1.       Introduction

The consortium, led by Concern Worldwide (“consortium lead”) in partnership with ACTED, WHH, and IRC (“consortium members”), is implementing the CBDRM component of BDRP (“programme”) in disaster prone districts of Pakistan.  IRC is implementing this programme in District Ghotki and Dadu; 7 Union Councils of each.

Following are the three outputs of the programme:

Output 1: Target communities have effective disaster risk management structures in place to take up and advocate resilience building measures.

Output 2: Target communities and households are prepared to (a) cope with climate related natural disasters and (b) adopt risk reduction measures, and

Output 3: Target communities & households are introduced to sustainable livelihoods and environmental management practices for resilience building.

2.       Rationale for the assignment

Rural poor communities’ face numerous barriers which prevent them from participating in mainstream market systems. Limited knowledge of market information, lack of formal mechanism for collective purchase and marketing as well as poor business skills are identified as a constraint within rural communities for both men and women during  implementation of BDRP phase-I. To address these barriers under the CBDRM-BDRP Programme Phase-II, strengthening the capacity of the selected farmers on Business Skill (Basic Numeracy Literacy, Life skills and enterprise development) is planned.

International Rescue Committee (IRC) is looking consultancy services from individual consultant having experiences to design and deliver trainings on modular approach on below topics.

1.       44 trainings on Basic Numeracy literacy and life skill.

2.       44 Trainings on Enterprise Development

The duration of each training event is three days.

3.       Specific Objectives the assignment

·         To build the capacity of selected participants on basic numeracy, literacy and life skills to enable them to engage with the market.

·         To improve and build capacity of selected farmers to manage their business on different aspects of micro-enterprise management – general management, marketing, operations, risks, and finance.

·         Build the capacity of the participants to develop  feasible and achievable business plan

·         To facilitate selected participants in building backward and forward linkages with market including linkages with micro finance institutes (MFIs)

4.       Outputs

The consultant will produce following key outputs; these outputs can be further adjusted after selection of consultant:

·         Design gender sensitive trainings on modular approach (more regular-weekly and of a shorter duration) and dynamic teaching methods to develop group members’ interest in education and develop the business skills.

·         The consultant will present the training module / materials and session plan for IRC review and approval before implementing in the field. Once approved from IRC, the module will be implemented

·         To analyse training need separately for men and women, education and understanding level of participants and design training content and methodology accordingly.

·         Provide trainings in the field and maintain all the record (pre and post evaluation, beneficiary list etc.).

·         Consultant will provide the detail component wise training report on the completion of training with gender segregated data

5.       Scope

Target group Approximately 1000-1100 male/female community members selected for different interventions from the rural area of District Ghotki and Dadu

Geographical - 07 union councils of District Ghotki and Dadu each in Sindh Province

Deliverables and Schedule

The Consultant will produce following key deliverables (subject to further refinement in consultation with the selected consultant):

·         To develop business skills training guide with photographs demonstrating good business practice and visual aids must be relatable for the learners. The Guide should be translated in the Sindhi before its use to facilitate the sessions.

·          Feasible, achievable business plans for each trainee group

·         Provide training report  quarter wise and  one complete report after completion of all trainings

6.       Line of communication

The consultant/institution will report to International Rescue Committee livelihoods component lead for CBDRM-BDRP programme

Qualification, previous work experience and Skills.

·         At least 5 years’ experience in developing and facilitating training on business skills (basic numeracy/literacy, life skills and enterprise development trainings)

·         Post graduate level qualification in related subjects (Business Administration, Marketing, Economics or related subjects)

·         Demonstrable experience in facilitating training on business skills

·         Excellent communication (report writing) and facilitation skills

·         Flexible characteristic and attitude for situational adjustments and modification during implementation will be added value.

·         Knowledge of the local languages and culture in the project districts will be necessary and the training will be conducted in local language Sindhi

7.       Time frame

These trainings will be spread over a period of May 2019- June 2020 and the selected consultant will be engaged time to time as per plan. A detailed plan will be agreed with the consultant at the time of contract.  Total training event will be around 84 and duration of each event is three days.

8.       Instructions to complete and submit TOR

The following are the key instructions for bidders/ Consulting firms who are interesting in submitting a proposal:

a)      Please study the TOR completely and follow and prepare the bid proposal according to the instructions.

b)      While submitting this tender, the evaluator should submit a valid registration certificate, NTN number, past three years’ audit reports, organizational profile including structure of governing body (Organizational Structure) and areas of expertise. 

c)       The length of the bidding document should be approximately 10-15 pages.

d)      Please use Calibri font size 11.

e)      Technical and Financial documents should be submitted in separate sealed envelopes.

f)       Each Technical proposal will be evaluated with 70 marks. Submissions scoring below 60 percent in the Technical proposal will not be eligible for further evaluation.

g)      The value of the Technical and Financial proposals will be evaluated at a ratio of 70:30.

h)      The parties should send their questions and queries related to the TORs to: ********* The tender document should be submitted to the IRC Country Office by 5:00pm, Pakistan time, 25th March, 2019. Proposals submitted after 5:00pm on that date will not be taken into consideration.
