Protection Manager

The IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet needs in protection, health, education, environmental health and livelihoods for displaced, poor and conflict-affected communities. The IRC is currently working in partnership with non-governmental organizations and in close coordination with district and local government in the Khyber Pakhtunkhwa, Baluchistan and Punjab and Sindh provinces.

Job Summary:

The Protection Manager will support on all aspects of general protection & community services programming and ensures that appropriate activities are developed by the teams in response to issues being raised by Persons of Concern and communities. As a member of the protection team, he/she is responsible for effective internal coordination between and integrated programming with the child protection, WPE and other sectors including communication and M&E team. As guided by the Senior Protection, Inclusion and Safeguarding Coordinator, he/she will engage in external representation and coordination with other relevant actors (among which UNHCR, government counterparts, and other national and international NGOs), as well as participating in local‐level coordination forums.

Responsibilities:

Technical Guidance

• Provide oversight and supervision on the design and implementation of Protection programming including but not limited to protection monitoring, signpost, protection case management and other community-based protection interventions
• Through field visits, monitor and evaluate activity delivery; engaging with partner staff, community members, provide technical guidance on quality and effectiveness of activity delivered.
• Clearly define training needs of the protection team of partners and lead or support the provision of required training and refreshers.
• Develop appropriate training materials, guidance and procedures for field teams and partners
• Provide overall guidance and support to sign post team for the development of appropriate and up to date information and messages as per the evolving needs to targeted communities
• Provide guidance and support to field team on protection mainstreaming
• Lead protection monitoring component by building the capacity of field team including protection monitors and relevant M&E staff, data analysis and produce monthly protection monitoring reports.

Programme Management

• Develop and ensure timely implementation of work plans for all protection activities
• Effectively manage all budget items under his/her responsibility to ensure spending is timely and in accordance with donor requirements and organizational procedures
• Regularly maintain programme management tools, procurement plans and implementation plans
• Prepare weekly and monthly project progress reports for submission to Senior Protection Coordinator and respective Project Managers and contribute in the preparation of donor reports
• Support senior protection coordinator in protection proposal development process
• Maintain clear records and data on all aspects of implementation relating to all general protection as per data protection protocols
• Participate in internal coordination meetings.

Representation, coordination, and advocacy

• Build and maintain relationships with others including Protection working group, INGOs, National NGOs, UNHCR and community stakeholders.
• Work closely with IRC’s Child Protection, WPE, Economic Recovery & Development and Health Teams.
• Attend relevant coordination meetings and represent IRC as required at different forums
• All other duties as assigned ensuring compatibility with key competencies required for this role

Key Working Relationships:

·         Position Reports to: Senior Protection, Inclusion and Safeguarding Coordinator

·         Position directly supervises: Signpost Editorial Manager

Other Internal and/or external contacts:

·         Internal: Program and Program Support team

·         External: Government/Consortium/Protection Working Group /Local Partners and clients.

Position Requirements:

• Master’s degree in social sciences, international development from a recognized University.
• Minimum 5 years of experience in developing and managing Protection projects through partners and in self-implementation in emergency and development contexts
• Belief in human rights including gender equality.
• Good communication skills including ability to gain trust and build relationships with new partners and communities.
• Good computer skills including Microsoft Word, power point and excel.
• Good interpersonal skills and ability to work as part of a team, as well as independently.
• Flexible and able to work in a dynamic and diverse environment.
• Excellent attention to detail.
• Capacity building and team building/motivational skills.
