I am a qualified chartered certified accountant with more than 13 years of experience in finance admin and procurement departments in NGOs/social sector, public sector, and private sector organizations. I started my carrier as an accountant in a legal firm in the United Kingdom and currently working as a finance expert in the UN GLOF-II project in Planning and development department.
I have ample experience in the field of finance, admin, Logistics and procurements section and worked with various donors including UN, IFAD, KFW EU, etc. In addition to this, I enjoy working in diverse environments, I have a particular interest in the projects where the project is being implemented with the involvement of local communities.

GLOF-II Project is USD 37 Million project of government of Pakistan funded by the United Nations Development Programme to builds on the measures piloted by GLOF-I and aims to empower communities to identify and manage risks associated with GLOFs and related impacts of climate change, strengthen public services to lower the risk of disasters related to GLOF, and improve community preparedness and disaster response. Being the Finance Expert in main project executing agency (Planning & Development Department), my responsibilities are as follows:
·         Verification of expenditure submitted by line department, Bank reconciliation in PKR and USD prepared by staff and submission to UNDP/GLOF
·         Ensuring all the formalities are ensure for all the payments
·         Conduct spot checks, monitor and conduct physical checks of work carried out in accordance with the expenditure report submitted to P&DD by line departments
·         Annual budget preparation, monitoring of budget vs actual report monthly and seek explanation of variance reports submitted by the departments.
·         Responsibility of preparation of financial statements. Provide support to the auditors and supervision mission during the audit and supervision mission.
·         Provide support to line department to ensure the implementation of audit recommendation by UNDP and third party audits.
·         Implementation of financial controls and ensuring compliance of internal policies and donors’ agreements
·         Submission of Financial Report to UNDP through the FACE FORM as required by the donors.
·         Any other task assigned by the P&DD and UNDP

Economic Transformation Initiative Gilgit Baltistan (ETI-GB) is a USD 120 million project of Government of Gilgit Baltistan co Funded by the International Fund for Agricultural Development (IFAD) to reduce malnutrition and poverty as well as augmenting the livelihood resource base of communities in Gilgit-Baltistan. My responsibilities as the Head of Finance and Admin are to implement financial, admin and procurement related policies and management of the project portfolio for the smooth functioning of the project towards achieving its objectives. Specific tasks are as under:
Formulation of financial, Amin and procurement policies, procedures and systems ensuring that the policies arein line with required statutory standards, related laws of the country and loan covanent.
Implementation and strengthening of the Financial, admin and procurement control system
Oversee the Financial, Admin and procurement Reporting function of the project to  ensuring accurate and timely reporting of Financial Information and other related information to Government authorities, Fund providers and other stakeholders in timely manner.
Organize the Preparation of Annual Financial budget as pet requirement of project for the smooth functioning of project activities including budget for CAPEX and OPEX.
Verification of SOE, Bank reconciliation in PKR and USD prepared by staff and submission to IFAD through IFAD Online portal.
Supervise and monitor contracts with service providers, partner, VAC and communities
Provide support to the auditors and supervision mission during the audit and supervision mission.
Implementation of financial controls and ensuring compliance of internal policies and loan covenants/agreements
Preparation of financial statement based on IPSAS cash basis accounting standards
Financial analysis and resources management, liquidity management and short/long term cash flow planning to ensure funds are timely available for Utilization. Follow up with Donor agencies for timely disbursements through reconciliation and reporting
Monitoring of budget and tracking the expenditure and identifying any significant variances and working with project teams to take corrective actions
Overall supervision of the administration, Procurement and HR staff in execution of their routine activities.
Ensure the effective coordination/communication between Programme Coordination, Regional Coordination, Implementing partners, Scheme Management teams and field staff on financial matters

Overall responsibility is to improve financial & operational systems of implementing partners (Local Support organization (LSOs) village and Women Organizations to enable them to successfully implement generic and donor funded projects and Programs
Establish Community Health Revolving Fund (Micro Financing Product) to meet the health-related urgent needs at LSOs and V/WOs
Regular Compliance reviews and monitor saving systems and the lending systems of V/WOs and LSO to ensure that the record accuracy.
Ensure Compliance with different donor financial and reporting requirements e.g. USAID, EC. Etc and reports on compliances with Donor Agreements.
Supervise the Local Support Organizations (LSOs) to maintain timely, accurate and transparent financial record and compliance with the lending policies and Donor’s funding requirements.
Help Civil Society Organizations and other community-based organizations to comply with government regulation.
Help LSOs/CSOs to develop Memorandum and Article of Association. (Newly formed organization)
Ensure the compliance with the legal requirements imposed under the registration authority.
Prepare final accounts and help LSOs staff to prepare accounts for the management and other users.
Verification of expenditure for the different donors against the budgeted activity to ensure that the expenditures are charged against the right head of accounts
Conduct financial management training for LSOs staff on need basis and other training deemed necessary.
Evaluate training providers manual and training delivery methods using post evaluation forms and also conducted training on financial management as and when required.
Technical backstopping on preparation of strategic plan, tactical plan, operational plan and sustainability plan of implementing partners.
