General objectives of the function:
The HR Manager will be leading the HR department under the supervision of the HR coordinator, or the General Coordinator (of HRCO is absent); he shall ensure the adequate implementation of the HR functions through the designed processes and will work on developing the HR system by assessing current practices. His role extends to build the capacities of the base admins in HR management matters and the HR team in the coordination office.
Responsibilities
Supervise the recruitment and selection activities; ensure an adequate and transparent implementation of the process, and conduct risk assessments when it is necessary;
Supervise and validate internal inquiries and investigations;
Design new job profiles and edit old ones, keeping the field function grid and the model structure updated;
Ensure the adequate implementation of the health policy, and supervise the yearly survey on health coverage services;
Ensure the strict implementation of the COE, the rules and regulations of the mission and the HR manual clauses;
Consolidate monthly the HR report prepared by the base admins and the HRO/HRA and send it to the GenCo, Desk Officer and HQ HR referent;
Send the monthly statement of HR every month by the 5th to the GenCo, Desk Officer and HQ HR referent;
Prepare monthly the site rep for HR and send it to the GenCo;
Supervise the yearly Learning and Development identification, and prepare a training matrix plan in September of each year to be submitted to the GenCo, Desk Officer and HQ HR referent;
Supervise the yearly performance review as per the HR manual requirements;
Supervise the compensation and benefits processes, and validate monthly salary statements;
Supervise and validate the disciplinary action process;
Conduct internal training and awareness sessions for the HR team and the base admins;
Ensure that all HR practices are in conformity with the local labor legislation by collaborating closely with the mission’s lawyer;
Ensure an efficient filing system (physical and electronic files) of all administrative files at Mission level, granting strict confidentiality of employees’ personal files and other administrative private documents;
