Overview
This position is part of the growing Digital Financial Services (DFS) branch of Jazz. The Policy Development Executive will be responsible for carrying out research and analysis for policy formulation and implementation.
 
Responsibilities
 
The Policy Development Executive will have the following responsibilities:

Research
 
To carry out comprehensive research required for policy formulation relating to:
 
1.      Comparative market environment studies (local and international) (political, economic and socio-cultural factors)
2.      Key stakeholders
3.      Areas currently addressed in other policies and ones that are yet to be addressed descriptive/prescriptive
4.      Regulatory and legal landscape
 
Analysis
 
To carry out in depth analysis of the information gathered in relevance to the policy objectives:
 
1.      Advantages/disadvantages
2.      Applicability/Implementable?
3.      Benefits/Risks
4.      Implications
5.      Effects
 
To assess the durability (capacity to produce visible effective compatible change or results over time with robustness) of the policy framework
1.      Effectiveness, unintended effects and equity
2.      Costs, feasibility and acceptability
 
To assess the policy framework using the five-E approach:
1.      Effectiveness
2.      Efficiency
3.      Ethical considerations
4.      Evaluation of alternatives
5.      Establishment of recommendations for positive change
 
 
Policy Formulation and Implementation
 
To compile and present information gathered and analysis carried out in a coherent and comprehensive manner

Eligibility Criteria
 
Education:
 
Bachelors Degree in any related field
Desired: Masters Degree in any related field
 
Work Experience:

Minimum 3 years experience in any area in which the job required in depth research and analysis using various tools
 
Preferred experience in the fields of: public policy, development, financial services or telecommunication
