Objective 1: Surveys & Assessments

 Objective 2:Project design and implementation

Assist supervisor/line manager in documentation/desk review for all the projects and give feedback and ensure alignment to minimum standards;
Extract and analyze firsthand information of the existing surveys carried out in program base and provide key findings to be incorporate in the need assessment section(s) of the proposals or concept notes. 
Ensure that implementation of field activities adheres to SIF’s monitoring and evaluation system;
Provide technical inputs in program development process and facilitate in log frame formation (e.g. indicators, MOVs and risk & assumption matrix development)

 Objective 3:Monitoring and Evaluation
          Develop M&E Plan for every new projectin PMP tool with coordination with the project manager and get it approved from the immediate supervisor and the MEAL Manager;and follow the M&E Plan during project implementation.

Carry out regular and routine field monitoring of program activities and produce monitoring visit reports on the given format; conduct debrief sessions with relevant program staff and develop an agreed action plan; and report to MEAL Manager and Base Manager.
Carry out follow-up monitoring visits to materialize actions agreed in action plan, also maintain Monitoring-Action Plan Tracker at field level; and report to MEAL Manager and Base Manager.
To assist in planning and implementation of internal monitoring and evaluation exercises and impact assessments in terms of case/success stories and during project evaluation when needed.
Manage all internal evaluation activities of the base; systematically ensure the analysis of results is shared with stakeholders.
Ensure and support the completion of the beneficiaries database in coordination with the program team.
Review and update PMP of each project in his/her respective program base during monthly review meeting and share with MEAL Manager along with complete MOVs.
Support MEAL Manager in developing TORs for evaluation of the project(s) and support external evaluator in conducting independent evaluation at project sites.

 Objective4: Accountability
      Ensure accountability at the field level during program implementation by orienting program team and beneficiaries during activities on SIF CRM/CBCM.

Ensure display of CRM banners and boxes are installed at activities intervention locations and visit the targeted locations/areas/villages under project(s) to identify the gaps and challenges regarding CRM implementation.
Ensure beneficiaries have been oriented by project and MEAL team before start of each project activity and make sures that complaints and feedback are properly acknowledged, registered, processed, resolved timely and being responded to the complainants and feedback provider.
Share updated CBCM/CRM database routinely with MEAL Manager at the country office on monthly bases.

 Objective 5: Learning

Support MEAL Manager in organizing monthly/midyear/annual review meetings and lessons learnt workshop;
Take minutes of the review meeting and lessons learnt workshop and share with MEAL Manager.
Identify and document time to time the key learning points during project implementation in the field and share during monthly reporting submissions to MEAL Manager at country office level and at base level with Base Program Manager.
Lead in developing case studies or success stories to be used as lessons learnt and for monitoring/evaluation purposes.

 Objective 6: Coordination

Ensure smooth coordination with key working groups in the field level and other stakeholders such as VDCs, Committees, Cooperatives, and Government Line Department in terms of monitoring.
Ensure to involve the stakeholders in project monitoring and supervision and building their capacity therein.
Ensure very good upward, parallel and downward inter and intra department coordination with his/his line manager and sub-ordinates and with other team members and act as pro-active team member. 

Objective 7: Reporting & Communication

Meet the reporting deadlines on weekly and monthly bases and share MEAL reports timely with Program Project Manager and MEAL Manager.

 Facilitate SM Induction Trainings as well as all Refresher Trainings with the help of Line managers.

Relating and Networking (Community Engagement)
 Identify Non-Government Organizations (NGOs) and Civil Society Organizations (CSOs) who can

particularly in resistant pockets, to support Polio Eradication Initiative (PEI) activities.

Responsible for making ‘Best Interest Principle’ and Best Interest Documentation the center of all interventions.
Establish and capacitate district-based Child Protection Referral Mechanisms/pathways.

Ensure that each case management officers is effectively carrying out Case Management and provide guidelines according to Case Management guidelines and Standard Operating Procedures through regular individual and team meetings and case reviews with case management officers.
Ensure cases receive appropriate support; and when needed, support individual cases, and provide regular monitoring of all aspects of services.
Assign and review case management officers caseloads to ensure they are manageable and share challenges with supervisor.
Conduct post-service interviews to evaluate the quality and impact of case management by the case management officers. Document feedback and analyses trends regularly; discuss lessons learned with the team.
Ensure appropriate case management for Child at risk and ensure accurate use of referral pathways in the field and assist clients to access legal, educational, health, vocational and other services etc.
Regularly liaise with the Child Protection Team for support and case conferencing together with the relevant protection manager.
Establishing liaison with service providers in protection related matters.
Hold regular caseworker mentoring and couching sessions and cases conference meetings based on identified needs/ gaps, record and report them accordingly.
Ensure accurate documentation of cases according to WFP standards and maintain all records in a secure and confidential way.
Supervise the proper documentation and compilation of case management forms in accordance with all case management steps and related tools and procedures.
Participate in the project meetings to share regular updates e.g., number of cases open and closed and major categories including trend analysis of the cases through child protection case management MIS/Database.
Identify gaps in services or risks shared by the survivor and report these to the protection manager.
Participate and conduct relevant trainings and capacity building events organized by WFP or as per the nominations to participate in other events.
Develop and submit progress reports as required by the line manager.
Ensure that all cases are filed, and that information is reported in detail about the case, background, case plan, follow up and actions taken.
Assist the Data Entry through case management MIS/Database in providing statistics and reports to the data management officer.
Ensure that the data registered in the files and computers is safe and kept confidential.
Prioritize and lead training in case management and follow up of the training sessions.

1. Under direct supervision of Community Mobilization Specialist  and overall supervision of Community Security and Social Cohesion Specialist, providing support to the implementation of the programme activities: 

Collect and analyse information to map numbers, locations and other data of security and justice institutions within target region;
Lead needs assessments in target areas to inform program development and implementation utilizing tools developed by Community Security and Social Cohesion Specialist and other rule of law and community security personnel of the;
Identify communities with particular needs and vulnerabilities where Project activities should be prioritized in keeping with the programme implementation strategy;
Provide technical advice to local communities to assess and prioritize key threats to community security and help them develop plans to respond at local level for enhancing security and access to justice;
Mobilize local communities, police, public prosecutors’ offices, and local government to implement community security coordination mechanisms;
Prepare the work plan for all community mobilization activities. The content of community mobilization activities will include but are not limited to the following: local problem analysis; assessment of vulnerabilities, capabilities, and available resources; preparation of community profiles; support and capacity building of Community Security Working Groups (CSWG); assisting communities in preparation of prioritized Community Security Action Plans (CSAP) and implementing them through project-based activities; supporting target communities in monitoring and evaluation activities implementing;
Provide support for the strengthening of community based organizations and associations to undertake their own development initiatives with special emphasis on empowerment of vulnerable men and women (including IDPs, youth at risk, elderly people, people with disabilities and others); 
Ensure coordination with local partners to facilitate the implementation of community projects through the Small Grants Facility managed by Small Grants Officer and assist him/her in monitoring how funds are used and results are achieved;
Together with the Community Mobilization Specialist, lead in the capacity building activities, including trainings for community organizations, leaders or focal points; 
Ensure that capacity development activities will target all stakeholders through on-the-job training, awareness-raising activities, knowledge and information sharing, and formal capacity development activities, particularly in community mobilization;
Develop training designs and modules, work plan and organize training programs in relation to the program implementation; 
Prepare regular progress reports, and other reports as required;
Promote the Project by providing substantive input for stories, articles and other PR activities;
Assist with donor visits, provide services of donor guide during donor visits and events;
Perform other duties as required.

2. Building partnerships with Project stakeholders and partners:

Liaise with local authorities, civil society organizations, security services providers, and local business partners to ensure programme related activities are implemented in coherent and coordinated manner; 
Ensure expanding partnerships and cooperation between communities and the local municipalities for the implementation of local community projects and to ensure local needs, priorities and initiatives are integrated into the planning of the local authorities, police, public prosecutors, courts, and security services;
Ensure close coordination with the activities of other UN agencies, with special focus on those by UN Women, UNFPA and UNICEF. 

3. Provide support to the Project management and implementation:

Lead the quarterly community programme review;
Provide inputs and maintain a systematic database to store and information on community needs, capabilities and resources available;
Provide inputs into regular programme reports to the donor;
Collect and maintain information for hromada profiles – safety, security and environment risks (i.e. information regarding key personnel, locations of key institutions, SWOT analysis etc.);
Contribute to external communication by drafting input for press releases and information notes, producing news write ups, maintaining thematic blogging and social media accounts, etc.; 
Ensure supervisors are aware of changes to community security and access to justice issues on the ground;
Perform other duties as necessary.

Measurable outputs of the work assignment:

Monthly/quarterly/annual/ad hoc reports, risks assessments are prepared and updated; 
Programme activities implemented in keeping with personal work plan;
Community workshops, focus group discussions, meetings and other community mobilization activities organized and supported;
All programme activities implemented in keeping with project Communications Strategy and using the community mobilization for empowerment methodology and participatory tools; 
All assignments performed in a quality and timely manner.
