In order to address the water, sewerage and stormwater drainage problems, JICA, on the request of Government of Pakistan, sponsored an Advisory Services titled “The Advisory Services in Organizational Improvement & Business Plan Preparation & implementation in WASA-Faisalabad & WASA-Lahore” which aimed to introduction Lahore WASA / JICA Model to them in order to achieve their managerial improvement. As this request is the first attempt in the horizontal application of the Lahore Model and will contribute the continuous development of the Model, JICA has decided dispatch Mr. Kunimasa NISHIGATA, I.M.G. Co. Ltd., as the advisor to prepare Business Plan of WASA-Faisalabad In the second phase for Implantation of Business Plan, JICA dispatched Mr. Yarai SATO, JICA Advisory Expert to implement Business Plan through Sub-Committees & Module Projects. My services are to provide assistance to JICA Advisor on the following field:-
 Using SWOT Analysis, Grasp present situation and clarify the challenge on the following issues with reference to Lahore WASA / JICA Model.
 Improvement of organizational management.
 Development of Term and Annual Business Plan
 Introduction of Performance Monitoring Indicators (PMI) and buildup Monitoring Systems.
 Analyze financial situation (financial statement analysis etc.)
 Development of Road Map on the tariff revision.
 Improvement of revenue collection (meter introduction, collection capacity improvement & illegal customer reduction).
 Improvement of customer relation.
 Establishment of customer relations center.
 Formulation of WASA Regulation (Clarification of the rights and duties with customers)
 Sharing of information with other WASAs on management improvement model.
 Monitoring of Lahore WASA institutional improvement activities since Japanese experts have returned to Japan on November 2012.
 Conducting Energy Audit & Energy Conservation system,

I was worked as National Hydro Expert with M/s. NIPPON KOEI, Tokyo, Japan under JICA Grant Project. This survey aims to collect data and information comprehensively regarding the development of renewable energy in Pakistan and explore the possibility of cooperation by Japan for disseminating renewable energy in order to contribute to the realization of the diversity of power generation sources which is the Government policy of Pakistan.

Provide assistance to International Japanese Experts of Hydro Power Generation and Solar Energy Generation assigned by JICA for this project and keeping close liaison & follow up on the following actions during this Project:-
 To find potential sites in Punjab and conduct energy generation analysis.
 Provision of information and countermeasure to secure the safety to the survey team.
 To collect the necessary document, data & information for the survey.
 Other necessary undertakings to conduct the survey.

Working as Assistant Engineer in Lahore with M/s. TERA Corporation,
Tokyo, Japan under Technical Assistance of JICA for Management Assistance for Institutional
Improvement in WASA-Lahore.
To assist Expert’s assigned by JICA for this project and keeping close liaison & follow up on the
following actions during the Management Assistant for Institutional Improvement in WASALahore:-
 Provide support with the cooperation of Local Consultant to review the activity of the 3 subcommittees
for;
i) Non-Revenue Water and Water Pilferage Reduction
ii) Energy Saving and Operation and Maintenance Efficiency Improvement
iii) Administration Efficiency Improvement and Staff Redeployment.
 Review the current situation of the 3 sub committees and support to make the detail plan to
implement each committee’s activity.
 Supervise and provide technical assistance and necessary advice to the activity of 3 sub
committees according to the detailed implementation plan.
 Report the result of the implementation progress regularly to JICA Pakistan Office, JICA HQ and
WASA.
 Monitor the progress of Lahore Water Supply, Sewerage & Drainage Improvement Project and
regularly report to JICA Pakistan Office, JICA HQ and WASA;
 Approval and enactment of Punjab Municipal Water Act.
 Approval the Road Map and Guidelines for tariff revision by LDA, HUD, and Government of
Punjab.
 Approval of new WASA regulations by LDA.
 Monitor the activity of the Performance Monitoring Cell.
 Monitor the approval progress of PC-I.
 Monitor the approval progress of EIA and IEE.
 Report the monitoring result to JICA Pakistan Office and JICA HQ.
To assist the Experts in supervision of consulting services outsourced and collection of project
related information from various offices of Government & Nongovernment Departments.
 To assist for prepare Technical & Financial Proposals, bi-monthly reports including monthly,
weekly progress reports & expenditures reports the employer (JICA

Working as Senior Engineer/Local Consultant on aforementioned Grant Project of JICA for providing extensive support to JICA Expert for conducting the Study & Beneficiary Survey to assess the relevance, effectiveness, efficiency, sustainability and impact of the Project carried out by JICA with the Participation of World Bank.
Objectives of the Ex-Post Evaluation Study and the Beneficiary Survey
(a) The Ex-Post Evaluation Study:-
 To collect data, review and analyze the Project in view of five evaluation criteria ,i.e. Relevance, Efficiency, Effectiveness, Impact, and Sustainability.
 To interview the authority and department etc. related to the Project following to the Questionnaire prepared by the Evaluation Team.
 Evaluate the stability & reliability of electronics component installed on Barrage for computerized operation (SCADA based computer networks system).
(b) The Objectives of Beneficiary Survey are:-
 To collect data, review and analyze the social impacts of the Project.
 To clarify how the Project contributed to the improvement of social and environmental aspects of citizen\'s life in the selected areas.
 To explain how access to public service and facilities (clinic, hospital, school markets) and convenience of daily life were improved by the Project.
 To evaluate other positive and negative social impacts of the Project.
 To identify lessons learned from the Project, from social and environmental points of view.

 Review the existing studies and development plan, electrical/electronic/telecom installation, water quality survey, water sources & water supply facilities and sewerage & drainage facilities.
 Analysis of water-related problems relating to electrical, electronic & telecom & their effect on people living in and around Lahore, status & problems in development & management of water supply, sewerage & drainage facilities, status & problems in water quality management in public water bodies and status & problems in groundwater management.
 Evaluation of vision and strategy on development & management of electrical, electronic & telecom facilities and demand projection.
 Groundwork of vision & strategy of electrical, electronic, telecom, water supply, sewerage and drainage facilities, recommendations for improving management of water supply, sewerage and drainage and preparation of an action plan for improvement.
 Preparation of the project plan, supplemental study including electrical, electronic & telecom, soil quality survey and measurement, basic designing of facilities and cost estimation.
