Overview

Jhpiego, an affiliate of Johns Hopkins University is implementing USAID funded Maternal and Child Health Survival Program (MCSP) AFPP program to accelerate family planning programs in Sindh, Punjab and Balochistan provinces in Pakistan. Jhpiego seeks suitable candidates for the following position based in Karachi.

Provincial Program Manager will be responsible for the strategic, programmatic, technical, and financial management of the program. The Program Manager will work closely with program and the technical personnel to ensure that all resources (human, financial and material) are applied in a timely and appropriate manner.

Responsibilities:

  • Develop strong relationship between Jhpiego and provincial stake holders to ensure that Jhpiego is seen as a responsible and responsive partner in the consortium.
  • Provide technical and programmatic leadership to the provincial/district teams to achieve program goals and objectives, including the determination of program priorities and appropriate technical initiatives.
  • Coordinate with key stake holders at health and population departments, other non-governmental organization working for family planning as well as private sector partners and others in Sindh, Punjab and Balochistan Pakistan to ensure effective technical assistance and the smooth implementation of activities.
  • Advise local counterparts on technical issues and participate in relevant advisory and/or working groups with counterparts and partner institutions ,
  • Provide leadership in the design of interventions to promote family planning, ensuring that interventions are technically sound, evidence-based and of high impact which can be made sustainable after the life of project.
  • Represent Jhpiego and the program in public and professional circles through meetings, conferences, and presentations
  • Coordinate and monitor all human, financial and material resources of program to ensure successful implementation
  • Lead the work planning process in close collaboration with donor, government, program team and program partners.
  • Guide the analysis, synthesis and reporting of program outputs and results with M&E team.
  • Mentor, support, supervise and manage program team and align their efforts in concert with program goals to ensure rapid and sustainable results.
  • Oversee and support the district teams for smooth implementation of program activities.
  • Provide technical guidance for the development of training curricula and quality improvement systems for selected health facilities.
  • Write and/or review technical reports and publications related to program implementation.
  • Ensure resources for program implementation are available in timely manner.
  • Work with finance and project staff to draft budgets and ensure effective utilization of project budgets.
  • Work in close coordination with project headquarter staff to ensure effective, timely implementation of project activities.
  • Ensure program and technical compliance with donor.
  • When and where needed, Train, Coach and provide supportive supervision of all technical staff posted at their selected health  facilities attached with FPTU for the provision of quality  FP/PPFP Services.
  • Ensure that relevant FP/PPFP data from their facilities is timely entered and reports are made available at the project office.
  • Organize and conduct joint supportive supervisory visits in the selected health and population facilities.
  • Facilitate the visits by Donor /partners visit as and when required by Head Office
  • Represent Jhpiego at district level at all relevant forums including MMC, DHMPT, DHN, MRM etc

 Required Qualifications:

  • MBBS with MPH or equivalent degree with at least 5 years of experience in managing or working in MNCH/ family planning programs.
  • Advance degree/course in public health, health administration, or other relevant management field is preferable.
  • Demonstrated strong technical and programmatic knowledge and experience in family planning.
  • Additional knowledge and experience of working in maternal health programs are preferred.
  • Minimum 5 years previous experience working in Pakistan, with good understanding of local health system and family planning gaps and opportunities, and solid relationships at government agencies.
  • Willing to travel across provinces and project districts.
  • Should have a good working experience of managing coordination with Government Sector.
  • The candidate must have the ability to work in a fast paced environment with an ability to adhere to strict deadlines.
  • Must be able to work independently and respond to queries in a timely manner.
  • Strong interpersonal, team management, ICT & report writing skills.
  • Good computer skills and experience of working in MS words, Excel and PowerPoint.
  • Excellent coordination skills with demonstrated ability to work cooperatively as a member of a team.
  • Ability to ensure adherence to applicable laws and regulations.
  • Demonstrated ability to exercise confidentiality and professionalism.

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego works with health experts, governments and community leaders to provide high-quality health care for their people. One of the Project aims in Pakistan is to improve the quality of public and private sector health services. Healthcare providers will be trained; health facilities renovated and services will be expanded and improved. By 2017, thousands of deaths of women, newborn babies and infants will have been prevented as a result of the USAID/Pakistan MCH Program.
