International Rescue Committee has been working in Pakistan for over 40 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health, and livelihoods for displaced, poor and disaster affected communities. International Rescue Committee works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Punjab, Baluchistan, and Sindh provinces.

Objectives and Purpose of the Assignment

Safety Security & Business Continuity (SS&BC) Department is aiding and facilitating all the International Rescue Committee’s upcoming and ongoing projects in terms of engaging diverse government departments as per nature and need of the project activities. It plays a vital role in smooth running of International Rescue Committee’s business through informed decisions within the organization, external stakeholders and with government departments across Pakistan with the objective of increasing confidence in doing business and ultimately increasing foreign funding in the country. The assignment is designed to have: (i) Access and Engagement Strategy and Plan, (ii) Knowledge products including Access & Engagement guide. The Consultant will develop Access & Engagement guide, which will serve as a strategic document for the Access & Engagement and a roadmap in strengthening and improving the efficiency within and outside the organization. A knowledge product will help in identifying the gaps and priority areas that require strengthening. Following the implementation of activities under the above outputs, the assignment will serve the International Rescue Committee and its smooth running of business at large.

National Consultant for Safety Security and Business Continuity

Scope of Work

The national consultant will serve as a resource person for SS&BC team, to deliver (i) Access & Engagement strategy and action plan; and (ii) a knowledge product/s including Access and engagement resource pack. The preparation, development, and onboarding of finalized products will be completed within two months.

Objectives

IRC Pakistan Program aims to develop an overall country SS&BC strategy for engaging with all relevant stakeholders along with an action plan and a comprehensive resource pack, which in turn facilitates the IRC to continue its current business in the country and further expand with cautious risk assessments and mitigation.

Outputs

1. SS&BC collaborative development of Strategy, SOPs, Risk Mitigation formats/plans, Sitreps, Business Continuity Plan and training design material /templates development for the SS&BC department in line with SAP-IP Pakistan strategy.

2. Conduct a mapping of IRC outcome areas and priority interventions and its alignment with government priorities at national and provincial level

3. Development of Tools and Map/s for activities required by the government as per International Rescue Committee’s geographical and thematic areas:

a. Design and develop training/s material for SS&BC Department in humanitarian access negotiations and planning in line with Safety and Security component.

b. Design and propose training/s for SS&BC in Safety and Security in line with Access & Engagement component.

c. Initial staff orientation tool development.

d. Mapping of potential areas in accordance with risks and Humanitarian Access.

e. Map/s development for Go/No Go areas for SS&BC department.

4. Canvas/ tool development for Access Risk Mitigation Plans (ARMPs).

Tasks Details

1. Conduct comprehensive research of the existing SS&BC systems and procedures to understand the overall SS&BC framework.

2. Identification of issues, gaps, challenges, and development of the department.

3. Develop needs assessment of the relevant government departments (areas & beneficiaries), prioritizing the tasks in a sequence and provide recommendations for technical and strategic collaborations with relevant government departments.

4. Develop Business Continuity Plan - create plans and systems to ensure business processes continue during the time of emergency or crisis with an ability to recover quickly.

5. Recommend systemic improvements in the SS&BC Department, particularly on the smooth working of the department within the organization.

6. Develop a strategy for SS&BC that covers Access & Engagement and S&S SOPs.

7. Prepare a Risk Mitigation guide for Access & Engagement focusing on all projects’ activities.

8. Prepare Risk Mitigation guide for government bodies and relevant external stakeholders.

9. Development of Tools and Map/s for activities required by government as per International Rescue Committee interventions.

10. Conduct meetings with the SS&BC, relevant International Rescue Committee’s departments and field offices’ staff when required.

11. Perform any other duties as may be assigned by the DD S&BC.

Reporting

i. The SS&BC consultant will report to the Deputy Director SS&BC at Country Office in Islamabad. The consultant will work closely with the two Coordinators of SS&BC: Access & Engagement and Safety and Security.

ii. The consultant is also expected to spend at least 60 days in International Rescue Committee’s Country Office in Islamabad over the period of his/her contract assignment and will work closely with the relevant International Rescue Committee staff from other departments.

iii. The consultant is expected to use own computer and other equipment required for the task.

Minimum Qualification Requirements

1. A master’s degree in Social Sciences, Business Administration preferably Information Technology

2. At least 10 years of experience in managing programmes in highly volatile security contexts in Pakistan

3. At least 05 years of direct engagement experience with the government representing the INGOs as part of senior leadership/management team

4. Experience of conducting similar assignments in past and share a sample of his/her product.

5. Familiarity with IT solutions

Skill/knowledge

• Excellent English technical writing skills

• Sound communication skills

• Strong background of quantitative and qualitative analysis .

• Previous experience of leading qualitative and quantitative analytical studies

• Strong understanding of IT needs

• Strong organizational and time management skills, and ability to deliver under tight timelines.

• Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers.

• For this position, fluency in English and Urdu is required (oral and written).
