Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking a Qualitative Data Analyst for the final performance evaluation of the Pakistan Transition Initiative program. The final evaluation seeks to assess (a) the extent to which the program achieved its primary objectives and (b) identify which program components were most successful in achieving those objectives. The evaluation will use a mixed-methods approach to data collection and analysis.

The Qualitative Data Analyst is expected to understand the data analysis plan and coding structure, provide inputs where necessary and code the qualitative data in MAXQDA software under the supervision of MSI team (Note: A complete orientation to the software will be given to the candidate). The evaluation will begin on or about October 29, 2018 and finish by the end December 2018. The anticipated level of effort for this position is approximately 35-40 days. The Qualitative Data Analyst will be based at the MSI office in Islamabad. The evaluation team will include a team leader, stabilization and governance experts, researchers, analysts, and other support as necessary.

Responsibilities:

· Participate in the data coding and analysis discussions;

· Undertake coding of assigned interviews and secondary documents in MAXQDA;

· Discuss any new, emergent themes from the analysis with team members;

· Develop crosstab and other analysis of the qualitative data;

· Retrieve quantitative data from different secondary databases and populate them in provided templates; and

· Any other emergent task in the analysis phase.

Qualifications:

· At least a master’s degree in social science, or other relevant field and at least two years of professional experience;

· Demonstrated experience participating in qualitative and quantitative research;

· Demonstrated experience coding and analyzing qualitative data in a software;

· Excellent skills in MS office, particularly in Word and Excel;

· Reasonable English comprehension and writing skills; and

· Fair understanding of the development sector.
