Background/IRC Summary:  The International Rescue Committee (IRC) responds to humanitarian crises and helps people to survive and rebuild their lives. The IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war and disaster. Currently operating in over 40 countries, the IRC restores dignity and hope to millions who are uprooted and struggling to endure across the world-leading the way from harm to home.

IRC has been working in Pakistan since 1980, managing and delivering large, complex programs in most difficult and hard-to-reach geographies of the country, to provide needs-based support including health, education, protection, environmental health, climate change, governance, and livelihood for displaced, poor, and disaster-affected communities. With continuous support from the federal and provincial governments, and generous donors including FCDO, ECHO, GFFO, UNHCR, SIDA, Irish Aid and Australian Aid Agencies the IRC is currently implementing projects to serve refugees, internally displaced people, marginalized and flood-affected communities across the country. Working in partnership local civil society and in close coordination with communities, district, and provincial governments in Khyber Pakhtunkhwa, Balochistan, Punjab and Sindh provinces ensures IRC’s success in serving people in need.

Job Overview/Summary:  Under the supervision of the Child Protection and GBV Field Managers and technically reported to Senior Child Protection Manager and Administratively reported to the Senior Emergency Response Manager, the District Manager will provide technical support in the implementation and quality assurance of emergency-related interventions across flood-affected areas of Naseerabad Division.

He/she will support the capacity building of partner organizations and field project teams, the role will also involve monitoring the flood-affected areas. The position holder will support the Child Protection Field Manager/GBV Manager in the internal and external representation of project activities, conduct field visits and assist in human resource capacity development, scheduling, record keeping, knowledge sharing, reporting, and other activities assigned by the supervisor.  

Major Responsibilities:  

Project planning and implementation:  

•       Work in close coordination with project teams and partner organizations (NGOs) to achieve overall grants objectives, deliverables, and compliance within donor guidelines.  

•       Provide technical support to the partners in the development/updating of the work plan for emergency response activities with clear objectives and achievement benchmarks, long-term and short-term priorities, in line with programmatic vision and strategies.  

•       Support the IP in timely implementation and make sure the active participation in all relevant cluster meetings.

•       Responsible to share quality based daily, weekly, and monthly reports with Child Protection Field Manager/GBV Manager.

Quality Oversight:  

•       In consultation with the Child Protection Field Manager/GBV Manager, and the MEAL Manager, coordinate the maintenance of a robust monitoring and evaluation framework, including quality control and reporting.  

•       Conduct regular field visits to project sites and provide hands-on support for the rollout of emergency response activities in consultation with the supervisor of Child Protection Field Manager/GBV Manager. 

•       Supervise district team in field activities planning.

•       Identify technical assistance needs for emergency response partners and arrange for the provision of needed assistance.  

•       Make sure the quality of activities in all Safe Spaces, Women Girls Safe Spaces, Teachers Training, and guide the field team for the timely disbursement of cash in the targeted districts.

•       Ensure that partners’ staff and services adhere to improved, professional standards and principles.  

•       Stay well-informed of developments related to new tools and guidelines etc.  

•       Maintain close coordination with all service providers and active the Case Management & referral Mechanism Committees in targeted districts.

•       Ensure timely provision of supplies for Safe spaces/WGSS/SHLS.

•       Ensure integration of the project with other sectors (Health, Education, WASH, Nutrition, Cash, protection and GBV etc.), especially in emergencies.

•       Identify capacity building and technical assistance needs for implementing partner and arrange for the provision of needed assistance.

•       Support the Child Protection Field Manager/GBV Manager in developing project reports and arranging training for IP staff and Govt officials.

•       Share the budget versus achievement/ actual budget monthly spending plan with Finance.

•       Will be responsible for all operational activities in Naseer Abad Division. 

Coordination and Representation:  

•       Actively develop and maintain effective working relationships with key partners and counterparts including government actors, UN agencies, international and local NGOs, and other relevant actors working in project areas.  

•       Maintain a productive working relationship with key stakeholder actors working in the protection and GBV sector for knowledge sharing on standard methods and implementation across project areas.

•       Ensure key field concerns are brought to the IRC team and relevant partners with proposed solutions.

Reporting:  

•       Provide support to the partners in delivering quality outcomes related to emergency response activities, obtain, and maintain key data from partners and reporting.  

•       Support partners in producing high-quality progress reports and document rationale for underachievement of project targets.  

•       Provide timely support on updating MIS in flood response activities  

Position Reports to Child Protection Field Manager/GBV Manager

Position directly supervises IP staff and IRC field staff  

Indirect Reporting: Senior Child Protection Manager and Senior Emergency Response Manager  

Job Requirements:  

Education:  

•       Master’s Degree in Education or Social Sciences.

Work Experience:  

•       Minimum 4-6 years of working experience in I/NGO (at least 2-3 years in INGO)/NGO in a similar position and providing technical support to emergency response projects with strong knowledge of Protection, GBV, WASH, Health, Nutrition especially in emergency situations.  

•      Good understanding on INEE standards…..

•       Working experience with government-relevant departments and continuous professional development

•       Clear concept to implement emergency response projects  

Demonstrated Skills and Competencies: 

•       Sound knowledge of the software (Microsoft Windows, MS Excel, MS Word, MS PowerPoint),  • Excellent report writing and editing skills  

•       Experience in training and workshop facilitation and manual development  

•       Proven track record of supporting teams to meet project timelines

•       Ability to analyze data for project course correction  

•       Knowledge of teacher appraisal and assessment for learning  

•       Excellent communication and analytical skills, including the ability to develop and deliver presentations  

•       Strong leadership, negotiation and consensus building skills 

•       Ability to work with diverse teams, multitasking and manage competing priorities within tight deadlines 

Language Skills:  

•       Strong English language skills both written and oral; knowledge of local languages preferred.  

Desirable criteria:  

•       Past work experience on Protection, GBV, WASH, Health, and Nutrition projects directly as well as through implementing or consortium partners.  

•       Sound knowledge of Pakistan’s Emergency Response, social and political context
