· Establishing and ensuring the implementation of quality management system documents.
· Providing direction to staff and external customers on the QA/QC program.
· On, need providing training of personnel to ensure awareness of quality procedures and specific    responsibilities in the QA/QC process, including the interface and response to audits such as        those conducted by the clients and their representatives.
· Coordinating quality issues between design, construction, and site management.
· Conduct collaborative interface between client, and construction teams.
· Representing the organization on quality issues at meetings with the other organizations and        the construction staff.
· Auditing construction design and supervision QA/QC activities of staff and other organization s      at schedule intervals to assess compliance with the project requirements, specifications and          QMS requirements.
· Issuance, Monitoring and examination of all submittals prior to delivery or submission.
· Work closely with our suppliers and our procurement/logistics Managers for proper control of        supplied material or sub – contracted services.
· Create quality technical specification for supplier and audit their quality procedures.
· Establishing and ensuring the implementation of quality management system documents,            including the implementation of ISO 9001 system & procedures.
· Prepare monthly summaries of quality issues for presentation to the management team.
· Ensure appropriate calibration of quality equipment. 

• Support, plan and chalk out a work program for implementation of community physical infrastructure (CPI) projects in the selected geographical area;
• Provide technical backstopping i-e technical & financial viability of the schemes;
• Ensure USAID environmental compliance to 22CFR 216;
• Provide technical input in crafting the term of reference, BoQs, evaluation criteria of identification of schemes, shortlisting of vendors/contractors and in preparation of subcontracts.
• Review and vet the designs/ specifications, bill of quantity and estimates, review of technical and financial proposals, also provide technical advice in financial and technical evaluation;
• Analyze and prepare environmental regulation and other related documents aiming to ensure USAID’s compliance;
• Support to PYWD program in implementation of CPI schemes under the PYWD/USAID guidelines;
• Ensure compliance and performance delivery set in contract/subcontract while implementation of the scheme.
• Conduct site visits for technical assessment, implementation and quality review of the schemes;
• Recommend measures to address the issues identified during field visit;
• Review reports and invoices;
• Liaise with community engagement team at field level during implementation of the scheme;
• Respond the technical queries of USAID / auditors over the environment and other related documents;
• Prepare schemes completion/periodic reports;
• Carry out any other duties assigned by COP.

advice and technical support on all construction related procurement;
• Produces school site layouts for tender packages
• Conducts regular inspections of construction work.
• Works across multiple sites; and takes a ‘hands on’ approach on site when and where necessary.
• Supports the CSM to/by: Participating in the delivery of Introduction Cluster Training for PTC/SCs, DEOs and CCSIs;
and coordinating the delivery of Humqadam Engineering technical assistance and capacity building interventions
to all Customer segments.
• Supports CSM in accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc.
• Supports CSM in providing informative, timely and effectively presented written reports/numerical data as
required.
• Ensures collection and analysis of weekly reports of senior site engineers
• Supports CSM to maintain the provincial project tracker
• Supports CSM in filing all project related documents
• Provides Reports to the CSM and to CPMU Islamabad.

• Assist in the development of designs of identified infrastructure schemes through contractor and cash for work.
• Assist Advisor construction to Design architectural and structural drawings, as well as create bills of quantity,
material specifications lists, and other technical documentation related to design, cost estimation and
implementation of the infrastructure grants.
• Will review the BOQ and Cost estimates for different identified schemes and SC Supported facilities (Schools &
Health Centers).
• Will share the designs and cost estimates summaries of different grants in line to the allocated grant wise budget
with Advisor Construction.
• Will monitor the on-going physical works; ensure quality and timely completion of work at site.
• Will ensure incorporation of cross cutting themes and organizational standards at the Field level.
• Finalization of bills of work done and submission to finance for payment.
