A.     Responsibilities

The Technical Advisor Human Resource Management (HRM) will be responsible for;

  •   Supporting the implementation of programme activities in the context Textile Cluster focusing on Labour & Environmental Standards in Pakistan’s Textile Industry (TextILES);
  •   Providing support to the Component Leader in management of the programme and facilitating the implementation of activities with various stakeholders;
  •   Advising and supporting the project partners (textiles and garments sector) for improvement in employability and increase in employment, the achievement of the programme objectives with regard to advanced human resource management;
  •   Carrying out the project management via managing consultant engagement and project execution;
  •   Conducting research, advise, provide services and customize HRM measures for employment and employability of workforce in textile sector;
  •   Ideate the designing, methodology and planning for the project execution;
  •   Ensuring and maintaining good communication and information flow within GIZ and with all local and international partners;
  •   Providing support for cross-cutting topics within the project;
  •   Facilitating meetings and workshops as a mediator to encourage participation and discussion;
  •   Capturing, structuring and disseminating lessons learnt and success stories. 

Technical Advisor Human Resource Management (HRM) will be performing the following tasks: 

B.     Tasks 

1.      Management

  •   Development of cooperation system between GIZ and partner factories for the execution of project activities;
  •   Support in managing the overall implementation of ‘HRM’ activities within the textile industry as per programmatic interventions as well as in the broader context of Textile Cluster;
  •   Develop partner implementation plans to ensure that all advanced HRM activities are executed, documented, and tracked with defined frequency;
  •   Develop and constantly revise the interventions and work packages to execute the capacity development strategies for partners; this includes the revision of existing practices, training and development methods, and work processes;
  •   Hire short term experts to support the implementation, guide them in developing work plans and monitor their performance in the context of impact;
  •   Ensure innovation, digitisation and simplification as foundational elements in the cooperation management with partners. 

2.      Professional advisory

  • Advise, develop and execute the selection process for the textile Industrial Partners (IPs) and set up the partner structure to upgrade their HR strategies to improve the labour productivity;
  • Conduct the need assessment of individual Industrial Partners (IPs) by studying their existing human resource management (HRM) systems;
  • Selection of key performance indicators (KPIs) and monitoring tools for assessment of advanced HRM strategies;
  • Advisory support to IPs to upgrade their existing human resource management (HRM) systems pertinent to individual IPs needs, to formalise the status of workers and improve employees turnover;
  • Develop partner implementation plans to ensure that all advanced HRM activities are executed, documented, and tracked with defined frequency;
  • Develop and constantly revise the interventions and work packages to execute the capacity development strategies for the partners;
  • Ensure innovation, digitisation and simplification as foundational elements in the cooperation management with partners. 

3.     Knowledge management

  •   Ensure the knowledge management within GIZ to further develop the advance HRM methodologies;
  •   Manage the involvement of stakeholders for knowledge sharing in the textile and fashion industry;
  •   Onboarding Communities of Practice platform to involve alumni partner factories and the multipliers;
  •   Draft PR material to communicate the project benefits;
  •   Assist the stakeholders in communicating, updating and collecting information;
  •   Update project/programme documentation. 

4.      Other duties/additional tasks

  •   Performs other duties and tasks at the request of the Component Manager;
  •   Do translation for international experts; 

C.     Required qualifications, competences and experience 

Qualifications

  •   Master’s degree in social science, or business administration in HRM from a reputed university or similar qualification of a relevant field. 

Professional experience

  •   At least 6 years of working experience of which 3 years on HRM development for industry, preferably the textile and garment industry;
  •   Preferably 2 years of experience in the implementation of HRM strategies;
  •   Proven consultancy experience in change management and development sector project implementation;
  •   Proven experience in establishing an interactive change process through dialogue between management and workforce;
  •   Proven experiences in working with different stakeholder groups like private sector (unskilled worker to top-management level of organizations), civil society actors and political decision makers; 

Other knowledge, additional competences

  •   Highly motivated and able to work independently with high outputs of high quality;
  •   Excellent working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office suit). Very good knowledge of MS Outlook and tools for web-design or other PR relevant software;
  •   Excellent command of the English (speaking and writing) and Urdu language;
  •   Strong communication skills.
  •   Very good management and organisational skills as well as a high preference for accuracy and quality are a must;
  •   Highly service-oriented attitude;
  •   Willingness to travel when required; 
  •   Must be a team player with excellent interpersonal skills.
