General Position Summary

The Project Manager will be responsible for the overall management, planning, implementation, monitoring & supervision and reporting of the TB project in Punjab, through Mercy Corps Lahore office (MC-PIU). Under supervision of the Director of Programs, the incumbent will provide technical and management support and guidance to project staff for implementing program activities; preparing monthly, quarterly, and yearly reports; and developing and following M&E Plans. The incumbent, in consultation with the TB Program team based at Country Office, will be responsible for strengthening the capacity of project staff through formal workshops, trainings etc. S/he will carry-out regular monitoring visits of the project sites, provide on-site technical support and will ensure quality, validity and timeliness of reports, in accordance with the Global Fund guidelines and requirements. S/he will also be responsible to ensure implementation of Mercy Corps policies and procedures and safety and security protocols. The Program Manager will also be responsible for maintaining close liaison with key stakeholders and representing Mercy Corps at various coordination forums at the provincial level.

Essential Job Functions Program Management and implementation

  • Be responsible for overall planning and implementation of the project
  • Provide overall management and supervision to the project in districts where MC-PIU is implementing the project
  • Coordinate regularly with Provincial TB Control Program Punjab and district level stakeholders to seek their support in smooth implementation of the project and to keep them updated about MC’s project’s performance. 
  • Be responsible for implementation, and programmatic and financial reporting
  • Ensure quality of program interventions and implement quality assurance guidelines/ checklists as per the requirements of the PR Unit 
  • Ensure implementation of all guidelines and recording and reporting tools
  • Conduct monthly meetings with Regional Coordinators and other project staff to review project performance, identify issues and make recommendations.
  • Ensure regular review of the progress made under different components of the program, identify trends and areas for improvement and provide guidance and support
  • Provide technical and managerial leadership to the team and conduct regular meetings, briefings and debriefings with the Regional Coordinators and project team
  • Be responsible for the review of Regional Coordinator’s field visit reports, provide timely feedback and ensure follow-up of the identified issues
  • Ensure review and analysis of Regional Coordinators and field staff’s monitoring checklists in close coordination with Manager Monitoring, Evaluation and Learning (Islamabad based)
  • Work closely with the finance and operations department to ensure all policies, procedures and deadlines are met.
  • Conduct monthly meetings with Finance for Budget versus Actual (BVA) analysis and devise a spending plan and share rationale for deviation (under and overspending).
  • Regularly review financial pipelines to ensure financial targets are being met
  • Ensure timely reporting as per the guidelines and procedures
  • Identify challenges and develop and implement mitigation plans in close consultation with the TB Program team based in Islamabad, Senior Technical Advisor Health and Director of Programs.
  • Organize quarterly progress review meetings of the field staff and submit the meeting report to the Director of Programs.
  • Assess knowledge and skills of project staff to identify strengths, weaknesses and gaps and make recommendations; accordingly, and build the capacity of the teams accordingly.
  • Work with the PR team to document best practices, lessons learnt, recommendations and way forward
  • The position will require frequent travel to the project sites for monitoring, supervision, quality assurance and liaison with various governmental and non-governmental partners.
  • Other relevant duties as assigned.

Team Management and Capacity Building

  • Lead project team to deliver the agreed outputs by carrying out necessary planning, implementation, and review.
  • Facilitate in capacity building of the team to ensure that the team understands the project key activities for successful implementation of all project deliverables.
  • Review probationary goals, performance of project team and identify training needs of team for improvement
  • Ensure that evaluations and disciplinary measures are made as necessary according to MC policy.
  • Support Director of Programs, MEL Manager, Compliance department and Country team during field visits and updates on project progress.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Design and conduct trainings in areas related to the project activities for staff.
  • Provide support and oversight to the Operations, Finance, HR and Security departments in close coordination with the Country Operations, Finance, HR and Security departments etc.

  Representation and Coordination  

  • Work in close coordination with the PR Unit, PTPs and DTCs for smooth implementation of the program
  • Maintain and ensure smooth relationship with the, PTPs and other relevant government departments as well as INGOs/ NGOs and UN agencies
  • Ensure strong coordination with provincial health department Punjab, hold regular meetings, and represent the work of Mercy Corps at the provincial level
  • Facilitate in taking necessary approvals required for smooth program implementation
  • Ensure timely submission of reports to PR unit as per agreed work plan
  • Participate in project related internal and external meetings and discussions

Supervisory Responsibility

  • Supervision of project activities, and the project staff (Regional Coordinators (04), Field Operations Coordinator, Senior Finance Officer, Data Management Officer, Security & Liaison Officer and Program Officer)
  • Probationary review and appraisals of staff directly reporting to this position Accountability

 Reports Directly To: Director of Programs

Works Directly With: The teams and in close coordination with the Senior Program Manager, Senior Technical Advisor, Technical Advisor-ECF, Technical Advisor-ACF, PPM Coordinator, Procurement, HR and Finance teams

Knowledge and Experience

  • Masters in Public Health or a relevant discipline
  • At least 07 years of experience (of which at least three years is a senior management role) in implementing and managing development sector programs particularly prior experience in managing Public Health projects.
  • Experience of working with INGOs is a must.
  • Experience of working with a Global Fund grant and/ or TB program will be a plus.
  • Excellent knowledge of the project management cycle and experience in managing complex projects.
  • Proven experience building capacity of staff, government bodies and collaborating closely with key stakeholders.
  • Inter-personal skills to influence and guide staff and excellent oral and written and communication skills in English. Fluency in local languages. Ability to communicate technical information in an understandable, informative, and collaborative manner
