IRC has been working in Pakistan for over 30 years, and manages and delivers large complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor & affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Summary:

S/he will be based at Field/Provincial Office and will be responsible for implementing daily monitoring and accountability tasks in line with the agreed standards and criteria.

Responsibilities:

·         Promote accountability and ensure compliance with IRC WAY policies, global Humanitarian Standards for Quality and Accountability, including the complaint and response mechanism (CRM), to ensure that affected communities and people are at the center of IRC response.

·         Assist in the review and development of appropriate formats, tools and systems for monitoring and evaluating programs, assuring quality and managing data according to internal and international standards.

·         Work in collaboration with the project manager/district coordination manager, CO MEAL team and program teams; to carry out regular participatory project monitoring as well as activities of the partners according to agreed systems, procedures and standards.

·         Extend needful support to program teams to track progress of the project activities in line with the agreed output and outcome level performance indicators and beneficiary numbers using standardized formats and systems, to establish/maintain data storage and dissemination systems.

·         Assist in the design, collection and analysis of data and information for assessments, surveys and evaluations as required by the ECAMEL unit and the program teams as per project requirements.

·         Conduct data quality assessments and support relevant teams in improved data management practices.

·         Will represent MEAL during program review meetings and other events to share M&E updates and/or making presentations if required.

·         Maintain proper filing system of monitoring and data related documents in hard as well as in soft.

·         Carry out other such tasks as assigned by the supervisor.

External:  M&E working groups, partners, people in target communities.       

Job Requirements:

·         Masters in social sciences, economics, statistics or in any other related subject

·         At least 2 – 3 years of relevant work experience preferably in NGO setup.

·         Excellent interpersonal, presentation and communication skills in English.

·         Knowledge of MS Office, MS Access, MS Excel, MS Excel

·         Ability to work under pressure and meet deadlines.

·         Familiarity with data collection and knowledge of MEAL tools.

·         Can speak and understand Urdu/English

Demonstrated Skills and Competencies:

·         Capacity to develop, implement and analyze health assessments, develop and implement work plans, program/project budgets in excel sheets and financial management

·         High quality skills in training, monitoring and evaluation of health interventions.

·         Strong coordination skills with the ability to manage information (report writing and presentations).

Language Skills: 

·         Fluent, professional level speaking, reading and writing in English and Urdu. At this level, applicant should have:

·         The ability to speak using sufficient, structured and accurate vocabulary in formal conversation;

·         The ability to use the language to satisfy professional needs;

·         The ability to read and write at a normal speed and with almost complete comprehension of a variety of materials, unfamiliar subjects, styles and forms pertinent to the job needs.

Working Environment:  Works well in and promotes teamwork, flexible and able to handle pressure well.
