A.   Responsibilities

The Team Leader Improving Domestic Resource Mobilization (IDRM) is responsible for:

  •   Leading the overall implementation of support measures provided to partners under IDRM of LoGo-II
  •   Providing advisory services to partners from provincial governments and revenue authorities/administrations, in the assigned provinces in planning, organising and implementing the support measures under IDRM
  •   Representing the topic and the whole project in relevant forums/platforms to build synergies and ensuring collaboration
  •   Developing and transferring new evidences and innovations into the project team

The Team Leader IDRM performs the following tasks:

B.   Tasks

1.    Leadership & Management responsibility

The Team Leader IDRM:

  •   Takes the lead role in developing and implementing workplans and budgets for support measures under IDRM in close consultation with partners
  •   Represents the Project and GIZ towards partners, and when necessary, towards other donors/development partners
  •   Establishes sound relations with partner organizations and ensures strong collaboration with partners in all support measures
  •   Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  •   Takes lead role in designing and conducting workshops, seminars and other events on issues related to IDRM
  •   Is responsible for the orders and measures in the project that are assigned to him/her and for managing all staff members who report to him/her
  •   Supervises staff in accordance with GIZ management principles and guidelines to promote a sense of corporate identity, enables employees to carry out tasks independently and creates scope for developing creativity and innovation
  •   Is responsible for recruiting, selecting, grading, planning the assignment of and professional development of staff members under her/his leadership
  •   Carries out the annual staff assessment and development talks for the staff members under her/is leadership

2.    Professional Advisory Services

The Team Leader IDRM:

  •   Reviews regularly the tasks and functions of the partners and identifies their needs which can be addressed within the framework of the project
  •   Provides technical advisory support to the project partners at both provincial and local level
  •   Takes lead role in the development and implementation of the capacity development strategy
  •   Identifies areas and options for synergies and collaboration with different stakeholders/actors on sub-national revenue
  •   Develops innovative solutions for capacity development on the topic and shares them in different forums within the organization and with other donors/development partners
  •   Develops ideas and concepts for contracts related to consultancy support related to the topic when required
  •   Takes the lead role in managing contracts and agreements with individual consultants and firms including regular follow up and evaluation
  •   Takes the lead in recruiting, selecting, mobilizing staff members working on the topic based on their expertise and qualification
  •   Provides strategic guidance and technical support to the external experts/consultants hired by the project

3.    Networking & Cooperation

The Team Leader IDRM:

  •   Ensures regular contact and dialogue with partners; carries out coordination with relevant development partners, donors, non-governmental agencies, other GIZ projects and individuals and with other projects to improve and maintain good working relationships
  •   Shares information within the IDRM team and with the management team about recent trends and developments related to the topic
  •   Works with the team leaders of other topics/work clusters of the Project towards achieving the project objectives

 4.    Knowledge Management

The Team Leader IDRM:

  •   Takes lead in developing strategies and technical concepts, including guidelines, manuals and procedures
  •   Develops concepts and follows up on the potentials and opportunities for business development
  •   Monitors the progress of the support measures regularly, provides monitoring information, and takes lead in developing success stories as public relations materials
  •   Incorporates relevant experiences into the relevant sector network(s) within GIZ
  •   Reviews drafts reports and documents on the progress of the project and provides constructive feedback
  •   Prepares updates on the topics and issues related to IDRM on a regular basis and when requested

5.    Management & Coordination

As the member of the senior management of the Project, the Team Leader IDRM:

  •   Supports the Head of the Programme in overall implementation of the project including financial management and administration
  •   Is responsible for budget management and compliance and s/he acts in line with GIZ’s and the commissioning parties’ rules on financial management
  •   Deputizes the Head of the Programme when needed
  •   Functions as the security focal person for the project in the absence of the Head of the Programme
  •   Initiates, manages and collaborates on project progress reviews and consults with the responsible Head of Programme

6.    Other duties/additional tasks

The Team Leader IDRM:

  •   Performs other duties and tasks at the request of management

C.   Required qualifications, competences and experience

Qualifications

  •   Minimum Master’s degree in Finance, Public/Business Administration, Economics, Accountancy/Audit or any other relevant discipline or a professional qualification such as Chartered Accountant (at least up to CFAP level)

Professional experience

  •   At least 10 years of professional experience with at least 2 years of experience in a leadership/ management role
  •   Relevant experience in other organizations in the area of development cooperation (international donors, INGOs, etc.) on public financial management and governance
  •   Proven expertise in advising senior officials within the government system and policymakers
  •   Excellent knowledge and experience of the revenue generation and taxation systems of Pakistan including subnational revenue systems in the provinces of Khyber Pakhtunkhwa and Punjab
  •   Proven networking skills with government, civil society and relevant stakeholders

Other knowledge, additional competences

  •   Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  •   Very good speaking and writing skills in English and Urdu language (Pashto/Punjabi is an asset)
  •   Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  •    Willingness to undertake field travel to remote project locations in Punjab and Khyber Pakhtunkhwa
