Program / Department Summary

Mercy Corps has been implementing TB control interventions in Pakistan since 2002. In 2007, Mercy Corps became the first private sector principal recipient for The Global Fund TB grant to Pakistan. Since then, Mercy Corps has been implementing country-wide TB control interventions directly and through implementing partners. In the NFM III, Mercy Corps will implement public-private mix interventions (PPM) in over 100 districts of the country, as well as community engagement, specimen transportation and active case finding.

General Position Summary

This position will be mainly responsible in the planning, implementation and overall management and supervision of the specimen transportation system of the TB program.

Essential Job Responsibilities

· Provide technical support in the enhancement and implementation of specimen transportation mechanism for the TB program

· Coordinate with external stakeholders and vendors for the enhancement and management of mobile application and ride management system for the specimen transportation system

· Develop/update technical guidelines for the implementing partners for the implementation of specimen transportation

· Develop/update training manual for the riders on the use of mobile application and specimen transportation mechanism

· Conduct orientation sessions for riders, Mercy Corps’ TB Program team and partners on the implementation of specimen transportation system

· Conduct periodic progress review meetings with national and provincial TB control programs and implementing partners

· Conduct periodic analysis of the ride management system, identify success and issues and make recommendations

· Provide technical support in the development and implementation of other new technologies for TB program

· Conduct periodic analysis of the data provided by the vendor/technical partner, identify success and issues, and make recommendations

· Lead Operational Research for specimen transportation and make modifications based on the findings, if required

· Make periodic field visits to assess the quality of the interventions and make recommendations accordingly.

· Provide technical support to MC Lahore and Quetta Offices and implementing partners in the implementation of specimen transportation and other new initiatives

· Participate in program review meetings and share findings and recommendations related to the new initiatives

· Conduct regular literature review and suggest new impactful initiatives that can bring improvement in the overall TB program of Mercy Corps

Works Directly With: PPM Coordinator, Technical Advisors, Data management and M&E team and QA Coordinator

Knowledge and Experience

Master’s degree in software engineering, computer science, project management, development studies, monitoring and evaluation or similar field of study.
An overall five-year's experience and at least three years experience of managing mobile and web-based applications is mandatory.
Previous experience of managing mobile-based application for health programs will be a plus
Excellent communication and writing skills are essential.
