Assist the Logistic Coordinator in the definition and follow-up of logistics activities in the mission, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population in terms of construction, transport, communication, shelter, water and sanitation, Biomedical and security.
Monitor on a day-to-day basis the implementation of logistics/technical activities in the mission ensuring compliance of MSF standards, protocols and procedures, and reporting to the Logistic Coordinator on the development of the ongoing programs.
Development, assessment and implementation of Logistics strategy, policies, tools and procedures needed n the mission specifically in the areas of Biomedical, Mechanical, Construction, Energy, Transport, Applied Security and EPREP.
Supervision and coordination of the Country Logistics Specialists by setting priorities for their deployment of project sites and ensure support is given to technical teams in the projects.
Ensure smooth running of technical logistics in the capital for all facilities (warehouse, office and houses) ith close supervision of the base log and his team in the capital.
Accountable for reporting on all technical families in the mission and keeping up to date overviews to acilitate decision making on energy, biomed, construction, transport, security and emergency reparedness.
In collaboration with the logistic coordinator, the logistic manager will support recruitment, development and evaluation of logisticians under his supervision.
Supervision and coordination of the country specialist logistic team:
Direct supervisor of Country Logistic Specialists (Biomed, Mechanic and Electrician)
In coordination with the Country Specialists, review current strategies, tools and procedures and recommend possible amendments or revisions; or explore new and possible strategies, tools and procedures that will improve work and security efficiency.
Ensure that the objectives and directives of the special logistics group are attained.
Coordinate their support field visits and set priorities.
Development, revision and implementation of mission specific logistic policies:
Assess the implementation of the approved strategies, tools and procedures in the capital; and report to Logistics Coordinator the results of the assessment and recommendations for improvement and/or corrections
Support project logisticians in the management of medical facilities:
Support project facility managers in the implementation of the Hospital Logistic Tool Kit (HTL).
Ensure that HR structures are in place to support the management of medical facilities.
Provide training for efficient implementation of the HLT.
Support project logisticians and project coordinator in the implementation of applied security measures:
In collaboration with the logistic coordinator, define and monitor technical aspects of the mission risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan.
Support project logisticians in performing security check list.
Provide training on security/safety to logisticians (fire safety, guards, site protection movement protocols, earthquake protocols, etc.)
Ensure good functioning of the biomedical equipment in the mission:
In collaboration with the mission biomed, ensure the maintenance chronograms of biomedical equipment are in place.
In collaboration with the medical teams, provide guidance on the use and maintenance of the equipment.
In collaboration with the supply teams, provide guidance on the management of consumables and Spare parts.
Support project logisticians in the planning and implementation of construction projects:
Keeps an overview of all construction/rehabilitation projects in the mission.
Provides support to projects in the planning of construction projects.
Provides advices on BoQ and project initiation forms generated by projects logisticians
Ensure good functioning of energy set-ups in the mission
Compile the generator follow-up sheets every month.
Supervise/coordinate the maintenance of generators in the mission.
Coordinate support from third parties in the installation and maintenance of generators.
Implement MSF-OCA standards.
Ensure that all energy check lists are performed yearly in all locations and recommendations are followed-up.
Provide guidance to supply teams for replenishment of spare parts.
Inventories of medical and logistic stocks
Responsible for the fleet management and the overall transport strategies if the mission
Make sure all the vehicles have the correct legal documents and are insured.
Compile the vehicle follow-up sheets every month.
Provide guidance to supply teams for replenishment of spare parts.
Implementation and revision of the driver policy.
Support project logistician in the management of their fleet and identify gaps with the mission
specific fleet management policy.
Field support visits
Do field visits to assess the implementation of the approved strategies, tools and procedures; and report to Logistics Coordinator and Field Co the results of the assessment and recommendations for improvement and/or corrections.
Do field visits regularly to all locations to support technical teams.
Ensure that roster and leave/trainings planning are done and implemented properly.
Ensure yearly evaluations are performed for the staff under his direct supervision.
Provide guidance and coaching with clear development plans with support for the HR department.
Administration and contracts:
Ensure the administration of the Log Admin Kit is in place in all locations.
In coordination with the finance department, prepare the initial drafts of the contracts that logistics will be entering into, in most cases will be the lead to finalize the said contracts.
Follow up of contracts entered into by Logistics Department.
Facilitate and manage biddings/tender procedures entered into by the mission.
Mission reporting for the various specialists according to the LRT.
Ensure the configuration of the LRT is up to date and reflect the reality of projects.
Responsible for regular update equipment of the missions’ inventory.
Ensure field visits are followed-up with visit reports.
Ensure project logistician report on LRT for ongoing activities.
Responsible for technical briefings (expats and national staff).
Backup/replacement of the Logistics Coordinator in case of need
