MEL Coordinator is will be responsible for coordinating the efficient and effective execution of MC flood response- 2022 deliverables for a variety of assigned projects, in a culturally responsible and responsive manner.

The MEL Coordinator is integral to advancing the MEL team mission will be responsible for overall coordination of response MEL activities within the partner/ PR team. S/he will ensure regular communication with the SRs on deadlines for MOVs, data, work plan and monthly/quarterly reports submission. S/he will also be responsible for maintaining the emergency program data bases, conducting analysis, spot checks, issue log, assessments, and providing guidance and inputs for improvements in the program.  

Essential Responsibilities

Monitoring & Evaluation

  • Develop and ensure that the MEL plans  are in place and implemented, keeping in view and incorporating the MEL principles, minimum standards and related aspects included in the PM@MC tool kit in all response projects
  • Provided technical guidance to response teams in the design and implementation of monitoring and evaluation frameworks and tools that help monitor the extent to which the projects are meeting objectives and delivering impact to the target communities.  
  • Identify gaps and develop capacity of program and partners teams on MC MEL concept and tools including understanding and using MEL systems throughout the project locations.
  • Coordinate the process and support various teams to collect relevant data and information to measure the progress against the targets and program outcomes. Extend the required support to help in the program periodic reporting requirements (e.g. monthly reports)
  • Extend the support in the reports review process by checking and ensuring satisfactory reporting against the projects log-frames, key results (outcomes and outputs) indicators plans (if any) and/or other MEL tools/parameters.
  • Maintain emergency program data bases and conducting analysis.
  • Develop and implement monitoring plans, conduct spot checks, maintain issue log, and update based on the agreed action plan
  • Conduct assessments and post distribution monitoring assessments, and provide guidance and inputs for improvements in the program.
  • Frequent visits to all program areas to provide guidance and support to team, monitoring of activities, assessments, and other related tasks.

Community Accountability reporting Mechanism (CARM) 

  • Ensure that CARM is utilized according to agreed MC principles and following the minimum standards of CARM.
  • Ensure affected populations opinions feed into program planning and design.

Research & Learning

  • Assist the teams in the collection of quantitative & qualitative information from various sources and compiles them for further use.
  • Coordinate and support evaluations and other learning events. (Terminal Reviews)
  • Assist the program/project design process by supporting teams in planning for M&E (setting logic models and log-frames).
  • Draft terms of reference for agreed upon MEL events; e.g. monitoring reviews, real time (process)/formative evaluations, final / summative evaluations.
  • Any other task assigned by the supervisor.  

Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Masters in relevant field 
  • At least 5-7 years of working experience, with at least five years’ experience in monitoring and coordination. 
  • Previous experience of working with an INGO is required.
  • Experience in implementing humanitarian projects, working with ECHO funded project and knowledge of the local context will be preferable.
  • Fluency in written and spoken English, and excellent writing skills. 
  • Must be proficient in the use of ODK based date collection tools (kobo toolbox, ONA, SPHENIX etc) computer especially MS Word, Excel and PowerPoint. 
  • Excellent communication skills.
  • Ability to work with a wide variety of partners and geographically dispersed teams.
  • Ability to work within a team, under pressure and with tight deadlines.
  • Ability to coordinate and communicate effectively with a large number of staff and partners.
