Position: District Monitor For Typhoid Conjugate Vaccine (TCV Campaign 2022)

DESCRIPTION OF DUTIES:
•       Assist DPEC and DHMT in assigning UC level PEI staff or other available eligible individual to conduct UC level periodic readiness assessment using WHO tool.
•       Compile UC level assessment findings in the District dashboard and present to the DPEC and DHMT for review and corrective action.
•       Share the filled district dashboard with provincial NPO/TO-EPI andWHO/EPI staff.
•       Monitor quality of preparatory activities (trainings/orientations, management meetings, ACSM activities, waste management, AEFI management, data management etc.)
•       Conducted at district, tehsil and UC level using prescribed tools and share the findings with DPEC, DHMT and Provincial NPO/TO and WHO/EPI staff
•       Conduct Rapid Convenience Assessment (RCA) using prescribed tool during TCV campaign as per guideline.
•       Conduct supervision of the TCV campaign using observers’ checklist as per guideline
•       Coordinate with DPEC and DHMT for recording and follow-up of minutes of meetings held at district level for TCV campaign
•       Assist in coordination with DPCR for facilitating smooth field data collection on time and reporting at higher level.
•       During a campaign Daily Moring, review meeting and Evening review meeting with UC staff/PEI.
•       During a campaign Daily evening meeting at DEOC.
•       Cold chain, vaccine and logistics availability and timely distribution at all level.

DESCRIPTION OF DUTIES:
District Consultant:  Support District Health Management in planning and implementation of Measles and Rubella Campaign at district level.

Facilitate all the campaign activities at district level during pre-campaign phase including trainings, meetings, awareness activities at different levels and report on proposed corrective measures taken. Ensure that
All micro plans are updated & complete and slums, high risk areas and underserved areas are included.
Trainings plans are developed & implemented and all components (Equity, ACSM and vaccine and logistics, reporting) are well addressed during the trainings
Advocacy Communication Social Mobilization (ACSM) and community engagement activities are incorporated in plans and micro plans
Cold chain, vaccine and logistics availability and timely distribution at all level
Regularly monitor and ensure that the resources provided for pre-campaign activities were used for the intended activities at district level as per the micro plans.

Pre-campaign

Conduct meeting District Health Management Team, District Administration and partners to sensitize them about the assigned tasks and the support that will be provided.
In consultation with the district EPI focal point and partners develop coordination mechanism and protocols to follow up on the activities undertaken under each thematic area.
Document the minutes/action points of the coordination meeting and share with key stakeholders.
Technical support to the district team (EPI and other partners) on communication strategy.
Regular feedback to the provincial consultant SIA about the campaign activities and update him/her on any bottlenecks and solicit way forward
Monitor and ensure that all preparatory activities are on track as per timelines.

Intra-campaign;

Monitor and validate the monitoring and supervision process during the campaign to ensure that field monitoring of the implementation of activities is in accordance with the monitoring and supervision plans - areas to be monitored, number of monitors, transport availability, etc.
Using supervisory checklist, monitor ACSM activities during the campaign and validate if they are being conducted per the micro plans.
Monitor cold chain during the campaign is there any breakage in cold chain, is there any vaccine stock outs, take immediate corrective measures with the District Health Officer (DHO) in case of any gaps or issues
Immediately communicate the findings of the review, monitoring and validation at respective level according to agreed communication protocol using the standard checklist.
Track and report the progress on corrective actions identified and proposed.
Provide real-time feedback using NEOC application on daily basis to ensure corrective actions are taken to mitigate gaps.

Post Campaign;

Regular Liaison with the WHO team on the post campaign evaluation
Compile and share the final report including human interest stories at the end of assignment.
Perform any other task assigned by the provincial consultant SIA during campaign.
