Child Protection Manager

Contextual Background: The IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor and conflict-affected communities. The IRC is currently working in partnership with non-governmental organizations and in close coordination with district and local government in the Khyber Pakhtunkhwa, Baluchistan and Punjab and Sindh provinces. Job Overview/Summary: The Child Protection Manager will manage the implementation of child protection programming, assure quality of programming, and will provide technical assistance to child protection staff in provincial offices. The Child Protection Manager will be the country focal point for the child protection program that includes safe spaces for children and adolescents, community-based child protection, life skills, case management and parenting interventions.

Major Responsibilities:

New Business Development

• Provide input into program design and needs analysis for new Child Protection programming;

• Assist in writing and reviewing Child Protection proposals in coordination with Senior Protection Coordinator. Project Startup

• In collaboration with the Project lead and Senior Protection Coordinator, support partners’ in developing project work plans, spending plans, and procurement plans for all CP activities;

• Liaise with the Senior Protection Coordinator to ensure all team members including partners’ CP staff are oriented to the CP outcomes and activities, and clearly know their roles and responsibilities;

• Work with Field Coordinator and partner’ to ensure that provincial and district-level coordination with relevant government line departments is established (through MOU) during project start-up phase. Project Management and Implementation

• Ensure that all interventions are in compliance with the IRC’s program strategy, national policies, and CP Minimum Standards;

• Provide technical guidance and project implementation guidance to partner staff for CP interventions;

• Promptly identify and recommend solutions to technical issues with support of Sr. Protection Coordinator;

• Work closely with partners to ensure quality, timely, implementation of CP activities;

• Work with team to ensure projects are implemented in conformity with the IRC program frame work promoting and protecting rights, participation, capacity building, partnership, and holistic planning;

• Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required;

• Coach, train, and mentor partner’s child protection staff and CP case workers deployed at SWD with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance;

• Work closely with SWD for the deployment and capacity building of Case workers and strengthening of CP case management system in accordance with provincial child protection bill. Project Monitoring and Reporting

• Ensure that monitoring and evaluation tools are developed (including indicator tracking sheets) and implemented for Child Protection interventions in collaboration with the M&E team, project lead and Senior Protection Coordinator; and that activity, output and outcomes data are captured in an accurate and efficient manner by partners, and that programs are continually tailored to optimize quality;

• Participate in all grant opening, mid-term and closing meetings;

• Support partners’ staff in systematic and timely data collection and reporting of CP activities as required under the grant and for IRC M&E purposes;

• Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements, and as requested by the project lead and senior Protection Coordinator. Representation and Coordination

• Build strong relationships with the Department of Social Welfare and human rights, other government actors and stakeholders, establishing IRC as a key actor in Child Protection;

• Serve on coordinating bodies and represent IRC in relevant stakeholder meetings at national and provincial level such as Child Rights Movement and Case Management Meetings, etc.;

• Collaborate with the TEACH project team on provision of child protection technical support particularly in responding CP cases, and Caring for Child Survivors;

• Support partner in developing referral mechanisms in collaboration with partners, other NGOs and the relevant government departments;

• Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community based organizations and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination. Job Requirements:

• University degree in social work, child development, psychology, health or a related field

• At least 5 years of experience in child protection, including experience in emergency or post-conflict project management

• Demonstrated capacity in safe space programming for children and adolescents, case management, child protection in schools, life skills, and community-based child protection

• Strong partners’ management and capacity building skills

• Strong strategic thinking and writing skills

• Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player The IRC Core Values and Commitments;
