A.     Responsibilities

The Technical Advisor Digital Transformation is responsible for supporting the public sector counterparts towards digital transformation and adaptation of new approaches for evidence-based decision making. The activities aim to develop approaches to synergize the economic, ecological and social dimension of sustainability in the production of the textile and fashion industry. Main responsibilities are:

  •   Reviewing the information systems of Environment Protection Department (EPD) Punjab, Labour and Human Resource Department (LHRD) Punjab, and other public sector departments and their downstream institutions
  •   Supporting public sector counterparts to develop and implement policies and procedures for management information systems and digital transformations
  •   Supporting the development of information management systems for the provision of better management decision within EPD, LHRD and its related institutions, including development of IT concepts for integrated information systems, planning, development and implementation of hardware solution, software applications, and systems networks
  •   Conducting need assessment and due diligence exercises to initiate and design cooperation model
  •   Establishing and following-up with partners to gauge the results and outcomes of the ongoing initiatives
  •   Identifying and designing training measures for public sector counterparts towards digital transformation in close coordination with policy, governance and training advisors
  •   Supporting EPD and LHRD to secure relevant staff and resources for the establishment of digital transformation
  •   Conducting stakeholders’ meetings to draw methodologies and activities to design an integrated approach providing foundation for further action plans
  •   Planning and conducting organizational assessments and workshops with partners to understand prioritization
  •   Providing efficient advise and support to the EPD, LHRD and related downstream institutions for the achievement of the organization goals and objectives
  •   Integrating results, facilitating knowledge management and communication of innovation to key stakeholders

B.     Tasks

1.      Management

  •   Provide technical advise, support and guidance to EPD and LHRD for the designing and implementation of digitisation process. Manage review of the management information systems of the LHRD Punjab related suitable institutions to conduct information system review
  •   Conduct trainings for relevant staff in close coordination with the GIZ Training Advisor
  •   Support to digitize current data and processes; draws up reports, presentation and documents
  •   Manage the overall process of digitization, including the due diligence, and new approaches to manage origination data and resources

2.      Professional advisory

  •   Advise public sector counterparts on the relevance and use of a digital solution
  •   Explore training opportunities for relevant public sector officials, inside and outside the GIZ cooperation area
  •   Select and formulate of technical groups with public sector counterparts to steer the implementation progress.

3.      Networking and Cooperation

  •   Ensure cooperation, regular contact and dialogue with partners; coordination with relevant donor organisations, non-governmental agencies, other GIZ projects and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  •   Work with the Component Leader and representatives of other thematic areas on further developing country-specific development policy concepts
  •   Coordinate and network project activities at the political and implementation level

4.      Knowledge Management

  •   Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  •   Prepares appropriate inputs for various project/programme reports, including annual reports, and contribute to the other reports required by the GIZ office and Head Office
  •   Incorporate relevant experience into the GIZ sector network
  •   Support the Component Leader with creating benefits with other projects related to the textile industry in Pakistan, in particular the GIZ Textile Cluster

5.      Other duties/additional tasks

  •   Perform other duties and tasks at the request of the Component Manager.

C.     Required qualifications, competences and experience

Qualifications

  •   Master’s degree in Information System (IT) or computer sciences from a reputed university or similar qualification of a relevant field.

Professional experience

  •   At least 5 years of working experience of which 2 years on management information systems and digitization
  •   Experience in delivering advisory services and training
  •   Experience in monitoring and evaluation systems and instruments as well as in measuring performance

Other knowledge, additional competences

  •   Highly motivated and able to work independently with high outputs of high quality
  •   Excellent working knowledge of ITC (related software, phone, email, the internet) and computer applications (e.g. MS Office). Very good knowledge of MS Outlook and tools for web-design would be an asset
  •   Excellent command of the English (speaking and writing) and Urdu language – German would be an asset
  •   Excellent communication skills
  •   Strong skills in stakeholder relationship management
  •   Very good management and organisational skills as well as a high preference for accuracy and quality are a must
  •   Highly service-oriented attitude
  •   Willingness to travel when required
  •   Willingness to work on weekends and longer hours if workload requires

Must be a team player with excellent interpersonal skill
