A.    Responsibilities

The Capacity Development Advisor will support the EHS project team to proficiently design, implement and technically backstop project activities. Duties and responsibilities include, but are not limited to:

  • efficient design of development cooperation in target districts of the ‘Strengthening Education and Health Services for Afghan Refugees and Host Communities’ project in Khyber Pakhtunkhwa
  • effective and innovative design of activities for the achievement of project objectives with specific focus on partner structures and IT system capacities for sustainability of measures
  • development of IT, spatial, web-based and digital solutions, innovation measures/activities to improve project efficiency and impact
  • professional advisory services to improve partner communication, coordination, MIS and IT based capacities [Commissioner Afghan Refugees (CAR), provincial and district health, education, social welfare officials. etc] with special focus on improving access to services of females, marginalized groups and the disabled
  • maintenance and integration of data for use by the project and partners
  • facilitating knowledge management and communication of innovation to key stakeholders 

The Advisor will perform the following tasks: 

B.    Tasks 

1.     Management tasks

  • Ensure quality in all areas of responsibility, including products, presentations in all media, documents and publications
  • support design of training materials, planning and conducting of trainings, workshops and monitoring measures as required by the project management
  • capacity development of CAR, education and health management personnel and target groups in close consultation with Health and Education advisors
  • development of measures to ensure quality standards for trainings, follow-up and evaluation
  • support the development HR related measures to develop the capacity of partner personnel in target districts
  • supports project management in mission, offer preparation, impact monitoring, project progress review, reporting, etc. 

2.     Professional advisory tasks

  • planning, preparation of work plans and documentation of results of training events, workshops, forums, conferences, team meetings and related project activities
  • advise on and identify capacity development needs and measures of partner personnel
  • capacity development measures to strengthen partner training systems in MIS, web-based solutions and IT based measures
  • optimal use and performance of project and partner equipment and IT systems
  • innovative measures and techniques to improve communication, coordination and digital networking of project team and partners
  • enhancing technical skills for knowledge management capacities of partners
  • design, layout and formatting of project reports, manuals and modules, reports, presentations, brochures etc. 

3.     Networking & Cooperation

  • support project efforts to foster cooperation, regular contact and dialogue and maintain good working relationships with project team, partners, stakeholders and target groups
  • cooperate, communicate with GIZ projects/programmes particularly in Khyber Pakhtunkhwa to improve learning, cohesion of efforts, development of synergies and effective knowledge management
  • contribute relevant PR work, communicate local interests and efforts, forward and encourage sharing ideas and information for the benefit of the programme
  • support team building measures, team coordination and team networking at all levels
  • join field visits to activity areas in accordance with the requirements of the project 

4.     Knowledge management

The Advisor will perform the following tasks:

  • support development of ready-to-use techniques and technical concepts, including guidelines, manuals and procedures for partner capacity development
  • contribute to reports in accordance with the requirements of the commissioning party and GIZ
  • support preparation of appropriate inputs for various project/programme reports including annual reports, and contribute to the other reports required by GIZ
  • assist with incorporating relevant experience into the GIZ sector network. 

5.     Other duties/additional tasks

  • any other duties and tasks required by the project management 

C.    Required qualifications, competencies and experience 

Qualification

  • University degree in Social Sciences, Science, Business Administration, IT from a reputed university or similar qualification of a relevant field 

Professional experience

  • 8-10 years’ professional experience, with at least 5 years’ professional experience in a comparable position (education/health/refugees)
  • experience of professional work with Afghan refugees, CAR or related agencies will be preferable
  • hands-on expertise and experience in MIS, GIS, IT, web designing, data management, monitoring and evaluation systems/instruments will be preferred 

Other knowledge, additional competencies

  • good understanding of the public sector in Khyber Pakhtunkhwa, specifically with regards to capacity development needs of government management personnel
  • highly motivated and able to work independently with high quality output
  • fluent written and spoken English and Urdu is required, ideally a functional knowledge of German
  • fluency in Pashtu/Dari is a pre-requisite for the position
  • demonstrated problem solving and analytic skills
  • attention to detail and ability to effectively and efficiently perform tasks, take initiative and work proactively
  • committed team player and contributor ready to work in a challenging implementation context
  • excellent working knowledge of ITC technologies
  • availability to conduct field missions to intervention areas in target districts of the programme in KP
  • willingness continue to learn, improve technical skills, understanding, professional worth as required by the programme and corresponding professional development measures agreed with management 
  • highly service-oriented attitude and a team player with excellent interpersonal skills
