About PPAF
The Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up as a fully autonomous private sector institution, PPAF enjoys facilitation and support from the Government of Pakistan, the World Bank, International Fund for Agricultural Development (IFAD), and other statutory and corporate donors. The PPAF aims to be the leading catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions such as support to social mobilization, microcredit, community physical infrastructure, water, energy and disaster management, livelihoods, capacity building, health & education and environment and social safeguards at the grass roots/ community level through a network of more than 100 Partner Organizations across the country.
Background and Objective
In recent past, spinoff activity has been completed and new microfinance institution naming Pakistan Microfinance Investment Company (PMIC) has launched. Before that, PPAF and Microfinance were jointly making policies and strategies as a single institute, but now situation has been changed. PMIC has its own management & policies and there is a need to develop strategies specifically for current structure of PPAF.
The objective of this assignment is to develop strategy on Innovation, Education & Youth. The individual consultant will review the existing relevant material, manuals and strategies not only at PPAF level but also PO and CIs level. Such review will also take various existing best practices, government acts, rules and regulations. The consultant would suggest recommendations for improvement in areas of education and youth and work on innovation.

Consultant Qualification and Experience
Individual consultant should have at least 15 years of overall experience and at least ten (10) years of experience in strategy development. At least Master’s or equivalent degree in Social Sciences is required.

The assignment is expected to be completed within six (06) months from the date of signing of the contract.

The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country. These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices.
