Institute of Social and Policy Sciences (I-SAPS), Islamabad (Pakistan) is supporting an International Development Sector Organization in implementing a health sector initiative. As part of the initiative, technical assistance and support is being provided to the health ministry and departments at the federal and provincial level respectively in Pakistan. I-SAPS is currently looking for a Monitoring and Evaluation (M&E) Expert to be engaged on the said initiative. The services to be provided and scope of work for the position is appended below:

Minimum Qualifications

MBBS from PMDC recognized Institution or MD abroad.
Maters in public health, epidemiology, biotechnology, microbiology or related disciplines.
Preferable Postgraduate qualification like FCPS, PhD

Minimum Experience:

8 - 10 years of experience managing donor funded public health projects at national level. Experience must be in the field of epidemiology, public health program management, M&E, and coordination at senior management level. Only the resumes meeting minimum qualification criteria will be reviewed.

Skill Required:

Full understanding of Pakistan’s public health system at national and provincial levels
The candidate must have sound understanding and knowledge of IHR and GHSA
Demonstrated history in organizing and building coalitions between a wide range of stakeholders
Strong project management tools, e.g., developing SMART objectives, indicators, Gantt chart, activity tracking tools, and etc.
Strong monitoring and evaluation skills
Strong scientific writing and analytic skills
Evaluate data collection, quality control and data utilization methods used to study epidemiological problems and issues.
Ability to design, plan and initiate epidemiologic studies, surveys and investigations
Training, coaching and mentoring skills
Proficiency in MS Office and MS Project

Salary and Contract Terms:

Initial contract will be for 3 months. After satisfactory performance contract will be renewed till Sept 29, 2021. If funding is available position could be continued for one additional year
Salary: Total remuneration will be Rs.300,000 - Rs.500,000 depending on experience and qualifications.
Travel: 30%-40% travel required to project sites to conduct M&E activities and provide TA.

Selection Process:

Paper review of resumes will be conducted by a team of experts
Applicants meeting minimum criteria with distinct epidemiology, management and M&E experience will be selected for second round of the selection process
In-person interview of top candidates will be conducted by an interview panel
Only 2-3 best candidates will be invited for final round of in-person interviews
