Introduction:

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up by the Government of Pakistan as an autonomous not­ for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women.  The  core operating  units  of the  PPAF  deliver  a range  of development interventions at the grassroots/community level through a network of more than 125 Partner Organizations (PO) across the country. These include social mobilization, support for livelihood, enterprise and employment, skills development, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices.

Background and Objective:

PPAF works with a large and expanding group of partners in the public, private and community sectors. It has an expanding and diversifying portfolio of relevant and innovative programs. PPAF is growing, learning and adapting at a rapid pace. PPAF is implementing infrastructure, livelihood and institutional development components across the Pakistan through multi-donor funding programs. In view of changes occurred during the last couple of years, restructuring, changes in business processes, introduction of new programs and changes in PPAF’s priority areas etc, PPAF planned to review and update existing Grants Based Manual.

A team of grants group worked on the Grant Based manual in close coordination with concerned units. The committee worked on Grant Based Interventions (Manual 2011) that composed five chapters including; introduction to PPAF, the structure of PPAF, the PPAF strategy, grants proposals and appraisals and monitoring and evaluation of PPAF supported interventions. The objective of committee was to identify missing links, develop new formats, update procedures and processes, eligibility criteria for POs and programs, disbursement flow chart, develop monitoring guideline, appraisals for solicited and unsolicited proposals etc. Accordingly, the team reviewed and updated introduction to PPAF, PPAF structure and strategy, grants proposals and appraisals for program components including;

  • Human and Institutional Development
  • Livelihood Enhancement and Protection
  • Water, Energy and Infrastructure
  • Education, Health and Nutrition
  • Disaster Preparedness and Management including climate change
  • Revolving fund for interest free loan

PPAF now needs services of specialized professional to convert the work done into a control environment covering program and financial aspects of grant making. His person will develop a set of standard formal procedures and processes that will apply to all of PPAF’s grant programs and grant sectors, from solicitation, through assessments, award, detailed planning, grant opening, grant management, monitoring, disbursement and grant closure. Similar procedures will be finalized for unsolicited grants. Formats will be developed as needed for these steps.

Scope of Work:

PPAF requires the services of consultant, to review and update PPAF’s Grants Manual. The consultant will be required to review and finalize the following;

  • Review the working document prepared by committee.
  • Convert the document in formal manual with steps for solicited and unsolicited grant proposals.
  • Study PPAF’s core values and procedures and incorporate into the manual.
  • Incorporate good practices for grant management.
  • Consolidate first draft for perusal of the senior management.
  • Consolidate second draft for presentation to BoD.

Qualifications and Experience Required:

The Consultant should be certified financial consultant and have CA qualification. He or she should have at least eight years strategic envisioning experience in grant making and grant control, as well as grant management, due diligence, risk management and compliance. He or she should also have experience of developing manuals, policies and procedures (to be submitted if shortlisted). Work experience on grant-making donor-funded project intervention in development sector will be essential. International experience will be an added advantage.

Selection Methods:

The individual consultant will be selected in accordance with the Selection of Individual Consultants’ method set out in the Section V of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (2011).

Intellectual Property:

All information produced during this assignment shall be the intellectual property of the PPAF and it shall not be shared with any third party without prior written consent of the PPAF through its CEO.

Reporting and Coordination:

 

The consultant will report to the Sr. Group Head – Grants Operations. He or she will work closely with the committee working on the manual.
