The IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor and conflict-affected communities. The IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Punjab, Baluchistan and Sindh provinces.

The IRC is currently recruiting an Education Project Manager for a new three-year project for refugees and host communities education in two districts in Baluchistan.

Job Overview/Summary:

Under the supervision of the Provincial coordinator and with technical backstopping from the IRC Education Coordinator, the Education Project Manager will support implementing partner in implementation of an Accelerated Learning Program (ALP) for out-of-school refugees and host children as well enrollment/re-enrollment and retention of children at risk of dropout in government schools in Baluchistan. He/she will be support for, capacity building of implementing partner in the delivery of literacy, numeracy and social and emotional learning (SEL).  The role will also involve designing and conducting teachers/facilitators training, manual/module development and establishing linkages with the Ministry of Education and Social welfare department Baluchistan to ensure smooth implementation of the project as well as transition of ALP graduates into formal education, implementing measures for tracking students’ learning outcomes and working to ensure the inclusion of children with disabilities. The Education Project Manager will also support the Provincial Coordinator and Sector leads (Education and Protection) in internal and external representation at district and provincial level, as well as budget management.

 

In addition, s/he will be responsible for the overall project management and partnership management ensuring to work closely with partner and IRC operations and grants to coordinate and ensure quality, timely, implementation of project activities as per agreed timelines, oversight over the budget versus actual, indicator tracking, organize and lead project cycle meetings engaging relevant participants from IRC and partner staff.

 

Major Responsibilities:

Project planning and implementation:

  • Work closely with the implementing partner  to achieve overall grant activities, deliverables and budget compliance within donor guidelines;
·         Support implementing partner in development/updating of the work plan with clear objectives and achievement benchmarks, long-term and short-term priorities, in line with programmatic vision and strategies ·         Support partners in developing project spending plans, procurement plan, risk matrix and M&E plan for timely and smooth implementation of project activities. ·         Manage project budget, develop and update spending plan and procurement plan. Quality Oversight:
  • In coordination with the Provincial Coordinator, Education Coordinator, Protection Coordinator, Child Protection Manager and the Senior MEAL Coordinator, oversee the maintenance of a robust monitoring and evaluation framework, including quality control and reporting systems;
  • Identify technical assistance needs for  implementing partner, and arrange for the provision of needed assistance;
  • Work closely with the  Sector leads (Education and Protection) to provide clear technical support, supervision, training and mentoring to the implementing partner, including training needed to build specialized skills;
  • Ensure that implementing partner staff and services adhere to best practice, professional standards, and principles;
  • Stay well-informed of developments related to new tools and guidelines etc.
Staff supervision:
  • Directly supervise implementing partner (SEHER) and field based staff who are directly working under the project.
Coordination and Representation:
  • Actively develop and maintain effective working relationships with key stakeholders, including government actors, UN agencies particularly UNHCR, international and local NGOs, and other relevant actors working in Baluchistan.
  • Maintain a productive working relationships with key education and child protection actors working in Non-formal education and formal sectors for knowledge sharing on best practices and implementation across the targeted districts.
  • Ensure key field concerns are brought to the IRC team and implementing partner with proposed solutions.
Reporting:
  • Provide direct support to the implementing partner in the management of grant at the field-level – including financial planning and tracking, procurement planning, and reporting;
  • Support implementing partner in producing high-quality progress report with clear rationale for over/underachievement of the planned targets.
Position Reports to: Provincial Coordinator (Administratively)

Position directly supervises:  implementing partner (local NGO)

Technical Reporting to: Education Coordinator

Job Requirements:

Education:
  • Master Degree in Education or Social Sciences.
Work Experience:
  • A minimum of 5 years of experience in INGO (at least 2-3 years in INGO)/NGO related to integrated education and child protection projects (both for refugees and host communities) implementation directly as well as through implementing partner/s.
  • A minimum experience of 3-4 years for the project management including both direct implementation and through implementing partners
Demonstrated Skills and Competencies:
  • Advanced knowledge of the software (Microsoft Windows, MS Excel, MS Word, MS PowerPoint),
  • Experience in project management and report writing
  • Experience in training and workshop facilitation
  • Proven ability to meet deadlines
  • Ability to analyze data for project course correction
  • Excellent communication, coordination and analytical skills, including the ability to create and deliver presentations

 

Language Skills: 

·         Strong English and Urdu language skills both written and oral; knowledge of local languages will be added value.

 

Desirable criteria:

·         Past work experience on Education and Child Protection project implementation directly as well as through implementing partner/s.

·         Knowledge of Baluchistan education, social and political context

·         Willingness to travel targeted districts extensively and subject to management decision be ready to relocate to Quetta (in the future).
