KEY ACCOUNTABILITIES

·           Development of a comprehensive data management platform that could cater for the needs of all the organizational units and sections.

·           Support in conducting annual and mid-term programme reviews, participatory impact assessments, process monitoring, operations monitoring, integrating accountability principles and lessons-learned workshops.

·         Designing project-specific Learning and Accountability frameworks that integrate all the MEAL related activities and information-gathering mechanisms.

·         Providing quality input to programme in steering the process for designing the appropriate reporting formats for monthly, quarterly and annual progress reports

·         Supporting the processes of evaluations and an impact assessment by helping the MEAL section in utilizing online data collection utilities, data storage platforms and means to generate a meaningful analysis of the collected information.

·         Clarifying the core information needs of the MEAL unit and country programme, funding agencies and other key stakeholders.

·         Integrating Accountability Mechanism in accordance with the MEAL framework and standard humanitarian standards by implementing complaints handling mechanism at field level.

·           Undertaking periodic field visit to interact with the communities and the stakeholders for ensuring downwards accountability and for generating evidence-based learning.

·           Ensuring follow-up mechanism is in place with respect to key recommendations, observations and findings coming from MEAL staff, thematic leads and reviews.

·           Support in managing consultancies (recruit, guide and supervise in consultation with MEAL Manager) if consultancies commissioned for baselines, evaluations, impact studies and assessments.

·           Developing online and offline tools for participatory impact assessments, process monitoring, operations monitoring, integrating accountability principles and lessons-learned workshops.

·         Data management and archiving to produce analytical reports as and when required.

·         Integrating Accountability Mechanism in accordance with the MEAL framework and standard humanitarian standards by implementing complaints handling mechanism at field level.

·         Organise and undertake training with stakeholders, including primary stakeholders, in Knowledge Management and Learning skills, including participatory aspects.

·         Designing and facilitating lessons learning workshops, conducting lesson learning surveys and sharing the learning with the programme teams.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as a commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have a zero-tolerance policy towards SEAH and doesn’t support any action that promotes or encourage SEAH.

Qualification:

Master Degree in Computer Science or Social Sciences

Experience:

Minimum experience of a similar role in NGO setup:

9 years experience with Master degree/ 12 years with a Bachelor degree specifically 

Computer Skills:

MIS Development and management skills, Coding, Online utilities, MS Office, Outlook, SPSS.

Language:

Pahari, Hindko, Punjabi, Urdu, Pushto, Sindhi and English

·         Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.

·         Able to work under extreme conditions in field areas.

·         Good communication skills in local as well as English / Urdu the language which delivers the information with clarity in a wide range of situations.

·         Has a positive nature and able to overcome issues that create hindrance in the achievement of entrusted goals/objectives.

·         Has a learning attitude and a continuous improvement philosophy.

Technical Skills:

·         Leadership qualities, personnel and team management (including mediation and conflict resolution);

·         Skills of developing frameworks, and learning indicators.

·         Skills and knowledge of embedding quality and accountability in organizational and programmatic steam.

·         Analytical and communication skills;

·         Experience in MEAL system design and mainstreaming in programme cycle management;

·         Skill in the learning-oriented analysis of MEAL data.

·         Understanding of rural development, with a focus on participatory processes, joint management, and gender issues

·         Report writing skills (both process and progress)

·         Skills in conducting strategic reviews.

Value Added Skills

·         Training skills in Learning and Accountability development and implementation;

·         Skills in developing case studies that have learning aspects.

·         Knowledge of managing organizational budgets and financial planning.
