A as Consultant, I develop the Project’s monitoring and evaluation system to be used for assessing the Project’s performance, outputs, outcomes and impact, i.e. M&E system which will serve as a management and monitoring tool of the project. As a team lead needs assessment, feasiblity, baseline, endline, midterm, and final evaluaiton of projects. 

Lead the Mission in establishing performance measures, collecting and analyzing performance information, planning and managing evaluations and assisting the Mission management in using the performance information for decision-making and resource allocation.

Advise Assistance/Development Objective Teams and Senior Management in designing and planning for evaluations, special studies and assessments.
Coordinate the creation and review of the Program, Design and Learning budget to provide adequate financial resources for evaluations, special studies and assessments.
Provide input into the design, implementation and dissemination of evaluations, special studies and assessments.
Coordinate the creation of a Mission Performance Monitoring Plan including assessing the validity of the information and indicators that contribute to that plan.
Assist the AO/DO Teams to select data collection methods for adequate 
Coordinate the regular review of progress towards achieving Assistance Objectives/Development Objectives by Senior Management through program reviews, portfolio reviews or other processes.
Encourage the use of performance information in resource allocation decisions by the Office Directors,  Team Leaders and Senior Management through leading discussions, preparing analysis or other measures.
Seek ways to streamline the process and increase efficiency in gathering and using performance information.
Coordinate the process for updating policy and procedure documents in the areas of monitoring and evaluation to align with the most current Agency Polices and requirements. Seek ways to increase transparency of system of reviewing results and use of performance information.
Work as a Point of Contact for Evaluation in the Mission and provide guidance to technical teams on issues related to monitoring and evaluation. 
Assist Senior Management in building local M&E capacities in the spirit of USAID Forward.
Manage evaluation contracts and agreements.

• Overall , Program Design and Planning; Programme Management, Representation; Monitoring and evaluation;
• Capacity Development; Evidence, Learning, & Partnership. Together with the Executive Director, takes an active role in the identification, cultivation and successful development of new business opportunities.
• Works closely with the Executive Director and other members of the PEDA International team to identify, develop and submit proposals, concept papers and expressions of interest to a wide range of private, institutional, and bilateral donors.
• Oversee and supervise all short-term and long-term assignments which includes feasibility studies for new donor funded projects, baseline, mid-term and end-term evaluations.
• Search for new opportunity and Schedules and initiates go/no go decision meetings and drafts proposal timelines. And serves as Team Lead on assigned proposal opportunities, which includes keeping proposal team’ adherent to internal and external proposal deadlines.
• Edits and drafts proposals/applications as necessary, depending on strength of team and volume of submissions. • Finalizes and submits completed proposal packages.
• Provides general backstopping for the program development team, which includes scheduling meetings, developing support documents, providing proposal-related travel support, and conducting research.
• Work closely with the Executive Director on Strategic programmatic planning, policies and program responsibilities.
• Completes all performance management activities including: performance planning, monitoring, and 90-day, six-month, and annual performance appraisals.
• Maintain up-to-date knowledge of relevant research and sector knowledge, learning, guidelines, and trends.
• Participate in design, implementation, data analysis and writing of research studies performed as part of organization’s programs.

 Provides backstopping for the program development team, which includes scheduling meetings, developing support documents, providing proposal-related support, and conducting research(Tools development for different studies research, baseline and evaluation)
 Edits and drafts proposals/applications as necessary, depending on strength of team and volume of submissions. • Finalizes and submits completed proposal packages.
 Monitoring of the ongoing project and evaluation of different national and international organizations.
 Coordinated compilation and dissemination of assignment completion reports for the programme.
 Grant Writing & project designing for national and international NGOs.
 Third Party Monitoring and capacity building of partners organizations in project designing.
 Oversee, recruit for and ensure short-term technical experts and evaluation team members are of a high caliber and possess the required technical expertise.
 Serve as the evaluation team leader of selected evaluation assignment conducted under contract as needed.
 Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.

 Develop a detailed monitoring plan, including longitudinal studies and impact monitoring methodologies, in consultation with the Technical Advisor and the MEAL Manager.
 Ensure that quantitative and qualitative monitoring and evaluation tools are systematically implemented and used by the teams, in cooperation with the Technical Advisor and the MEAL team.
 In consultation with Programme, MEAL Manager, Technical Advisor and project teams design, and coordinate a baseline survey, midline survey and End line evaluation of the completed projects.
 Ensure that programming data and feedback is valid, verifiable, timely and regularly used to inform programming decisions.
 Conduct statistical and qualitative data analysis, present, and disseminate information to inform programme management.
 Support the regular review of programme activities using DRC’s Do No Harm Framework, identifying key areas for revision/improvements.

 Designed M&E system and accountability framework and its implementation.
 Supporting program development team in setting up the M&E and accountability indicators for output/outcomes/impact levels in project design.
 Working with program teams to ensure proper implementation of the projects on the agreed methodology and ensure the targets are achieved matching with indicators.
 Ensuring program implementation is meeting the needs of vulnerable groups together with gender analysis and is consistent with humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
 Understand the basic concepts and standards related to M & E, accountability, and quality management in humanitarian service delivery especially Sphere and HAP Standards.
 Ensuring the complaint mechanism is in place and properly implemented at field level.
 Plan and develop processes for assessing and planning capacity building of Emergency Staff on HAP, SPHERE, HAF as well as SRF etc.

 Collates and analyzes data from national and field office locations, prepares donor reports based on formats / log frame, prepares trend analysis and contributes to annual report preparation.
 Timely monitoring and measurement of changes in conditions due to programme or policies in country are provided to the programme staff and national partners to facilitate national planning, assess the impact of the programme and policies, and report on the progress being made.
 Integrated Monitoring, Evaluation & Research Planning (IMEP) is prepared and in place to provide strategic priority and realistic plan of activities programme section for M&E
 The monitoring and evaluation capacities of Country Office staff and national partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes.
 Effective communication and partnership are achieved in carrying out integrated planning of research, monitoring and evaluation activities within the programme, and national partners.
