Currently working as Procurement Associate in UNOPS Peshawar office. UNOPS is implementing a USAID funded project “Improved Access to Water and Sanitation Services in Khyber Pakhtunkhwa and Sindh”, I am responsible for providing efficient and timely services in procurement and contract management. Conduct all Transactional procurement & support activities in the field office. Work with the project team to develop the Procurement plans. Manage all the bidding and tendering process for the project as per UNOPS procurement policies and procedures.
As a country senior management team member, I am responsible for enabling excellence in all operations functions in the Pakistan country program including Procurement, Logistics, Assets, Fleet, warehousing, IT, and Administration. Ensure compliance with donor regulation as well as Mercy Corps internal policies and procedures, update local manuals and policies, and build the capacity of operations staff. Provide support and advice to the Country Director on operational issues. Develop the capacity of the team, enhance understanding of their roles and assist with career development. Promote accountability, communicate expectation and provide constructive feedback informally and formally on performance of operations staff. Work with procurement, logistics and Admin. Team to ensure timely, accurate processing and documentation of procurements. Chair tender opening meetings. Overall responsible for all procurement, logistics, warehousing and Assets of IRC Country program, manage all contracts (Procurement & Services), lead hiring process of consultancy firms and individual consultants. Support operations and day to day management of Country Office and three field offices.
• Work with proposal development team to provide technical input on supply chain and staffing structure.
• Work with QA team in HQ to standardized procurement thresholds. Documentation and archiving documents for all procurement above USD 20K.
• Work with internal audit and Senior Country Managements team to address queries raised during internal and external audits, field visits and prepare action plans accordingly.
• Make sure that all the active grants have procurement plans in place and all the procurement is done as per PP. Provide training to field staff and non Supply Chain Staff regarding policy and procedures.
• Develop and revise JDs for Supply Chain Team in Country office and in field offices according to roles
• Review operational score card for supply chain and develop & Coordinate with field teams to achieve targets.
• Conduct due diligence of vendors, consultants and different firms
• As a core member of CET (Country Emergency Team), manage hiring process for operations team in CET.
• Lead process for long term contracts with different supplier for (Relief Items, pharmaceuticals, hospital supplies, training institutes, Govt Agencies, hotel and travel agents. This process has decreased the lead time for delivery of different supplies and services and uniform quality of items and services are delivered across country program.
• Operations Management: I oversee, operate and maintain the IRC Pakistan’s logistics, supply chain and administrative support systems and services as per IRC and donor compliances. The IRC Pakistan program is currently a multi-million complex and diversified program in all provinces of Pakistan
• General: Designed, managed and supported operations, logistics/supply chain, fleet, offices establishment and government affairs for multiple projects including emergency response, relief, development and socio-economics in conflict, disastrous, post conflict and refugees camps areas covering the fields of food and shelter distribution, health, water and sanitation, education, capacity building, livelihood, rehabilitation/reconstruction and economic development funded by range of international donors including USAID, BPRM, DFID, European Aid, ECHO, WFP, UNHCR, UNICEF, UNDP,OFDA, SV, Bills & Melinda Foundation and various others.
• Procurement and Services Contracts Management: In my current capacity I manage the procurement of goods and services for verity of projects in line with IRC and donor’s procurement procedures and guidelines. The current volume of procurement for the country program is more than USD 10 million a year. The procurement contracting includes all sort of work, supplies and services contract at national and international level. I ensure the timely delivery of goods, supplies and services to the field office for uninterrupted functioning of the programs and ensure the overall efficiency of procurement components at all levels.
• Fleet/Transport Management: Supervising, maintaining and controlling IRC Pakistan fleet consist of more than 50 projects owned vehicles and more than 100 rental vehicles. From time to time I am developing and implementing standards and systems for fleet management to ensure the efficient use of vehicles and transportation services in support of program objectives. I am responsible for procurement, import, registration, excise
• Led a team of 12 Operations staff (Logistics, Admin, HR & IT) during IRC response to devastating floods of 2010 and 2011.
• Managed two major warehouses and more than 1500 high value assets for the country program inline with IRC and donors guidelines.
• Procured NFI, Winter Kits, Hygiene Kits and food items for flood affected people across the country.
