The CEO will be responsible for the overall leadership and management of the PSWC to achieve its vision, mission and objectives while inculcating its stated values. He/she will be responsible to ensure that the PSW system is developed and implemented as per the project timelines and in accordance with the global best practices. Working under the guidance of the Board of Directors of Pakistan Single Window, the Governing Council shall be the apex body. The CEO will be responsible for creating and nurturing a conducive environment for technological innovation, reforms, and development of ICT based solutions to ensure efficient compliance with regulations related to cross border trade ecosystem. The CEO will be responsible for maintaining strong relationships with a diverse range of stakeholders that are important collaborators in realising PSW’s vision and activities. He/she will not only lead and manage the PSWC in accordance with the corporate best practices but also to drive simplification and digitalizing Pakistan’s cross border trade ecosystem.

Duties/responsibilities 

Strategic Leadership and Delivery

i. Ensuring discharge of responsibilities of PSWC as the Operating Entity under provisions of the PSW Act, 2021, rules and regulations notified thereunder and policies framed by the Board of Directors of Pakistan Single Window under Public Sector Companies Corporate Governance Rules to achieve its objectives as defined in its Memorandum & Articles of Association;

ii. Lead timely operationalization of the ICT based PSW system ensuring effective integration of Customs, Other Government Agencies (OGAs) and economic operators as per PSW’s guiding principles and design document/ implementation roadmap;

iii. Plan and implement new PSW components such as the Trade Information Portal (TIP), Port Community System (PCS), up-gradation of WeBOC, E-Commerce etc. to deliver on PSW’s strategic objectives;

iv. Conceptualize and implement innovative projects to facilitate regulatory compliance and efficient management of cross border trade in PSW, WeBOC, and PCS etc in collaboration with Customs, OGAs and private sector;

v. Lead effective integration with other national, regional and global single window systems;

vi. Provide leadership and support to Customs and OGAs in alignment of their business processes, procedures, information requirements and automation related to regulation of imports, exports, transit trade and associated transport with the PSW;

vii. Provide strategic guidance for resource mobilization/optimal utilization of resources;

viii. Ensure meaningful monitoring and evaluation of PSW program and performance to assess and report the impact PSW on Pakistan’s cross border trade; and

ix. Lead PSWC to become the preferred choice for public sector reforms and automation in Pakistan and beyond especially in cross border trade management.

Stakeholder Engagement and Partnerships

i. Represent the PSW system and company at the highest level ensuring that PSW’s role within the country’s cross border trade facilitation is well understood through direct engagement with policymakers, and through the execution of an effective media strategy;

ii. Liaise and maintain effective partnerships and operational collaboration with the public and private sector stakeholders such as federal and provincial ministries/government departments, PSW Secretariat and Governing Council, port (land/air/sea) authorities, financial institutions (banks, insurance companies etc.) chambers of commerce and trade associations etc. interacting on the PSW platform for effective public delivery;

iii. Represent the PSW and its work with external stakeholders including multilateral and bilateral development partners and other international fora to build effective partnerships and collaboration to support trade facilitation;  

iv. Help develop rigorous management and communication systems with the Board of Directors, PSW Governing Council/Secretariat, Customs and OGAs to ensure the implementation of and strict adherence to Board’s decisions and other PSW related government policies in a timely manner; 

v. Supervise development and implementation of a comprehensive communication and change management strategy to ensure comprehensive PSW outreach while ensuring that all users of PSW system and stakeholders are timely on-boarded; and 

vi. Partnering with private sector to utilize the PSW platform for provision of value added services in matters related to cross border trade.

Operational Management & Administration 

i. Provide technical and administrative leadership to the company including development of strategies, budgets, work plans, monitoring and evaluation plans, ethics and legal compliances, and reporting in realizing the company’s vision, mission, goals and values;

ii. Identify, raise and pursue early resolution of snags in smooth implementation and operations of PSW system by the Governing Council or the Lead Agency through the Secretariat;

iii. Support the Secretariat/Lead Agency in implementation of PSW related PC-1;

iv. Provide general oversight of the Company, manage its daily operations, and ensure a smoothly functioning efficient and effective organization preferably using automated systems;

v. Pursue global best practices on company management and administration and encourage and facilitate technological innovation and research in its core activities;

vi. Represent management in the Board of Directors and before the PSW Governing Council or other government entities;

vii. Keep the Board and other stakeholders informed of the Company’s activities, identify problems and challenges that need intervention by the Board or the Governing Council;

viii. Ensure the Company’s compliance with all corporate governance related regulations under Companies Act, 2017;

ix. Ensure that PSWC complies with all its Service Level Agreements and MoUS with Lead Agency, OGAs as well as achieve performance management benchmarks as set by Governing Council;

x. Ensure provision of required services to the Lead Agency in all matters related to reforms and automation;

xi. Assist the Board and the Governing Council in strengthening the overall governance of the PSW and implementation of its policies;

xii. Ensure program quality and organizational stability through regular monitoring and evaluation, implementation of internally accepted administrative and operational standards and controls, systems and procedures; and

xiii. Ensure alignment of the Company’s operations with its strategic objectives through development of the annual strategic and business plans.

Financial Management

i. Work closely with the Chief Financial Officer to develop annual financial plans and ensure their implementation; 

ii. Will be responsible for the management of the Public Sector Company and for its procedures in financial and other matters, subject to the oversight and directions of the Board.

iii. Making appropriate arrangements to ensure that funds and resources are properly safeguarded and are used economically, efficiently and effectively and in accordance with all statutory obligations.

iv. Oversee the fiscal activities of the Company including budgeting, financial management, reporting, and audits;

v. Supervise the financial affairs of the Company and ensure safeguarding all assets of the Company on behalf of the subscribers/members;

vi. Explore business development opportunities consistent with the Company’s vision, mission, and stated objectives for implementation of tech-based solutions for facilitation of cross border trade and transport; 

vii. Be responsible and accountable for the management and performance of the Company before the stakeholders including Board; and

viii. Ensure that PSWC remains financially viable and self-sufficient.

Human Resource Management

i. Exercise authority over personnel and human resources and strengthen performance management by developing and implementing key performance indicators/targets across the PSW Company including the executive positions and ensure conducive environment for achievement of these KPIs;

ii. Encourage employee engagement in Company activities and foster an open and safe work environment for employees to ensure recruitment, motivation, and retention of quality staff; and

iii. Implement a meaningful performance appraisal system focused on improving outcomes and overall performance of the employees.

Experience:

• Demonstrated experience of implementing/leading digitalization projects preferably in the public sector to improve public service delivery;

• Demonstrated experience of creating and leading successful partnerships with international development partners, government agencies and the private sector;

• Candidates having prior experience with public sector engagement, international trade and trade facilitation, single window/paperless customs/trade portals implementation and/or having knowledge of business practices and operations of cross border trade and regulating agencies as well as digital transformation, automation, implementation of change management programs and best governance models shall be preferred;

• Strong advocacy, communication, and representation skills required to interact with stakeholders;

• Candidates must have the ability to work under tight deadlines and manage multi-stakeholder, multi-disciplinary collaborative environments;

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business. Guiding vision and mission objectives: VISION: Pakistan will establish a world-class automated hub by 2022, offering services and creating efficiencies, to reduce cross border trade related costs, time and complications for improved trade facilitation and compliance. MISSION: Improve cross-border trader processing by providing centralized ICT based services, simplified processes, effective and reliable automation, harmonized data exchange and risk-based selectivity in enforcement of government’s regulations.
