Overview
The Lead Policy Development will be responsible for the development, drafting and delivery of the policy frameworks and initiatives as identified and approved by the DFS Management.  This will entail identifying and implementing what goals/objectives/milestones need to be achieved in order to implement and execute the policy frameworks, and the Lead Policy Development will be provided with a strategy as how to achieve those goals/objectives/milestones by the Lead Strategy Ecosystems.   This role requires area specific knowledge and skills, regular external interactions and constant collaboration with Lead Strategy. 


Responsibilities
The Lead Policy Development will have the following responsibilities:Policy Formation
§  Providing direction to and supervising Policy Development Executive(s)
§  Identification/formulation scope and area of each policy framework
§  Identification/formulation of recommended deliverables and outcomes
§  Identification/formulation of recommended areas of collaboration
§  Identification/formulation of recommended timelines and milestones
§  Identification of key stakeholders and their recommended roles and responsibilities
§  Consultation with key stakeholders


Policy Drafting
Drafting of each part of the Policy Framework, namely:
§  Statement/Purpose(s)/Principles/Objectives
§  Methods of Delivery (Strategies)
§  Goals/Deliverables/Timelines (Roles and responsibilities of each stakeholder) (Specific Action to be taken) (Desired Outcomes)
§  Monitoring and Enforcement methods and/or requirements (Management Plans)
§  Performance indicators and review requirements
 

Policy Implementation
 
§  Policy approval and finalization
§  Policy implementation
§  Policy review/evaluation
 
Key Skills
 
The ideal candidate should possess the following skills:

Eligibility Criteria
 
Education:
 
§  Required: Bachelors Degree in any related field (business, public policy etc.)
 
§  Desired: Masters Degree in any related field (strategy, project management etc.)
 
Work Experience:
 
§  Minimum 5 years related experience in financial, telecommunication, public policy and/or regulatory environment.
