Technical 

Develop in depth understanding of project documents (construction drawings & specifications) as well as business process / DIP for planning & implementation WASH CPIs activities.
Lead on technical feasibility / assessment (site identification, material, labour, transportation, supplies etc) of WASH & CPI’s activities prior implementation to ensure sustainability & cost effectiveness as well as agreed time frame of project at field level.
Ensure adherence to humanitarian standards (Sphere, Do no harm, Humanitarian principles, Core Humanitarian standards, Red Cross code of conduct) & applicable engineering standards (ACI Codes, ASTM codes, British standard, Pak Building codes, Building construction practices).
Perform quality & quantity assurance checks by paying regular visits to construction sites to verify the work is performed in compliance with the plans and specifications.
Assist local teams in preparation of basic technical information (cost estimates for both rehabilitation work & initiation of new schemes) related to WASH for development of new project’s proposals at field level.
Lead on capacity building initiatives for communities (effective utilization of available resources with future sustainability aspect) & subordinates on technical level to meet job requirements.   
Lead on Identification & hiring of construction teams and labour while working in close collaboration with supply chain department.
Responsible for management of skilled (Sub Engineers, Water Quality Analyst, Hygiene Promoter, any other skilled worker) & unskilled workers (labour, survey team etc), documentation of performance feedback, grievance handling and other day to day affairs where applicable. 
Identify, Analyze and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures in projects.
Recommend purchase of specialized equipment required for implementation of the WASH activities.
Take part in supplier selection process by evaluating the samples against specifications given in approved BOQs/estimates at field level as & when needed.
Processing daily project documentation and construction observations.

 Operational

Designing integrated work plans in collaboration with teams from other departments/thematic areas.
Coordinate with internal (Team Leader, District Coordinator, APM, WASH specialist, other sector leads at area level) & external (Clusters, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders  related to WASH CPIs and other matters of mutual interest.
In place contingency plan to deal with external factors affecting or may affect the field activities
Ensure availability of completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representative and relevant sub engineer and also handing over to relevant department
Ensure preparation & record management of Measurement Books with agreement of vendor
Maintenance of record (hard & soft) that includes but not limited to Cost estimates , BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.
Preparation of daily, weekly, monthly and other progress reports for management’s info.
Ensure proper filling of forms & formats as per desired standard
Extend support to MEAL / MIS / Communications staff for gathering desired information.
Ensure availability of up to date info in MIS on regular basis with consultation of MIS / M&E.
Close coordination with line manager for effective implementation of project activities.

 Organizational 

Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
In depth understanding of IR values and their demonstration in the field while working with communities.
Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
Assist in identification & documentation of organizational successes for show casing IR work
Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
Participation and facilitation in implementation of IR seasonal programmes.

Maintain close coordination with Local Government Department and PHED at district level, to build synergies with their programme under AAP and seek their support for programme implementation
        Facilitate key training events especially training of trainers at district level and community level.
 Help in designing training events for trainings of CRPs, VOs/LSOs, Masons, Entrepreneurs, Duty bearers, School Teacher/ SMCs/PTCs, Engineers etc and coordinate with field staff to ensure that these trainings are conducted as per design and schedule.
 Facilitate Orientation of district level stakeholders (including PHED and Local Government) about their role in the project.
 Provide inputs for notification of District level ODF Committees (PHED and Local Government and representatives from District Network of LSOs) and their training of ODF Committees on quality assurance of the process and Post ODF monitoring.
 Facilitate WASH related capacity building events and activities under Project particularly for ODF villages.
 Build the capacity of field teams to facilitate mapping of available water resources/courses through sanitary survey to determine safe water sources, hazards to drinking water sources and Identify the villages where water schemes (bore holes/ hand pumps) to be constructed/ rehabilitated.
 Build the capacity of project stakeholders to implement, monitor and evaluate WASH interventions.
 To liaise and coordinate for the smooth implementation of the WASH activities at community level.
Represent organization at WASH forums at District level.
Provide input in designing and development of Operational manuals for WASH activities.
Undertake field visits and provide technical assistance for field teams in seeking support from District Coordination Committees and Nutrition coordinators for effective implementation of relevant component.
Coordination with WASH sector partners to seek their technical advice for program implementation.

Preparation of drawings (AutoCAD), BoQ/Cost Estimates for all WASH
infrastructures, regularly checking the water quality test, Help design and revise the
construction/rehabilitation works component of the project work-plan, and monitor that the
implementation of the construction/ rehabilitation activities respects the time-table
milestones and deadlines. Conduct trainings regarding operation and maintenance of water
supply and sanitation facilities for beneficiaries. Develop and maintain good relationships
and lines of communication with relevant local authorities and communities, prior to
intervention. Regular monitoring of ongoing construction activities to ensure that all the
activities are executing as per design, specifications and work schedule. Preparation of
weekly, monthly work plans and construction progress reports. Preparation of feasibility
studies/ reports, & reporting and completion certificates. Verify the work done at site and
recommend for the payments to communities/contractor(s)/casual labors etc, Working in
harmony with all other project staff and field team for the effective and efficient day-to-day
management of the WASH project in Thatta. Coordinate with other stakeholders on the
ground for smooth, efficient and effective implementation of the activities.

Supervising ongoing work activities, workers, subcontractors.
Assessing and managing safety hazards, solving technical issue providing advice to
the workers as per project drawings. Giving Layout to workers and to prepare for
inspection.

Rain water Conservation Tanks, Rain Water Harvesting Ponds, Drinking Solar Water Tanks, Installation of Solar crafts Center, Establishing the communal gardens and Nurseries. Need based Design & identification of all mentioned projects, Monitoring and Supervision of all Projects during construction and to ensure that all projects should be as per design, drawings, specification and cost effective.

Repair of Govt: Health FacilitiesMonitoring and Supervision of all Projects and to ensure that all projects as per design, drawings, specification and cost effective. Prepare implementation plan as per deadline. Ensure completion with in specified duration.

Open Wells (Bricks, CC, RCC), Low Cost Housing, Repair of Schools, Repair of Health facilities, Rehabilitation of Earthen Road, Culverts, Rescue places, Link Roads and Brick Pavements/Street Pavements, Rain Water Harvesting Pond (RWHP), Water Storage Tanks, Drinking water supply schemes, Solar Pump, Solar Light System, Emergency pit latrines
Responsibilities: To design and review the project proposal that includes BoQ, Design, Drawings, Abstract of Materials, Material Cost, Abstract of Labor, Map of location, layout plan. To check and verify the quality of materials as per Standard specifications. Monitoring and Supervision of all Schemes and to ensure that all CPI intervention as per design, drawings, specification and cost effective. Prepare implementation plan as per target. Preparation of Progress reports quality/analytical Reporting on fortnightly/ monthly/quarterly and project completion reports.
