• Promote the quality of Climate Change programme through participation in the formulation of programme/project goals, strategies and approaches. Bring coherence, synergy and added value (innovation) to programme planning and design, implementation, monitoring and evaluation.
  • Closely work with and support to programme development team on submission ensuring climate change is amply streamlined/embedded in the proposals/CNs.
  • Support country leadership in exploring new avenues of working/collaborating with a range of entities to deepen CC programming.
  • With the support of programme development team take lead on submissions related to Climate Change and Resilience.  
  • Provide technical guidance and support to the country programme in identifying and addressing Climate Change related risks and opportunities in all practice areas such as governance, poverty, food security, environment, gender, capacity development.
  • Prepare and adapt inputs to policy briefs/position papers that address links between climate change and other development concerns, in collaboration with other practices such as governance, poverty reduction, gender, crisis prevention and recovery, and capacity development.
  • Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
  • Take primary responsibility for the development of the sectoral work plan and technical decisions in compliance with the defined strategies and approaches.
  • Collaborate with Communication and Advocacy functions to ensure the development of effective communication materials and strategies to support IRP’s climate change advocacy.
  • Collaborate with the Operational functions and Supply Chain to establish and maintain sound internal controls supportive of CC programme.
  • Interact with the Government and other partners, NGOs, UN and bilateral agencies in the different stages of CC programme/project implementation to follow up on agreements and recommendations.
  • Provide technical support and guidance on appropriate technical, financial and institutional capacity-building measures to achieve CC programme goals, including humanitarian response.
  • Develop project proposals and budgets
  • To effectively represent IR at CC-related networks and forums
  • Preparation of quality reports for IR and donor use.
  • Lead on relevant technical assessments in coordination with other IRP thematic areas and/or other external sector agencies, ensuring assessment findings are documented and all inclusive.
  • Working with Programme Development Team, mainstream Climate Change strategy, master budgets and contribute to IRP’s overall country strategy.
  • Provide technical checking of Climate Change related programmes as necessary, and proactively promotes high-quality Climate-smart and climate-sensitive technical approaches within country programmes.
  • Working closely with Programme Development, support fundraising for the CC sector, including development of high-quality concept notes and proposals, and engagement with donors’ technical advisers.
  • Support field teams programme implementation with a focus on CC to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
  • Support grants management and reporting team for donor reports on project activities in compliance with internal IRP international requirements and any relevant external donor requirements.
  • Working closely with the HR team, identify CC staffing needs for emergency/development programmes, and ensure rapid recruitment, induction and training of new staff.
  • Identify CC programme supplies needs and coordinate with AO/FO and Supply Chain to put in place a sensible phased procurement plan.
  • Working closely with the Monitoring & Evaluation team put in place a sector Monitoring & Evaluation plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Working closely with the Accountability lead put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in CC programme design.
