Job Description
Maintenance of logistical functions with MERF protocols and procedures, to ensure site objectives are achieved in collaboration with the logistics Manager
Responsible for site administration in close collaboration with health authorities, LD team and Country Office.
Responsibilities/Accountabilities
Ensure MERF standard procurement practices are implemented. Including all documentation to satisfy Donor regulations and MERF Procurement Policy at the field level Keeping records to full audit trail standard under Donor regulations as well as MERF Internal Procurement
Procedures and Policy for MERF activities at the field level and assist / support on their implementation.
Ensure there is proper communication and co-ordination with the relevant departments regarding procurement and delivery of supplies and all parties are informed of any changes in a timely manner.
Ensure the proper elaboration, follow up and works inspection, for contracts on works or services and that they are in line with MERF standard policies and procedures for procurement and are of optimum quality standards.
Take a pro-active approach to ensure all goods required for the project implementation are in place when needed.
Prepare procurement plans for goods to be purchased locally or through the Islamabad procurement department and anticipate lead times needed for transport and distribution.
Ensure the establishment and maintenance of good professional working relationships with suppliers and contractors.
Oversee all rehabilitation work being done on health facilities, keeping Islamabad logistics updated on progress / delays.
Ensure all utility bills are received, checked and paid timely
Supervise kitchen/dietary supplies and maintain proper records
Oversee the fleet management at field level and ensure the provision of transport services to MERF program departments and staff are efficient, sufficient and always secure.
Ensure the road worthiness and safety standards in all active vehicles in the fleet.
Ensure all generators are regularly serviced, and all faults are reported to Islamabad immediately.
Oversee the fuel consumption of vehicles & generators and comment / alert the Logistics Manager and Project Coordinator whenever normal rates and standards are exceeded.
Ensure for the preparation of regular, timely and accurate logistics narrative reports and security updates as well as procurement report, assets update, communications directory, fuel consumption and stock reports as per MERF policy, to be submitted to the Logistics Manager and the Project Coordinator by the end of each month.
Actively participate in the elaboration of donor reports, budget forecasts and project spend out plans as required.
Any other task assigned by supervisor.
Procurement: Responsible for all purchasing in line with the internal procurement procedures and their follow up (procurement file, call for tender, distribution, suppliers follow up, etc.).
Fleet Management: Responsible for fleet management (cars rental contract, vehicles maintenance, fuel follow up, drivers training, etc.) and organization of any field movements (flight booking, hotel booking, etc.)
Stock Management: Responsible for managing all assets from inventory to storing and maintenance.
Staff Safety: Responsible for ensuring staff safety in the field and office by putting in place necessary measures and standard operating procedures and ensuring the staff practicing with the support of the Base Manager/ Field Coordinator..Assets and Property Management:Ensure the safety and effective use of all SIF assets and properties in the officeAccount for the overall compliance with assets, properties and premises management procedures
Execution of smooth operations
Ensure Golden Customer Service and support for good Sales at Site
Ensure complete reporting system of Site
Ensure banking activities on time with guidance of Finance Department
Daily meter unit reading by self, Daily UGT dip and Strong Alignment with Operations Department for Site operations execution
Care Customers and maintain good business relations
Ensure effective fuel ordering and decantation process in your personal presence with coordination of supply chain department
Ensure TL care and strong alignment with Transport Manager and TL drivers
Ensure IT equipment effective running and coordination with IT department for trouble shootings.
Ensure execution of KPIs on daily basis Achieve its target
Check and verify the assignments and develop performance of Support Supervisor
Staff Management
Resolve company matters related to SSGC, Wapda, OMC etc.
Ensure accurate financial reporting system
Loss Control: Check all site matters for controlling of any loss. Matter may include wastage of resources, poor performance, shortages, expenses etc.
Monitor fuel stock and support in fuel ordering and receive stock properly
Ensure Timely recovery from Credit Parties with coordination of AMSS
Adhere to all company policies & procedures and ensures that they are communicated and implemented within the site team
SM has to closely monitor record prepared by SS
Site Manager will be responsible for Site operations and its execution and he will must stay night at Site accommodation and also keep check in night for urgent matters.
Utility bills verification and payment on time with coordination of Finance Department.
Self-Customer service minimum 7 times in a week for staff training
Ensure preparing daily work closing report, Housekeeping by self and managing all Logs, repair & maintenance of all equipment.
