learned

·         Experience in mentoring and coaching local partners

·         Professional experience in the host country or knowledge of the local context

·         Proficient knowledge of Core Humanitarian Standard

·         Familiarity with the localisation agenda

·         Proficiency in German language would be an asset
