General Scope of Responsibilities HR Manager:

1.      Manager Human Resource &Administration [HRA] will be one of the senior members of “Hospital Administrative Machinery” working directly under the supervision of ‘Hospital Administrator’ and CEO for all practical purposes.

2.      He will assist the management in the full scope of human resource management functions and related administrative tasks. 

3.      He will be responsible to ensure organization’s human and other resources are used efficiently and effectivelyto achieve top management’s central goal of patients’ satisfaction and consultants’ satisfaction for all practical purposes.

4.      Manager Human Resource & Administration will be expected to organize and manage the mandatory functions of Human Resource Department as per laid down Hospital policies and ISO procedures.

5.      He will continuously assist management in developing, implementing, maintaining and reviewing of hospital policies, rules and regulations in compliance with all applicable employment laws and regulations.

6.      He will be expected to act proactively and provide support for manpower planning, recruitment and selection process well in advance. For this purpose, he will maintain daily update of staff in each department to ensure smooth flow of three shifts hospital operational activities.

7.      He will be expected to organize daily ‘Coordinating Committee Meeting’ of ‘Hospital Administrative Machinery’ headed by Hospital Administrator and the Managerial Staff. And expected to take notes of daily meeting for timely decision making and actions.

8.      He will be fully responsible to carry out following Human Resource Functions:

Ø  Need Identification / Replacement of Jobs;

Ø  Job Advertising, Applications Assessment;

Ø  Verification of Selected Candidates Documents;

Ø  Preparation / Maintenance of Personnel Files & Receiving of Relevant Documents;

Ø  Organizing Employees Interviews as per need and otherwise in a planned manner;

Ø  Conducting New Employee Induction Program / Effective Orientation of Staff;

Ø  Hiring & Firing of Employees as per Rules & Regulations;

Ø  Issuing Appointment Letters duly signed by Hospital Administrator or CEO;

Ø  Conducting Enquires/ Explanations and Taking Disciplinary Actions as per Rules;

Ø  Preparing and circulating ‘Office Orders’ or ‘Circulars’ and maintaining their record;

Ø  Ensuring documents received are duly signed by staff;

Ø  Expected to develop ‘Master File Folder’ for all in-coming- and out going mails;

Ø  Marking Daily Attendance. Supervising Evening /Night Shifts Attendance of staff;

Ø  Organizing ‘Double Duties’ in consultation with Nursing Matron / Other Managers;

Ø  Formally recording of Double Duties and Over Time on regular basis;

Ø  Preparing updated ‘Monthly Salary Statements’ duly checked before submission;

Ø  Developing / Revising ‘Job Descriptions’ as per changing requirements;

Ø  Responsible for official correspondence via Hospital Administrator’s signatures;

Ø  Addressing Staffs Genuine Grievances and Effectively Solving Official problems.

Ø  Ensuring availability of work stations, working tools and related items for staff;

Ø  Filling/maintaining employees leave record, salary slips/ cheques, certificates issued;

Ø  Assisting in performance appraisal or evaluation of employees;

Ø  Oversee employees discipline and their compliance as per rules / regulations;

Ø  Assist in identification and analysis of staff training, career growth and development;

Ø  Contribute in the improvement and development of HR processes / activities;

Ø  Effectively administer the Time Management System (TMS). This includes making sure all new and old employees are enrolled into the system. Issuance and Cancellation of employee cards. Maintaining daily and monthly attendance record etc. And effectively handle payroll in accordance with the TMS.

9.      In administrative capacity, he will carry out the following administrative duties:

Ø  To daily update CEO about hospital staff attendance, IPD statistics/planned cases etc.;

Ø  To update CEO about 24/7 hospital activities and any matter that needs his attention;

Ø  To develop nucleus of Admin /HR Office in order to assist HA in the effective management of newly formed ‘Hospital Administrative Machinery’;

Ø  To assist management in ensuring occupational Health& Safety of the hospital;

Ø  To ensure safe and secure hospital environment round the clock;

Ø  To effectively handle Security Guards, Organize & Monitor their duties on daily basis;

Ø  To be well informed about Daily, Weekly/Monthly ‘Duty Rosters’ of different Departments;

Ø  To control and manage ‘Purchase, Storesand Staff’. Proactively meet ‘Linen’ needs;

Ø  To control and manage ‘Printing, Publication, Promotion’ matters and materials;

Ø  To control and manage ‘Record Room’ staff and affairs for all practical purposes;

Ø  To ensure ‘Fire Fighting’ equipment is maintained as per SOPs and staff trained;

Ø  To ensure ‘Visiting Consultants’ Guests / Special Visitors handled courteously;

Ø  To assist in organizing official visits, conferences and meetings in Conference Room;

Ø  To closely watch effective working of exchange, electric supply, allied services by keeping close rapport with concerned managerial / supervisory staff;
