I)                   Purpose of the Post:

The Department ensures and leads on the development of high, quality, participatory programmes as well as enhancing the quality and accountability of MAP’s work. It oversees the MEAL system to make sure that all projects are continually being monitored for effectiveness and appropriateness and that all lessons are documented and communicated to inform ongoing implementation of projects and future programming. It guides the Country Office in achieving the outcome of the projects and accountability to beneficiaries in line with MAP’s and donors’ policies and guidelines

II)                  KEY OBJECTIVE:

To establish and manage the PQD system including protection mainstreaming and advocacy that enhances the quality and accountability of MAP’s work following the organization’s standards, principles and guidelines as well as donor requirements

III)                JOB SUMMARY - KEY ROLES/RESPONSIBILITIES:

The Head of Programme Quality and Development (PQD) shall be responsible for contributing to the development of high quality participatory programmes, monitoring the quality of interventions and mainstreaming of protection and advocacy. The post holder shall as well be responsible to establish, maintain and manage a comprehensive and effective MEAL system for all programmes / projects that reflects our values and standards; ensure that the organization delivers on all internal and external MEAL requirements in a timely manner; establish a system for organizational learning; facilitates the country planning process; lend support in programme development; mainstream protection in strategies and implementation; influence stakeholders and provide technical support to MEAL colleagues and programmes/projects implementers as well as capacity building opportunities.

This shall involve working closely with other departments at Country and Field level to ensure delivery of these commitments

When delegated, the post holder shall represent MAP in various forums and/or to a range of external actors. The PQD department is also responsible for overseeing fundraising and donor liaison

IV)                MAIN DUTIES AND RESPONSIBILITIES:

1.       Programme Development:

·         Identify potential donors and carrying out research in order to understand their mission, policies, strategies, procedures and priorities including Develop stakeholder analysis, opportunity log, donor mapping for preparation of a Funding Strategy and market proposals to potential donors

·         Produce high quality, critically appraised projects proposals for funding from institutional donors and to ensure they have a clear sense of purpose and direction; close involvement in budget preparation, submission and follow-up

·         Responsible for grant acquisition ensuring country office has adequate funding to deliver on its strategic change initiatives (SCIs)

·         Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors 

·         Analyze and coordinate existing funded programmes and projects to ensure compliance with donor requirements

·         Ensure quality and timeliness of reporting to all external donors and International Office.

·         Coordinate with Communications Team and fundraising PR work to raise brand awareness of MAP

·         Ensure that all sectors apply a resilience and safeguarding lens to programme design and implementation aligned with Global and Country Strategy

·         Support colleagues in the analysis and appraisal of donor/partner reports submitted by field offices to ensure quality and timely submission and forma

2.       Monitoring and Evaluation:

·         Maintain a robust M&E and Accountability systems to measure achievement and progress toward programme goals and results

·         Ensure that the organization meets all internal and external requirements in a timely manner and with credible information

·         Strengthen MEAL systems and processes to guarantee progress and achievement toward programme/project outcomes/objectives

·         Lead internal and external programme/project evaluations as required and ensure conduct of baseline, midline, endline, assessments as necessary

·         Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programmes. This includes the sharing of data and high quality MEAL reports with programme teams, partner organisations, cluster partners and donors

·         Review monitoring reports and project reports and provide necessary technical guidance to ensure compliance with programme/project requirements for monitoring and evaluation

·         Ensure that verifiable data are regularly collected and analyzed across programmes/projects, shared with relevant stakeholders to inform programme/project design and review

·         Support Programme Department in ensuring that all programmes/projects are designed and implemented in accordance with international standards (i.e. CHS, SPHERE etc.)

·         Oversee the implementation and continued review and enhancement of MAPs accountability and quality initiatives, including an effective complaint response mechanism, ensuring that they are integrated into the programmes

3.       Staff Management, Mentorship, and Development – Program Quality and Development:

·         Provide leadership and guidance to MEAL personnel at field offices

·         Ensure appropriate staffing within Programme Quality and Development at Country and Field Level

·         When delegated, s/he represents MAP to a range of external actors, including beneficiaries and other key stakeholders such as local/provincial/national governmental authorities, UN agencies, peer organizations, NGOs, CSOs and the private sector

4.       Knowledge management /Learning:

·         Establish and maintain a system for organizational learning (i.e. developing tools & guidelines, dissemination of learning & good practices)

·         Support identification of innovation in programming and ensure evidence-based results are applied in designing programmes/projects

·         Identify opportunities to communicate programme/project learning and information sharing/learning exchanges with other actors

·         Support Programme and Communications departments in the development of relevant modules and resource materials to support quality programming

5.       Advocacy/ Campaigns:

·         Advocate and influence for development and implementation of appropriate policies, and establish an operating environment on key issues - in close consultation with stakeholders at national and state level including government and communities

·         Create and maintain stakeholder contact lists, liaise with individuals and media outlets and develop and manage relationships with key media partners including outlets, PR agencies and contractors.

·         Optimise MAP representation within advocacy/lobbying networks in Pakistan and the region

·         Raise awareness among the public and those in positions of authority of the unique issues of the right holders in our programme areas

·         Develop strategies to foster participatory advocacy and self-expression at community level

·         Produce and disseminate position statements and lobbying letters on key humanitarian and development advocacy issues, proactively and in response to events.

·         Collaborate with programme & technical colleagues to ensure core messaging is consistent with advocacy strategies and opportunities are explored to promote these strategies

6.       Networking and partnerships: 

·         Build relationships with donors, partners, international organizations, government, NGOs and Partner Organizations at all levels both internally and externally. For example: line ministries and departments (environment and climate change, education, social welfare, NDMA) and donors (DFID, EU, ECHO, NDRMF, CWW/ OFDA, PPAF, UN agencies – UNOCHA, UNICEF, UNHCR, UNFPA, WFP, and various Embassies)

·         Engage actively with private sector to explore possibilities for partnership

·         Establish and manage local NGO partnerships

2.          

·         Explore partnerships and forge linkages with academic institutions, youth and socio-civic organizations, corporate foundations, and the like

·         Identifies and secure potential partners and funders for advocacy programmes and projects

·         Assist in the conduct of international days and global events including tapping media, religious and local leaders that are geared toward creating awareness of MAP’s advocacies

7.       Mainstreaming:

·         Mainstreaming strategies and principles as per MAR strategic framework, policies, guidelines and programme/ projects

·         Keep an up to-date overview of operational matters with knowledge of mainstreaming issues

·         Build staff capacity on mainstreaming issues with special emphasis to Gender, Children, Elderly and Persons with Disabilities
