A.     Responsibilities

The Policy Advisor is responsible for;

  •   Supporting the implementation of programme activities in the context of cooperation and policy coherence among stakeholders from public and private sectors concerning all pillars of sustainability in the textile and fashion industry;
  •   Engaging the stakeholders in understanding, developing and executing joint actions on sustainable textile practices;
  •   Supporting the Component Leader in the planning and management of component to facilitate partner structure in managing policy coherence and cooperation activities;
  •   Providing policy advice and technical support to the public and private sector counterparts to enhance the understanding on sustainable practices in the textile and fashion industry;
  •   Preparing and execute the awareness enhancement measures for partners on GSP+ status
  •   Sustaining the knowledge management of the component. 

The Policy Advisor will be performing the following tasks: 

B.    Tasks 

1.     Professional Advisory

  •   Prepare and execute a skeleton of policy coherence among public sector counterparts and advise and support them in developing joint action plan linked with sustainability in textile and fashion industry;
  •   Make a support package to enhance understanding and requirements of GSP+ status among stakeholders and facilitate them in executing critical success factors;
  •   Build the capacity of stakeholders in executing GPS+ status activities via linking them with sustainability in textile and fashion industry;
  •   Develop engagement models, communication & visibility measures, cooperation modes and technical instruments to upgrade the visibility of GSP+ status among stakeholders via linking it with ‘Textile Industry Sustainability Forum’;
  •   Support the development of policy inputs and business cases on sustainability in textile and fashion industry and prepare public sector in providing support to private sector on GSP+ status;
  •   Build coherence among public and private sector stakeholders to jointly formulate capacity measures for the textile and fashion sector as per requirements of GSP+ status;
  •   Facilitate the stakeholders in raising understanding of Textile Policy in cooperation with Federal Ministry of Textile.   

2.     Management

  •   Support in managing the overall implementation of ‘Policy Coherence’ within the textile and fashion industry as per programmatic interventions as well as in the broader context of Textile Cluster;
  •   Provide support to component in the context of scaling up the awareness of ‘GSP+ status’;  
  •   Hire short-term experts to support the implementation, guide them in developing work plans and monitor their performance in the context of impact;
  •   Advise the programme in maintaining relationships with public and private sector stakeholders, including trade associations and relevant ministries to execute the smooth cooperation;
  •   Ensure innovation, digitisation and simplification as foundational elements in the cooperation management with partners. 

3.     Knowledge Management, Networking & Cooperation

  •   Support the knowledge management within GIZ to further develop the ‘Policy Coherence’ strategies;
  •   Manage the involvement of stakeholders for knowledge sharing in the textile and fashion industry;
  •   Guide the communication team in developing PR material to communicate the benefits of various interventions;
  •   Facilitate the preparation of business cases to institutionalize the ‘Cooperation Systems Development’ strategies successfully; 
  •   Coordinate with other components/ thematic areas to identifying the joint topics and proposing the coherent work approaches and development concepts;
  •  Support cooperation with textile business associations, governmental stakeholders, private sector and other project partners; 
  •  Establish and develop networks for knowledge sharing and co-creation 

4.     Other duties/additional tasks.

  •   Keep updated project/programme documentation;
  •   Performs other duties and tasks at the request of the superior/ management;
  •   Carry out the translation for international experts, when required. 

C.     Required qualifications, competences and experience 

Qualifications

  •   University degree in management or social sciences, public administration, environmental, textile or garment engineering, or economics or similar qualification of a relevant field. 

Professional Experience

  •   At least five (5) years of working experience; of which three years on policy development and dialogue or consultancy;
  •   Profound knowledge of preferably on environmental and labour standards in the textile and garment industry;
  •   Experiences in working with different stakeholder groups like public and private sectors and decision-makers;
  •   Experience in advising public sector decision-makers and establishing a multi-stakeholder dialogue;
  •   Familiar with monitoring and evaluation systems and performance measurement approaches. 

Other knowledge, additional competences

  •   Highly motivated and able to work independently with high outputs of high quality;
  •   Excellent working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office);
  •   Excellent command of the English (speaking and writing) and Urdu language;
  •   Very good management and organisational skills as well as a high preference for accuracy and quality are a must;
  •   Strong skills in stakeholder relationship management;
  •   Willingness to travel when required;
  •   Work experience in advising industry related to sustainable development.
